"Badan Layanan Umum (BLU) merupakan unit satuan kerja Pemerintah yang dibentuk untuk meningkatkan pelayanan publik kepada masyarakat dengan tidak mengutamakan pencarian keuntungan dalam operasinya. Guna menunjang kegiatan operasinya, satuan kerja berbentuk BLU diberikan fleksibilitas oleh Pemerintah, salah satunya adalah kebebasan untuk mengatur sendiri ketentuan terkait pengadaan barang/jasa dengan tetap mempertimbangkan prinsip efisiensi dan efektifitas serta berpedoman pada praktik bisnis yang wajar. Pada praktiknya, sebanyak 65% dari total seluruh satuan kerja BLU di Indonesia belum memiliki peraturan Pemimpin BLU tentang pengadaan barang/jasa di lingkup satuan kerjanya (LKPP,2024). Kondisi ini tercipta sebagai akibat dari kurangnya pemahaman dan atensi dari para Pemimpin BLU terhadap urgensi pengadaan barang/jasa dan bagaimana merancang strategi pemenuhannya. Teori Supply Positioning Model yang dicetuskan oleh Peter Kraljic (1983), dapat membantu para Pemimpin BLU untuk dapat mengkategorikan kebutuhan item barang/jasa organisasi kedalam sebuah matriks yang dinilai berdasarkan dua dimensi yakni resiko suplai dan dampak profit. Penelitian ini dilakukan untuk mengkaji bagaimana langkah praktis menerapkan teori dimaksud dan apakah teori ini yang jamak dipraktikkan pada sektor privat dapat diadopsi pada organisasi sektor publik dengan mengambil locus penelitian pada BLU LMAN. Hasilnya, terdapat sepuluh kelompok item kebutuhan barang/jasa pada BLU LMAN yang berhasil dikategorikan ke dalam empat kuadran matriks, dan selanjutnya disusun strategi pengadaan sesuai kategori pada kuadran matriks tersebut.

The Public Service Agency (BLU) is a government work unit formed to improve public services to the community without prioritizing profit-making in its operations. To support its operational activities, BLU-shaped work units are given flexibility by the Government, one of which is the freedom to regulate their provisions related to the procurement of goods/services while still considering the principles of efficiency and effectiveness and being guided by reasonable business practices. In practice, as many as 65% of the total BLU work units in Indonesia do not yet have BLU regulations regarding procuring goods/services within the scope of their work units (LKPP, 2024). This condition was created due to a lack of understanding and low attention from BLU leaders regarding the urgency of procuring goods/services and how to design a fulfillment strategy. Supply Positioning Model theory which was coined by Peter Kraljic (1983), can help BLU leaders to categorize the need for organizational goods/services items into a matrix that is assessed based on two dimensions of supply risk and profit impact. This research was conducted to examine practical steps to apply the theory in question and whether this theory, which is commonly practiced in the private sector, can be adopted in public sector organizations by taking research place at BLU LMAN. As a result, there were ten groups of items needed for goods/services at BLU LMAN which were successfully categorized into four matrix quadrants, and then procurement strategies were prepared according to the categories in these matrix quadrants."

"Goods and Services Tax (GST) was implemented in India in July 2017, after four decades of protracted deliberations amid critical socio-economic and political challenges. GST is a comprehensive multistage value added tax (VAT) on goods and services where both central and state governments share the same tax base. Finding a suitable design for GST that encompasses taxes from both the centre and the state tax brackets makes the Indian GST unique among GST implemented in other federal countries. This book is a study of the evolution of GST in India since the Report of the Indirect Taxation Enquiry Committee of 1977. It studies the following issues on GST: a) inclusion and exclusion of taxes, b) finding a suitable mechanism to handle inter-state transactions, c) finding revenue neutrality of the tax reform, d) providing compensation to states for any possible loss of revenue due to its adoption, and e) possible scope for coordination in GST administration."
