ABSTRAK
Food security has been an issue of endless discussions given its sensitive nature of being associated with the wellbeing of individuals. Pursuant to Article 33 of the Indonesian Constitution, the Indonesian Government, in principle, have the legal capacity to utilize to the greatest extent the nations natural resources for the sake of the welfare of Indonesian citizens through regulating and issuing relevant policies. As regards food security, Indonesian policies, in general, have been more focused on programs that aim to promote self-sufficiency in food production in order to achieve food security, as stated in Law No. 18 of 2012 regarding Food. The Law provides that importing food products can only be conducted if production by local producers is insufficient for the consumption needs of Indonesian citizens. Thus, this article will discuss further the national and international implications as a result of the governments continuous perception that food security problems can be resolved with self-sufficiency in food production. The question is whether this policy has managed to reach its intended goal, namely ensuring Indonesian citizens the availability and access to nutritious food? Finally, this article will offer two solutions that are deemed to be more effective and efficient than the notion of food self-sufficiency in achieving the food security policy objective."

"Peran strategis Ketahanan pangan dalam pembangunan negara menunjukkan terdapat perbedaan hasil empiris dari riset terdahulu Hal ini berimplikasi terhadap belum jelasnya posisi ketahanan pangan dalam pembangunan dan ekonomi suatu negara. Penelitian ini bertujuan untuk menganalisis model terbaik yang menjelaskan pengaruh ketahanan pangan terhadap pertumbuhan ekonomi dan kemiskinan dan sebaliknya sehingga diketahui posisi ketahanan pangan dalam pembangunan dan ekonomi. Penelitian ini menggunakan metode analisis jalur dan regresi data panel terhadap 83 negara dari tahun 2012 s.d 2019. Penelitian dilakukan terhadap tiga model yang menjelaskan posisi ketahanan pangan yaitu: sebagai variabel independen, intervening dan dependen. Hasil penelitian menunjukkan bahwa posisi terbaik ketahanan pangan dalam pembangunan dan ekonomi adalah sebagai variabel intervening. Model ini menunjukkan bahwa secara langsung dan tidak langsung kemiskinan dan pertumbuhan populasi penduduk berpengaruh signifikan terhadap pertumbuhan ekonomi. Ketahanan pangan yang diperkuat dengan status sebagai negara maju memiliki pengaruh signifikan secara langsung terhadap pertumbuhan ekonomi. Strategi kebijakan untuk mencapai pembangunan dan ekonomi adalah menurunkan tingkat kemiskinan, menurunkan pertumbuhan populasi penduduk dan meningkatkan ketahanan pangan. Langkah strategis dalam mencapai ketahanan pangan nasional untuk mendukung pembangunan adalah meningkatkan ketersediaan, keterjangkauan, kualitas dan keamanan pangan serta menjaga ketahanan sumber daya secara berkelanjutan.

The strategic role of food security in the country's development shows that there are differences in the results of empirical research by previous studies. This has implications for the unclear position of food security in the country's development and economy. This study aims to analyze the best model that explains the effect of food security on economic growth and poverty and vice versa so that the position of food security is known in development and the economy. This study uses path analysis and panel data regression methods for 83 countries from 2012 to 2019. The study was conducted on three models that explain the position of food security, namely: as an independent variable, intervening, and dependent. The results showed that the best position of food security in development and the economy was as an intervening. This model shows that directly and indirectly poverty and population growth have a significant effect on economic growth. Food security which is strengthened by its status as a developed country has a direct significant influence on economic growth. The policy strategy to achieve development and the economy is to reduce poverty, reduce population growth and increase food security. Strategic steps in achieving national food security to support development are to increase the availability, affordability, quality and safety of food and to maintain resource security in a sustainable manner."

"This book provides a contemporary overview of the social-ecological and economic vulnerabilities that produce food and nutrition insecurity in various small island contexts, including both high islands and atolls, from the Pacific to the Caribbean. It examines the historical and contemporary circumstances that have accompanied the shift from subsistence production to the consumption of imported, processed foods and drinks, and the impact of this transition on nutrition and the rise of non-communicable diseases. "Abtract – In order to maintain food security, it is wiser if the food priority is not limited to rice, but also encourages product diversity of local food-based such as maize, cassava, sweet potato, breadfruit, taro, and banana. The problems of utilizing banana potential in Bogor District are low production due to land use change, plant function change, some farmers have perception of bananas as a second class plant, Fusarium wilt disease, limited use of bananas as fresh fruit and small industrial processed products (such as chips, sale, molen), and production has not been able to fulfill market demand and consequently, export market opportunities have not been utilized. This study describes the extent to which large potential of banana can be used optimally by using defense economics, demand-supply, and food security theory. Primary data sources were obtained from interviews with informant from Local Government, farmers and banana traders in Bogor District, Ministry of Agriculture, Ministry of Trade. Secondary data sources include both from Ministry, Distanhorti, Disdagin, BPS, journals, and electronic media. Validation data by triangulation and data analysis of Miles-Huberman. The results show that bananas have great potential to be developed in Bogor District but its utilization is not optimal. This is due to several factors including application of inappropriate cultivation techniques with SOP, limited large-scale land, land conversion, without large company partnerships. Therefore, it is necessary to build partnerships with large private companies, synergies and coordination between stakeholders in order to increase bananas potential as trade commodity, hence can fulfill market demand. In the end it will improve economic security as one of the main focuses of the defense economy."
