Aktivitas turn around merupakan aktivitas yang bertujuan meningkatkan waktu produksi (life-time) unit-unit di sebuah pabrik/kilang. Dengan meningkatnya life-time alat akan meningkatkan life-time plant itu sendiri. Dengan meningkatnya life-time kilang maka produksi kilang akan semakin lama sehingga semakin banyak keuntungan yang didapat dari proses produksi tersebut. Namun, Turn Around juga memerlukan anggaran yang tidak sedikit. Anggaran itu terdiri dari anggaran langsung, yaitu biaya yang diperlukan untuk membayar vendor Turn Around, baik man power maupun peralatan yang digunakan. Ada pula anggaran tidak langsung yaitu anggaran yang terjadi karena kilang stop berproduksi sehingga terdapat kerugian dari tidak adanya produk yang dihasilkan. Jika tidak dikontrol dengan baik, Turn Around dapat membuat suatu kilang mengalami kebangkrutan karena besarnya biaya yang diperlukan. Metoda penelitian  yang digunakan dalam penelitian ini adalah evaluasi, optimasi dan validasi pada manajemen proyek Turn Around di kilang minyak. Data yang diperoleh dianalisa secara kualitatif  dan optimasinya akan mendapatkan proses validasi oleh pakar. Berdasarkan data kinerja waktu dan biaya maka dikembangkan suatu optimalisasi manajemen proyek dalam suatu manajemen waktu berupa crashing yang memerlukan dana sebesar Rp 322.205.400,-.

Turnaround is a activity aimed to improve and upgrade the lifetime of equipment in a plant. By means the lifetime could be upgraded, the profitability caused by production of the plant could be increased. However, Turnaround needs massive amount of budgets. It consists of direct cost caused by turnaround operational budget, which neede in order to pay the vendors, the man power and the equipment. There is also indirect cost from loss production due to the shutdowns while the turnaround activity. If the turnaround is not controlled well, it could cause big loss in company cash flow and leads to bankruptcy. The research method used in this thesis are evaluation, optimization on Project Management used in Turnaround activity. The data will be analyzed by qualitative method. And the result of optimization will be validated by the experts. Based on time and cost performance index, the optimization for the turnaround in oil refinery has been developed, the optimization is using a project that needs adding cost as much as Rp 322.205.400,-.
