Network Surveillance coverage on networking perception and observation, were one of implementation to mobile networking on monitoring, operation and maintenance of Network Element in radio network to maintaining performance index values, Key Performance Indicator (KPI), which requested by a seluler operator. This index values can be maintain by knowing the alarm events on the Network Element, which on the next stage will be analyze to perform correction and improvement if there is something happened that does not meet the criteria.

Therefore, through this skripsi study implementation will be discuss what is Network Surveillance, what kind of aplications that implemented on OSS-RC (Operation System Support for Radio and Core Network) and others counter parameter on Radio Access Network (RAN) which can be maintain the performance index on WCDMA mobile network."
