"Ketidakpercayaan politik adalah suatu hal yang penting guna melihat implementasi kebijakan penanganan pandemi Covid-19 yang membutuhkan partisipasi dari warga negaranya. Pada masa pandemi Covid-19, kepercayaan terhadap pemerintah dapat meningkatkan ketaatan dan kemauan masyarakat untuk patuh terhadap kebijakan kesehatan pemerintah, menurunkan persepsi risiko terhadap Covid-19, dan mengurangi angka mortalitas. Sebaliknya, ketidakpercayaan politik akan meningkatkan ketidakpatuhan dan menyebabkan instabilitas yang berakibat negatif bagi penanganan pandemi Covid-19. Data menunjukkan adanya tren yang sama dalam ketidakpercayaan politik di Jerman dan Indonesia selama penularan pandemi Covid-19 dari Maret 2020-Juli 2021. Penelitian ini akan menggunakan pendekatan kualitatif dengan metode pengumpulan data berupa studi pustaka, investigasi media daring, dan hasil survei untuk mengkaji dan membandingkan tren ketidakpercayaan politik masyarakat terhadap pemerintah Jerman pada masa kekanseliran Angela Merkel dan pemerintah Indonesia pada masa kepresidenan Joko Widodo. Dengan menggunakan teori ketidakpercayaan politik Bertsou yang menjelaskan mengenai faktor-faktor kemunculan ketidakpercayaan politik masyarakat terhadap pemerintah, penelitian ini berargumen bahwa tingkat kompetensi, transparansi, dan kepentingan menjadi faktor penting dalam mengkaji ketidakpercayaan politik masyarakat selama masa pandemi. Sebab, tingginya ketidakpercayaan politik berkorelasi terhadap efektivitas kebijakan pandemi.

Political distrust is an important factor in policy implementation to handle the Covid-19 pandemic which requires citizen participation. During the Covid-19 pandemic, trust in government can increase public willingness to comply with government health policies, reduce the risk perception for Covid-19, and reduce mortality rates. On the other hand, political distrust will increase disobedience and lead to instability which has a negative impact in any attempts to handle the Covid-19 pandemic. The data shows a same trend in political distrust in Germany and Indonesia during the spread of the Covid-19 pandemic from March 2020-July 2021. This study will use a qualitative approach with data collection methods in the form of literature studies, online media investigations, and survey results to assess and compares the trend of citizen’s political distrust of the German government during the chancellorship of Angela Merkel and the Indonesian government during the presidency of Joko Widodo. By using Bertsou's theory of political distrust which explains the factors in the emergence of political distrust for the government, this study argues that the level of competence, transparency, and interest are important factors in assessing citizens political distrust during the pandemic as high political distrust correlates with the effectiveness of pandemic health policies."
