"Tesis ini membahas mengenai bagaimana efisiensi dari 8 delapan pelabuhan petikemas yang ada pada daerah operasi PT. Pelindo II pada tahun 2013 hingga 2015 dengan menggunakan Data Envelopment Analysis Variable Return to Scale DEA-VRS orientasi output. Selain itu dilakukan juga perhitungan Skala Efisiensi, serta Malmquist Index untuk melihat perubahan efisiensi, perubahan teknologi, dan perubahan produktivitas dari tahun ke tahun. Hasil perhitungan menunjukkan bahwa pada tahun 2013 pelabuhan yang efisien adalah Pelabuhan Tanjung Priok, Pelabuhan Bengkulu, dan Pelabuhan Pangkal Balam. Selanjutnya pada tahun 2014 dan 2015 pelabuhan petikemas yang efisien adalah Pelabuhan Tanjung Priok, Pelabuhan Pontianak, dan Pelabuhan Pangkal Balam. Perhitungan skala efisiensi menunjukkan bahwa hampir semua pelabuhan memiliki kondisi skala efisiensi increasing return to scale IRS , hanya Pelabuhan Tanjung Priok pada tahun 2013 sampai 2015 dan Pelabuhan Pontianak pada tahun 2014 saja yang memiliki kondisi constant return to scale CRS . Kemudian berdasarkan perhitungan Malmquist Productivity Index, 6 pelabuhan mengalami peningkatan efisiensi di 2013-2014, namun kemudian 5 pelabuhan mengalami penurunan efisiensi pada 2014-2015. Selain itu penyebab menurunnya produktivitas pelabuhan-pelabuhan tersebut disebabkan oleh penurunan teknologi. Oleh karena itu diperlukan penggalakan perdagangan dalam negeri, mendorong ekspor komoditas unggulan melalui pelabuhan tersebut, dan pembaruan alat-alat serta teknologi agar pelabuhan menjadi lebih efisien dan produktif lagi.

This thesis discusses about the efficiency of 8 eight container ports in the operational area of PT. Pelindo II from 2013 to 2015 using Data Envelopment Analysis Variable Return to Scale DEA VRS with output orientation. Moreover, this research also used calculation of the efficiency scale and Malmquist Productivity Index to see the change in efficiency, technological changes, and productivity changes from year to year. The results shows that in 2013 Port of Tanjung Priok, Bengkulu Port, and Pangkal Balam Port are the efficient ones. Furthermore, in 2014 and 2015 the efficient ports are Tanjung Priok Port, Pontianak Port, and Pangkal Balam Port. The estimation of the efficiency scale shows that almost all of the container ports have an increasing return to scales IRS , only Port of Tanjung Priok in 2013 to 2015 and Pontianak Port in 2014 that has a condition of constant return to scale CRS . Then, based on the Malmquist Index Productivity, the efficiency change of 6 ports are increased in 2013 2014, but then in 2014 2015, efficiency change of 5 ports are decreased. Moreover, decreasing of technological change makes the productivity change become decreasing too. Therefore, the government needs to encourage of domestic trade, promote the export of competitive commodity, and renewal in loading and unloading equipment technology also needed to make the container ports become more efficient and more productive."

"Pelabuhan peti kemas sebagai salah satu objek vital nasional dalam upaya pemerintah dalam pemenuhan devisa negara tidaklah lepas dari ancaman kejahatan. Hal itu pun ditemukan di Pelabuhan Panjang Lampung yang merupakan salah satu dari sebelas pelabuhan khusus peti kemas di Indonesia. PT Pelindo II cabang Pelabuhan Panjang yang merupakan penanggung jawab terhadap berjalannya tugas pokok dan fungsi Pelabuhan Panjang juga bertanggung jawab terhadap proses pengamanan dan pencegahan kejahatan di Pelabuhan Panjang. Selain PT Pelindo II pihak lain yang ikut terlibat di dalam proses tersebut adalah KPP Bea dan Cukai Pelabuhan Panjang.
Penelitian ini menggunakan teori Situational Crime Prevention oleh Clarke, Defensible Spaces oleh Newman dan Security Survey oleh Fennely. Penelitian ini merupakan penelitian kualitatif dengan melakukan wawancara serta observasi mendalam di Pelabuhan Panjang. PT Pelindo II dan KPP Bea dan Cukai Pelabuhan Panjang merupakan pihak yang dijadikan studi terhadap kasus yang terjadi.
Hasil data yang diperoleh menunjukkan bahwa terdapat sinergi kebijakan maupun pola pencegahan kejahatan yang dilakukan oleh Pihak PT Pelindo II dan KPP Bea dan Cukai. Ditemukan pola pencegahan yang saling mendukung serta SOP yang saling membantu kedua instansi dalam upaya pengamanan dan pencegahan kejahatan di Pelabuhan Panjang.
Kesimpulannya, adanya intervensi dari PT Pelindo II dan KPP Bea dan Cukai mampu mengurangi tingkat ancaman kejahatan di Pelabuhan Panjang. Dalam intervensi di Pelabuhan Panjang, faktor sinergi dari kedua instansi tersebut menjadi faktor yang memiliki pengaruh besar dalam mencegah pencegahan kejahatan yang terjadi di Pelabuhan Panjang.

Cargo Port as National Vital object as government ability to fullfill national devisa is not safe from danger of crime. This phenomenon also found in Panjang Port Lampung that included as one of eleven Cargo Port in Indonesia. PT Pelindo II branch Pelabuhan Panjang is the company that responsible of Pelabuhan Port and also responsible for the Safety and Crime Prevention of Pelabuhan Port. Beside PT Pelindo II there is also KPP Bea Cukai that involved in the process of crime prevention in Panjang Port.
This Research is using Situational Crime Prevention by Clarke, Defensible Spaces by Newman dan Security Survey by Fennely. This research is a qualitative reasearch that using interview and deep observation in Panjang Port. PT Pelindo II and KPP Bea dan Cukai Panjang Port are the agency that researcher use as the case study.
The Result of this research shown there is a cooperation in policy and the way of crime prevention that used by PT Pelindo II and KPP Bea dan Cukai Panjang Port. Researcher also found that there is a crime prenvention way that used by the two instance that complement each other in their effort to make sure that Panjang Port is safe and crime free.
Therefore the conclusion is there are a intervention by PT Pelindo II and KPP Bea dan Cukai that make risk of crime in Panjang Port lower. In that intervention in Panjang Port, the cooperation between two instances have the most effect in the success of crime prevention effort in Panjang Port.

"Aktivitas bongkar muat peti kemas menjadi salah satu lini yang menyumbang emisi CO2 terbesar pada area pelabuhan. Tiap pelabuhan mulai menerapkan konsep Green Port sebagai upaya mitigasi emisi CO2. Malaysia merupakan salah satu negara yang memiliki pelabuhan dengan pelayanan peti kemas terbesar di dunia dan sudah beberapa kali mendapatkan  penghargaan dari The APSN (APEC Port Services Network) Green Port Award System. Penelitian ini bertujuan untuk membandingkan emisi CO2 pada terminal peti kemas yang ada di Indonesia dan Malaysia, kemudian dilakukan analisis dari hasil perhitungan untuk mendapatkan strategi penurunan emisi CO2. Model perhitungan pada penelitian kali ini menggunakan metode Bottom-Up yang menjadikan nilai konsumsi bahan bakar sebagai hasil perhitungan dengan rumus dari Teori Pergerakan Peti Kemas. Objek penelitian berupa 10 terminal peti kemas yang tersebar di wilayah Indonesia dan Malaysia, dimana masing-masing negara diwakili oleh 5 terminal peti kemas. Hasil dari penelitian ini menunjukkan bahwa Westport Container Terminal (Port Klang) merupakan penyumbang emisi CO2 tertinggi sebesar 171 ribu ton CO2 dan terminal dengan efisiensi pelayanan peti kemas terbaik  berdasarkan emisi CO2 per Teu’s adalah NPCT 1 sebesar 9,8 kg emisi CO2 per Teu’s. Alat bongkar muat yang menyumbang emisi CO2 terbanyak pada masing-masing terminal adalah Quay Crane kecuali TPK Tanjung Perak yang mendapati hasil Terminal Truck yang merupakan penyumbang emisi CO2 terbanyak. Efisiensi layout terminal dan Elektrifikasi alat bongkar muat merupakan strategi yang paling baik berdasarkan analisis hasil dari penelitian ini.

Loading and unloading activities of containers are among the largest contributors to CO2 emissions in port areas. Ports worldwide have begun to implement the Green Port concept as an effort to mitigate CO2 emissions. Malaysia is one of the countries with the largest container port services globally and has received several awards from The APSN (APEC Port Services Network) Green Port Award System. This study aims to compare CO2 emissions at container terminals in Indonesia and Malaysia, followed by an analysis of the calculation results to develop strategies for reducing CO2 emissions. The calculation model in this study employs the Bottom-Up method, which uses fuel consumption values as inputs based on the Container Movement Theory. The research includes 10 container terminals distributed across Indonesia and Malaysia, with each country represented by 5 container terminals. The results indicate that the Westport Container Terminal (Port Klang) is the largest contributor to CO2 emissions, amounting to 171 thousand tons CO2. The terminal with the highest container service efficiency based on CO2 emissions per TEU is NPCT 1, with 9.8 kg of CO2 emissions per TEU. The equipment contributing the most CO2 emissions at each terminal is the Quay Crane, except for TPK Tanjung Perak, where the Terminal Truck is the largest contributor to CO2 emissions. The most effective strategies based on the analysis results of this study are terminal layout efficiency and the electrification of loading and unloading equipment."

"The management of communication sector which included government as a regulator and providing the service by operator and also other service provider, aimed to provide communication service which can fulfill intention and requirement of all public community not only in country, but also from and to foreign country.
In sea communication sub-sector, especially in port, the government through the revision from Government Regulation No. 7011996 become Government Regulation No. 6912001 has given the facility to stakeholder to be able to respond the situation that happened in liberalization, competition in globalization, transformation in reformation era and also the implementation of decentralization.
By the implementation of Government Regulation No. 6912001, PT. Pelabuhan Indonesia II, in managing port service in the future should positively done in improving income through good strategic management, because the challenge in the future in facing the competition is more competitive either in the country, for example of Local Government demand in order to make-up of Local Government Income and also competition which tend to ascend with other port in ASEAN, for example Port Of Singapore, Port of Kiang, Bintulu, Tanjung Pelepas, Hochi Minh, etc which have more efficient in operational performance.
In facing the competition which tend to global, it is needed the existence of reliable strategic management matching with existing strategic environment which able to assign value added to company growth, especially in make-up its income. This is the condition which need excellence compete in managing its business.
Therefore, in stimulating how the company could succeed in facing the competition in the future which tend to spread out, it is needed the existence of scenario planning of strategic management for company to know the situation happened in the next time, so that various policy which need to solve the condition could set up early.
This research is aiming to analyze how compilation process of scenario planning of strategic management of PT. Pelabuhan Indonesia II in facing the globalization, to show what factors were become resistor in creating excellence competition of the company in providing the port service, and also to explain what factors which can be developed to to create excellence competition in providing the port service.
The theory in this research, are taken from various literature, Internet websites and interview with all experts concerning the strategic management of PT. Pelabuhan Indonesia II to face the competition globally which analyzed with scenario planning approach.
This research are basically showing and describing all external and internal factors related to scenario planning of company which estimated that it can influence emulation of management of port that happened in the future. The approaches used in this research are qualitative approach, so that it can explain the reality or symptom which happened in business management in the future.
From the result of analysis, it can know that the decision of the strategic management of the company in the future very influenced by the decisions as a key factors for scenario input. Hereinafter, from the result of that analysis found that there are 10 factors which have high impact level and uncertainty of degree, which influence the compilation process of scenario, can divide to four clusters.
The conclusion of this research is there are four scenarios in developing PT. Pelabuhan Indonesia II base on most sensible strategic management in the future. Pursuant to interpretation, hence the scenario ?PT. Pelabuhan Indonesia II Berjaya? is the scenario which is more reliable happened in the future.
So that the scenario planning of strategic management of PT. Pelabuhan Indonesia II in facing the of globalization which have been compiled in this research become better and more objective, it is suggested to be continued with additional research by socialization or consulted with other related parties outside the company.

"Meningkatnya biaya kesehatan membuat PT Pelindo II mengubah sistem jaminan pemeliharan kesehatan untuk karyawan, pensiunan dan keluarganya dari sistem _/Zee for service menjadi bentuk asuransi dengan premi tertentu. Untuk itu PT Pelindo II menunjuk Bapel JPKM RSPJ sebagai asuradumya. Setelah berjalan hampir tujuh tahun RS. Pelabuhan Jakarta mengalami dCfiSil yang cukup signifikan. Sejak tahun 2007 Bapel memberlakukan kapitasi untuk PPK I di RS. Pelabuhan Jakarta.
Penelitian ini bertujuan untuk mengetahui gambaran utilisasi pelayanan kesehalan dan mengevaluasi biaya obat berdasarkan karakteristik pasien di PPK I hanya dibatasi tentang analisis biaya pelayanan kesehatan berdasarkan karakteristikdi PPK I pada pasien JPKM tahun 2007. Metode penelitian yang digunakan aclalah metode survey operasional dengan pendekatan kuantitatif dimana populasi adalah pcscrta Bapel JPKM RSP] tahun 2007 dan sampel penelitian adalah peserta yan mcnggunakan PPK I tahun 2007.
Hasil penelitian menunjukkan utilisasi PPK I adalah 28,4%. Dari kapitasi tahun 2007 sebesar Rp. 2.2l7_999.700,- terjadi kerugian sebesar 17,8%. Faktor umur, domisili, dan kelas jabatan atau status pegawai memiliki hubungan bermakna terhadap tingginya biaya obat di PPK I, sehingga diperlukan penghematan biaya obat di rawatjalan. RSPJ sebagai penerima kapitasi sebaiknya melakukan review utilisasi terhadap penggunaan biaya kapitasi disemua PPK yang ada.

Pelabuhan Jakarta had a significant deficit, so in 2007 Bapel applied capitation for PPK I in RS. Pelabuhan Jakarta.
This research aim is to viewed the health services utilization and evaluate the medication cost in which only on analyzing health services cost by the characteristic of patients in PPK I especially JPKM patiens in 2007. Research conducted in operational survey methode with quantitative approach for which the population arc participants of Bapel JPKM RS. Pelabuhan Jakarta in 2007, and the sample of this research are PPK I users in 2007.
Result of this research shows utilization of PPK I is 28,4 percent, and Rp.2.2l7.999.700,- from the capitation in 2007 means 17,8 percent loss. The age factor, place of stay, and employee status has a significant correlation to the increasment of medication cost in PPK I, that is why the medication cost in out- patient unit has to be reduce. According to that. RS. Pelabuhan, as the capitation reception, needs to overview the utilization within users of capitation in all existing PPK in RS. Pelabuhan Jakana.

"ABSTRAK
As Pelindo IV said, being a maritime axis of the world is a great aspiration for Indonesia. In order to achieve this goal, Indonesia, in this term Pelindo IV PT. Pelabuhan Indonesia Persero IV , should have a good performance. Thus, research in measuring how well Pelindo utilizing their capabilities to market their products, innovate, and learning, with its impact toward the company performance is needed. This research uses Structural Equation Modeling SEM with the help of LISREL 8.51 software. The results shows that Pelindo IV marketing and innovation capabilities held a positive and significant relationship with their performance, but not with the learning capabilities. The further explanation, and suggestion based on the conducted research and in depth interview with Pelindo IV internal will be shown in this study.

ABSTRAK
Menjadi pusat maritim dunia merupakan cita-cita yang besar bagi Indonesia. Untuk mewujudkan cita-cita tersebut, Indonesia harus memiliki industri transportasi laut yang kuat dimana infrastruktur yang berupa pelabuhan harus memiliki kinerja yang baik. Perlu adanya penelitian untuk mengukur seberapa baik kinerja pelabuhan, khususnya PELINDO IV, dalam memanfaatkan kapabilitas pemasaran, kapabilitas inovasi, dan kapabilitas pembelajaran mereka dan pengaruhnya terhadap kinerja perusahaan. Penelitian ini menggunakan Structural Equation Modelling SEM dengan bantuan software LISREL 8.51. Penelitian ini menemukan bahwa kapabilitas pemasaran PT Pelindo IV memiliki hubungan yang positif dan signifikan terhadap kinerja usaha PT Pelindo IV. Selanjutnya, penelitian ini juga membuktikan bahwa terdapat pengaruh positif yang signifikan antara kapabilitas inovasi PT Pelindo IV terhadap kinerja usaha PT Pelindo IV. Terakhir, Penelitian ini menemukan bahwa kapabilitas pembelajaran PT Pelindo IV tidak memiliki pengaruh yang signifikan terhadap kinerja perusahaan PT Pelindo IV. Penjelasan lebih jauh, dan saran-saran dari studi penelitian dan wawancara langsung dengan personil Pelindo IV akan ditampilkan dalam skripsi ini.

"PT (Persero) Pelindo II merupakan salah satu Badan Usaha Milik Negara yang memiliki bidang usaha jasa kepelabuhanan yang terdiri dari layanan jasa pemanduan, jasa barang, jasa penyewaan alat, jasa terminal (umum dan peti kemas), penyewaan poperti (tanah, bangunan, air, dan listrik), pelayanan pelabuhan khusus, serta pelayanan rupa-rupa. Perusahaan ini mengelola dan mengoperasikan 12 pelabuhan di 10 propinsi di Indonesia yang salah satunya adalah pelabuhan Tanjung Priok.
Dalam era otonomi daerah dan perdagangan bebas AFTA, dimana sering terjadi perubahan di lingkungan makro dan adanya permintaan pemerintah daerah untuk mengelola pelabuhan di daerahnya disertai persaingan di dunia internasional terhadap pelayanan jasa kepelabuhanan yang Iebih baik, maka PT (Persero) Pelindo II dituntut unluk membenahi fasilitas infrastruktur dan regulasi pengelolaan Pelabuhan Tanjung Priok guna meningkatkan daya saing nasional dan internasional terutama dengan kompetitor-kompetitor di negara Iain.
Untuk mengetahui persiapan dari PT (Persero) Pelindo Il dalam mengantisipasi setiap perubahan dari Iingkungan ekstemal dengan sumber daya internal yang dimiliki, maka diperlukan analisis strategi bisnis perusahaan. Metode penelitian yang dilakukan adalah metode penelitian kualitatif deskriptif dimana penelitian dilakukan dengan cara mengumpulkan data-data serta laporan yang berhubungan dengan penelitian disertai dengan melakukan wawancara dan memberikan kuisioner kepada responden yang mengetahui bisnis pengelolaan fasilitas pelabuhan Tanjung Priok, diantaranya 4 orang manajer PT. (Persero) Pelindo II, 4 orang staf PT.(Persero) Pelindo II, 1 orang pengurus INSA, serta 1 orang dari Bagian Perencanaan Ditjen Perhubungan Laut.
Penelitian ini berdasarkan analisis faktor-faktor kondisi eksternal dan internal perusahaan dengan meneliti peringkat, bobot, maupun tingkat kepentingan dari setiap fungsi-fungsi yang yang dimiliki. Hasil yang diperoleh digunakan untuk mengetahui posisi bisnis PT (Persero) Pelindo ll dalam mengelola fasilitas pelabuhan Tanjung Priok dengan menggunakan matriks EFE dan IFE, serta matrik General Electric. Posisi bisnis perusahaan yang dilunjukkan pada kedua matrik tersebut berada pada posisi di pertumbuhan (growth). Dengan mengevaluasi posisi bisnis, kekuatan, kelemahan, peluang, dan ancaman maka srrategi bisnis altemative yang cocok untuk ditawarkan di masa akan datang adalah strategi pengembangan produk, kemudian untuk mendukung dan menunjang strategi bisnis altenatif tersebut maka ditawarkan juga strategi fungsional dimana strategi ini untuk memperkuat setiap fungsi-fungsi yang ada pada faktor internal perusahaan.

PT. (Persero) Pelindo II is one of the state-owned company which is belong to the Country that provides and manage services which is divided into towage service, port infrastructure facilities, rental for equipment services, terminal services (public and container) rentals for properties (land, buildings, waters, and electricity ), the special port services, also other services. This company manages and operates 12 ports in 10 provinces in Indonesia and one of them is Port of Tanjung Priok.
In the era of autonomy and AFTA free trade, where there is an often change at macro environment and there is a demand from the govemment of provinces to manage the port inside their area also a competition in the intemational world to make a better services of the port, so PT. Pelindo II is being demanded for making a better infrastructure facility also the regulation of Tanjung Priok port?s management for developing the national and international competition especially with other competitors in other countries.
To know about the preparation of PT. Pelindo II for anticipating every changes of the external environment with the internal sources that they had, so it needs an analyze of the company business strategy. The method ofthe research was the method of research of qualitative descriptive where the research has been done by collecting the data?s also reports that has a connection with the research along with all the interviews and gave the questioners to all respondents who knows about the business that manage the facility of Tanjung Priok port, the few of them were 4 Managers of PT. (Persero) Pelindo ll, 4 staffs of PT. (Persero) Pelindo ll, I person who is running INSA , and 1 person who is working in each internal company?s factors from The Department of Sea Transportation.
This research is based on analyzed the company?s internal and external factors through researching the stage, weight, also the importance level of each function that they had. The result that has been taken was being used for knowing about a business position of PT. Pelindo ll in managing all facilities of Tanjung Priok Port, it was using matrix EPE and IFE, also matrix General Electric. The company?s business position that has been showed to both matrixes was growth. By evaluating-business position, strength, weakness, opportunities, also threats, so, there by the strategy of business alternative which is the most appropriate to offer in the future is the strategy of product development, which is able to support and back up that strategy of business alternative so there was also an offer for functional strategy where this strategy is for making each functions that are inside company?s internal factors more stronger.

"Indonesia merupakan negara kepulauan yang mempunyai wilayah laut terluas dan memiliki garis pantai terpanjang kedua di dunia. Hal ini membuat transportasi laut menjadi kendaraan utama, termasuk dalam kegiatan logistik di Indonesia. Namun, pada kenyataannya transportasi laut masih belum efektif digunakan di Indonesia karena adanya ketidakseimbangan muatan antara wilayah bagian barat dan timur Indonesia serta belum meratanya infrastruktur pada kedua wilayah ini yang menyebabkan terjadinya biaya logistik yang tinggi dan disparitas harga pada kedua wilayah tersebut. Dalam hal ini, perusahaan penyedia kapal harus menentukkan rute pelayaran yang optimal sehingga dapat menghasilkan keuntungan yang maksimal.
Penelitian ini bertujuan untuk mendapatkan model pengambilan keputusan pada tiga tingkat waktu horizon yang berbeda (tingkat strategis, perencanaan taktis, dan operasional) dengan menentukkan rute tol laut yang optimal, jenis kapal, dan alokasi kontainer yang dapat memberikan keuntungan maksimal bagi perusahaan penyedia kapal dengan menggunakan Mixed Integer Programming.

Indonesia is an archipelago that has the largest sea area and has the second longest coastline in the world. This makes sea transportation the main vehicle, including in logistics activities in Indonesia. However, in real, sea transportation is still not effectively used in Indonesia due to load imbalances between the Western and Eastern regions of Indonesia as well as the uneven infrastructure in these two regions which causes high logistical costs and price disparities in the two regions. In this case, the ship supply company must determine the optimal shipping route so that it can produce maximum profits.
This study aims to obtain a decision-making model at three different time horizon levels (strategic level, tactical planning, and operational) by determining the optimal sea highway route, type of ship, and cargo allocation that can provide maximum benefit for the ship provider company using Mixed Integer Programming.

Majelis Komisi KPPU menyatakan praktik monopoli terbukti berdasarkan kebijakan penataan pelabuhan yang dibuat oleh PT Pelindo III (Persero) selaku operator terminal pelabuhan L. Say Maumere yang mewajibkan penumpukan 100% petikemas di Container Yard sehingga mendapat keberatan dari beberapa perusahan pelayaran selaku pengguna jasa. Penelitian ini membuktikan bahwa PT Pelindo III (Persero) tidak terbukti melakukan praktik monopoli dan/atau persaingan usaha tidak sehat. This thesis analyzes the monopolistic practice by PT Pelindo III (Persero) in loading and unloading container services at L. Say Maumere Port. The KPPU RI commission assembly stated that the monopolistic practice has proved based on the port restructuring policy issued by PT Pelindo III (Persero) as the operator of L. Say Maumere port terminal that required 100% stacking of containers in Container Yard. The policy received objections from several shipping companies as service users. This research concludes that PT Pelindo III (Persero) has not proven of monopolistic action and/or unfair business competition. In addition, this research provides advice related to port management to the government, especially the Ministry of Transportation of the Republic of Indonesia, Port KSOP, Supervision of Business Competition of the Republic of Indonesia, and Business Actors."

"Skripsi ini membahas mengenai landside operation dan membahas penerapan strategi Truck Appointment System TAS melalui pendekatan simulasi discrete event pada terminal 3 ocean going di PT Pelabuhan Tanjung Priok. Penelitian ini bertujuan untuk menganalisis sistem perencanaan operasi di terminal 3 ocean going dan mengidentifikasi permasalahan yang ada di terminal. Selanjutnya menganalisis proses landside operation serta memberikan solusi skenario alternatif untuk permasalahan kemacetan yang ada. Parameter yang digunakan adalah rata-rata waktu total truk di sistem dan rata-rata jumlah antrian truk di sistem. Pada penelitian ini solusi yang ditawarkan adalah Truck Appointment System TAS dan segmentasi jalur. Solusi Truck Appointment System TAS dengan tingkat penggunaan 100 dapat memberikan manfaat yang terbesar dengan menurunkan rata-rata waktu total sebesar 76 dan menurunkan rata-rata waktu total pada hari sibuk sebesar 88 151,5 menit menjadi 38,4 menit per truk. Penerapan Truck Appointment System TAS juga akan menurunkan panjang antrian truk sebesar 97 dari 162 truk menjadi 5 truk.

This study discusses the landside operation and discusses the application of Truck Appointment System TAS and lane segmentation strategy through discrete event simulation in terminal 3 ocean going PT Pelabuhan Tanjung Priok. This study aims to analyze operation planning system in terminal 3 ocean going and identify problems exist in the terminal. This study also aims to analyze landside operation process and offer altenative scenario to solve congestion problem in the terminal. Alternative scenarios provided are combination of Truck Appointment System TAS and lane segmentation strategy. Truck Appointment Strategy TAS with 100 utilization are proved to reduce average total time in system by 76 and reduce average total time in peak days by 88, 151,5 minutes to 38,4 minutes per truck. Truck Appointment System TAS are also proved to reduce queue length by 97, 162 trucks to 5 trucks."
