"Penelitian kualitatif ini mendeskripsikan mengenai konstruksi pemberitaan kejahatan narkotika di Indonesia oleh media cetak KOMPAS selama Oktober 2009 hingga Juni 2010. Penelitian ini mengungkapkan bahwa media construction of crime yang dibangun cenderung mendukung upaya penanggulangan dan pemberantasan kejahatan narkotika yang dilakukan oleh Negara. Negara melalui pihak berwenang (BNN, POLRI, Bea dan Cukai) dikonstruksikan amat serius terkait upaya penanggulangan dan pemberantasan narkotika. Adapun moral panic turut digunakan dalam mengkonstruksikan bahwa kejahatan narkotika pada kondisi mengkhawatirkan dan menjadi ancaman serius bagi masyarakat berdasarkan pandangan pihak berwenang. Oleh sebab itu, konstruksi yang dibangun dominan berdasarkan nilai berita kejahatan threshold, simplification, predictability dan risk.

This qualitative studies describing about media construction of narcotic crime news in Indonesia by KOMPAS newspaper during Oktober 2009 till June 2010. This studies shown that developing of media construction of crime tend to support the government program and policies against narcotic crime. The government as an authority institution (BNN, POLRI, Bea dan Cukai), has constructed to be very serious against narcotic crime. In this studies, the news report also use moral panic to construct that narcotic crime had been very serious threat for public and dangerous situation based on the authority perception. Because of that, the construction has been developt based on dominant crime news values, such as threshold, simpilification, predictability, and risk."

"Pembahasan dalam tesis ini adalah bahwa aksi cyberterorism yang dilakukan oleh suatu kelompok orang dengan memanfaatkan dunia maya merupakan salah satu bentuk teror erhadap masyarakat atau pemerintah sehingga dilakukan upaya penegakan hukumnya. Penelitian yang digunakan adalah penelitian kualitatif eksploratif dengan teknik pengumpulan data dilakukan melalui pengamatan partisipasi, wawancara mendalam dan analisis/telaah dokumen.Hasil penelitian menunjukan:1) Penyebab penyebaran masuknya kelompok ISIS di Indonesia tidak terlepas dari jumlah penduduk muslim di Indonesia yang terbagi ke dalam beberapa aliran/faham, sehingga menyebabkan masyarakat Indonesia mudah disusupi oleh faham beraliran radikal;2) Bentuk cyberterorism yang dilakukan oleh M. Fachry adalah propaganda melalui media internet dengan menggunakan website www.almustaqbal. net, yakni penyebaran ajaran ISIS dan tindak pidana Penyebaran video yang ditujukan untuk menimbulkan rasa kebencian atau permusuhan individu dan/atau kelompok masyarakat tertentu berdasarkan SARA dan atau tindak pidana Perlindungan Anak;3) Hasil penegakan hukum terhadap pelaku cyberterorism M. Fachry, diperoleh fakta bahwa M. Fahcry telah melanggar Pasal 15 jo pasal 7, Perpu No. 1 Tahun 2002 tentang Pemberantasan Tindak Pidana Terorisme yang ditetapkan menjadi UU No. 15 Tahun 2003 tentang Pemberantasan Tindak Pidana Terorisme dan Pasal 28 ayat (2) jo Pasal 45 ayat (2) UU No. 11 tahun 2008 tentang Informasi dan Transaksi Elektronik;4) Upaya penanggulangan terhadap aksi Cyberterorism, khususnya yang berkaitan dengan aksi teroris kelompok ISIS, dapat dilakukan dengan berbagai upaya: Pemerintah berikut dengan peraturan perundangan dan aparaturnya, Korporasi atau industri jasa internet, Peranan orang tua, pemuda dan sekolah, Kerjasama polisi dengan masyarakat, Peralatan Penangkal Cyberterorism, Peran aktif masyarakat, dan upaya deradikalisasi.Implikasi dari kajian tesis ini adalah: (a) Pemerintah dan negara perlu melakukan upaya penyadaran publik terhadap pengaruh negatif ISIS; (b) Diperlukan peran aktif dari Keminfo untuk aktif melakukan pemblokiran terhadap website yang diduga sebagai penyebar faham radikalisme; (c) Perlu segera melakukan revisi terhadap undang-undang No. 15 Tahun 2003; (d) Perlu peningkatan kemampuan para penyidik Polri dalam bidang teknologi informasi; dan (e) Perlu dimasukan kewenangan Polri untuk melakukan penyadapan dalam UU No. 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik.

This thesis discussed about cyberterorism action carried out by a group of people to take advantage of the virtual world is one form of terror erhadap community or the government so that law enforcement efforts. The research is exploratory qualitative research with data collection with through participation observation, in-depth interviews and analysis/review documents.

The results showed:

1) the inclusion of the group causes the spread of ISIS in Indonesia can not be separated from the Muslim population in Indonesia is divided into multiple streams, causing the Indonesian people to understand easily infiltrated by the radical concepts;

2) Cyberterorism conducted by M. Fachry propaganda via the Internet by using the website www.al-mustaqbal.net, the spread of crime and ISIS spread video intended to engender hatred or hostility of individuals and/or groups of people based on racial or crime and child protection;

3) Results of law enforcement against offenders cyberterorism M. Fachry, obtained by the fact that M. Fahcry had violated Article 15 in conjunction with Article 7, Government Regulation No. 1 Year 2002 on Combating Terrorism established by the Act No. 15 of 2003 on the Eradication of Terrorism and Article 28 paragraph (2) in conjunction with Article 45, paragraph (2) of Law No. 11 of 2008 on Information and Electronic Transactions;

4) Anticipation of action Cyberterorism, especially with regard to the terrorist act ISIS group, can be done with a variety of efforts: the Government with the following rules and regulations and its institutions, corporations or internet services industry, role of parents, schools and youth, cooperation with the police community, Fighting Equipment Cyberterorism, active role of the community, and the de-radicalization efforts.

Implication this thesis discussion contains: (a) the Government and the country needs to make efforts to raise public awareness on the negative effects of ISIS; (b) It takes an active role of Keminfo for active blocking of websites suspected of spreading radicalism; (c) should be immediately revised law No. 15 Year 2003; (d) Need to increase the ability of police investigators in the field of information technology; and (e) should be inserted to the authority of the police to conduct wiretaps in Law 11 Year 2008 on Information and Electronic Transactions."
