"Participation in the public sector is an important element of disabled people’s political rights. This paper explores the composition and practices of governmental disability-related advisory committees in Taiwan’s central and local governments. We used documentary analysis, focus groups, and in-depth interviews in our research, finding that the percentage of disabled people in governmental disabilityrelated advisory committees is very low; usually there are only one or two disabled committee members, in most instances with physical disabilities. Furthermore, there are no transparent criteria for the selection of disabled committee members. Accessibility and support are also rarely taken into account in these committees. In Taipei’s new direct election system, the Taipei city government has increased the number of disabled committee members and broadened coverage of different types of disabilities. However, many disabled persons still question the practices of direct election. Finally, this paper suggests that to further promote the civic participation of disabled persons in public policy, the government should increase the number of disabled people in governmental disability-related advisory committees, ensure a democratic selection mechanism, empower disabled people’s organizations, and provide accessibility and support for the participation of disabled people in public policies. A democratic, diverse, and accessible governmental committee will further support and protect the rights of persons with disabilities."

"ABSTRAKTesis ini membahas mengenai adanya ketentuan dalam Pasal 19 ayat (1) Undang-Undang Nomor 30 Tahun 2004 tentang Jabatan Notaris dan Pasal 4 butir 1 Kode Etik Notaris yang mengatur tentang kantor Notaris dimana dalam dua ketentuan tersebut dinyatakan bahwa Notaris hanya boleh memiliki 1 (satu) kantor dan tidak boleh membuat atau membuka kantor cabang atau kantor perwakilan. Terkait dengan aturan tersebut tidak ditemukan sanksi yang secara tegas dapat dikenakan pada Notaris yang melanggar ketentuan tersebut, sehingga dapat dikatakan ada celah bagi seorang Notaris untuk melakukan pelanggaran dengan memiliki lebih dari 1 (satu) kantor. Hal ini terbukti dengan adanya contoh yang terjadi di Kabupaten Bandung, Jawa Barat, dimana terdapat seorang Notaris yang memiliki 2 (dua) kantor yang keduanya aktif dan pada kedua kantor Notaris tersebut terpasang papan nama Notaris yang bersangkutan. Berdasarkan contoh tersebut, maka ada baiknya jika aturan mengenai sanksi terkait kantor Notaris tersebut lebih di perjelas dan dipertegas sehingga dapat mencegah terjadinya pelanggaran yang sama di masa yang akan datang karena hal ini sangat berkaitan dengan kepentingan masyarakat serta demi terwujudnya persaingan yang sehat di antara para Notaris.

ABSTRACTThis thesis discusses about the existence of the provision in article 19 paragraph (1) of Law No. 30 of 2004 about The Notary Title and article 4 point 1 Notary Code Of Conduct which regulate about notary office which in these two provision stated that a notary may only have one (1) Office and should not be setting or opening a branch office or representative office. Related to these rules which not found any sanctions that unequivocally may be imposed to the notary public who violate these provisions, so it can be said that there is a loophole for a Notary to conduct violations by having more than one (1) Office. It was proven by the presence of an example of that occurred in Bandung county, west java which there is a notary who have 2 (two) office which both of them were active and on those two office were attached signboard of the concerned notary. Based on these examples, then it's better if there’s a rules regulated about the sanctions relating to the notary office can be more clearer and emphasized so it can prevent the occurrence of similar violations in the future because it is related to the interests of the community as well as for the sake of a healthy competition among the Notary."
