"ABSTRAK
Penerapan teknologi 4G yang dilakukan XL-Axiata membutuhkan kapasitas yang besar pada jaringan transport khususnya transmisi microwave. Kapasitas microwave yang terbatas mengakibatkan perlu dilakukan upgrading pada jaringan eksisting untuk menghindari terjadinya congestion. Teknologi baru millimeter wave E-band dapat menjadi solusi pada proses upgrading ini. E-band merupakan teknologi transmisi microwave pada band 70 GHz dan 80 GHz yang dapat menghasilkan kapasitas hingga multi-giga bps. Meskipun demikian, teknologi ini belum bisa diimplementasikan oleh penyelenggara telekomunikasi di Indonesia karena skema biaya lisensi yang masih dikerjakan.Penelitian ini bertujuan menganalisis pemilihan teknologi E-band pada jaringan transmisi eksisting microwave legacy XL-Axiata. Dari sisi teknis, pada penelitian ini dilakukan pengamatan dan pengukuran performansi ethernet dalam uji coba perangkat E-band pada link eksisting 14521003. Hasil pengukuran ethernet E-band ini dinormalisasi terhadap hasil pengukuran link eksisting microwave legacy dengan metode pembobotan weighting . Dari sisi ekonomi, pada penelitian ini juga dilakukan perhitungan estimasi biaya pengeluaran cash out implementasi kedua teknologi. Hal ini dilakukan untuk mendapatkan biaya pengeluaran yang rendah sehingga efisiensi bisa diperoleh.Hasil penelitian ini menunjukkan bahwa microwave E-band lebih baik dibandingkan microwave legacy terhadap pemenuhan kapasitas yang diinginkan. Dari skema pembobotan yang dilakukan microwave E-band memperoleh nilai yang lebih tinggi dibandingkan microwave legacy, dengan perolehan throughput 987 Mbps, latency 200.7 s, dan jitter 8.5 s. Namun penerapan microwave E-band tidak memberikan efisiensi terhadap biaya pengeluaran yang dilakukan. Dari hasil perhitungan didapatkan biaya pengeluaran operasional microwave E-band lebih besar 21 dibandingkan microwave legacy. Dari hasil ini ditemukan bahwa Biaya Hak Penggunaan BHP frekuensi merupakan kontributor terbesar biaya operasional yang dikeluarkan setiap tahunnya, sehingga diperlukan kajian lebih lanjut khususnya terhadap skema perhitungan BHP frekuensi untuk mendapatkan efisiensi biaya pengeluaran yang diinginkan.

ABSTRACT
Implementation of 4G technology was required large capacity for the transport network, especially through microwave transmission network of XL Axiata. Limited capacity need to be upgraded to avoid congestion for existing microwave network. The new technology of millimeter wave E band could be resolved this upgrading problem. The E band is microwave transmission technology using band 70 GHz and 80 GHz that could be provide up to multi giga bps capacity. Nonetheless this new technology has not been implemented by network provider In Indonesia due to licensing scheme are still being worked out by goverment.This research aims to analyze the election of E band technology implementation on existing transmission network microwave legacy of XL Axiata. This research was conducted observations and measurements of E Band ethernet performance that were trialed through existing link 14521003. The measurement results of E band were normalized with legacy rsquo s measurement results using ldquo weighting rdquo methods. This research was also calculated the expenditure cost cash out of both technologies. This calculation to obtain low expenses of implementation, so cost efficiencies could be achieved.The results shown that the E Band is better than legacy to enlarge the capacity. Based on weighting scheme the E Band obtain better result than legacy with throughput 987 Mbps, latency 200.7 s and jitter 8.5 s. However the E band implementation does not provide cost efficiency than legacy. The calculation results shown the expenses of E band are higher around 21 than legacy. It was found that frequency fee licenses BHP is the largest contributor of operating costs incurred each year, so it is necessary to study more specifically of frequency fee calculation scheme to obtain efficiency of expenses desired."
