"ABSTRAKTujuan penelitian ini adalah untuk menggambarkan akuntabilitas pembangunan desa di Desa Jangkar Asam Tahun Anggaran 2015 dan 2016. Dengan mengetahui hal ini memungkinkan Pemerintah Desa Jangkar Asam dan pemangku kepentingan untuk menyadari pentingnya akuntabilitas sebagai nilai dalam proses perubahan sosial. Penelitian ini merupakan penafsiran deskriptif kualitatif. Pengumpulan data dilakukan dengan wawancara mendalam. Peneliti menyarankan agar semua pihak membangunkomitmen bersama dalam bentuk perjanjian tertulis untuk mengidentifikasikan sasaranprogram, merumuskan dan melaksanakan tindakan dalam mencapai sasaran program danmengevaluasi sasaran program. Mereka juga perlu meningkatkan kompetensi mereka melalui kegiatan pendidikan dan pelatihan, bimbingan teknis maupun lokakarya.Terakhir, Pemerintah Kabupaten Belitung Timur dapat melakukan konsultasi dengan Badan Pengawasan Keuangan dan Pembangunan Republik Indonesia mengenai pendekatan lainnya yang dapat diadopsi untuk meningkatkan akuntabilitas pembangunan desa di Desa Jangkar Asam.

ABSTRACTThe purpose of this study is to describe the village development accountability in Jangkar Asam Village in fiscal year 2015 and 2016. Knowing this, will allow the Jangkar Asam Village Government and stakeholders realizing the importance of accountability as a value in social changes process. This research is qualitative descriptive interpretive. The data were collected by means of deep interview. The researcher suggests all parties make the joint commitment in the form of written agreements for identifying the program objectives, formulating and implementing the actions to accomplish the program objectives and evaluating the program objectives. They also need to improve their competences by educational and training activities, technical guidances and workshops. The last suggestions, The Belitung Timur Local Government may have the consultation with Indonesian Development and Finance Supervisory Board on other approach that can be adopted to improve village development accountability in Jangkar Asam Village."

ABSTRACTThis study aims to provide empirical evidence about the opinion role of mediation in the influence of fiscal decentralization and audit findings on the performance of local government in Indonesia. This is a quantitative research and analysis with SEM LISREL version 8.8. This research was conducted using secondary data and involving 720 District and the City Government in Indonesia in 2011 and 2012. ABSTRAKPenelitian ini bertujuan untuk melihat faktor determinan akuntabilitaspemerintah daerah dengan menggunakan teori pilihan publik. Faktor determinanakuntabilitas pemerintah daerah terdiri dari tiga faktor utama yang mewakili pihakyang terlibat dalam penciptaan akuntabilitas pemerintah daerah yaitu masyarakat,pejabat publik, dan birokrat. Ketiga faktor tersebut diwakili oleh tingkatpendapatan,tingkat pendidikan dan tingkat pembangunan manusia serta faktor-faktorpolitik, dan faktor pengendalian internal dalam menciptakan dan mengawasiakuntabilitas pemerintah daerah. "Otonomi Desa memberikan kesempatan bagi desa untuk mewujudkan pembangunan perdesaan yang lebih maju dan sejahtera. Pembangunan desa menurut beberapa literatur memerlukan pendanaan yang memadai. Di Indonesia, Dana Desa menjadi salah satu pendanaan utama bagi desa sejak tahun 2015. Selain pengaruh besaran Dana Desa, penelitian ini melakukan evaluasi penting pada peranan pimpinan desa dalam optimalisasi pengelolaan Dana Desa. Penelitian ini bertujuan untuk menganalisis secara empiris pengaruh dukungan pendidikan kepala desa dalam pengelolaan Dana Desa terhadap perkembangan status desa di Indonesia. Dengan penggunaan metode regresi linear berganda yang bersifat cross section pada data antara tahun 2018 dan 2020, penelitian ini memberikan kesimpulan bahwa pengelolaan Dana Desa akan lebih efektif mempengaruhi perkembangan pembangunan desa jika desa mempunyai kepala desa berpendidikan di atas SMA.

Village Autonomy provides opportunities for villages to realize more advanced and prosperous rural development. According to some literature, village development needs sufficient funds. In Indonesia, Village Fund has become one of the essential funds for villages since 2015. Besides the effect of Village Fund amount, this study evaluates the role of village leaders in optimizing Village Fund management. This study aims to analyze the effect of village head education support in managing the Village Fund on the development of village status in Indonesia empirically. By using the multiple linear regression method that is cross-sectional in the data between 2018 and 2020, this study concludes that the management of the Village Fund will be more effective in influencing the growth of village development if the village has a village head with an education above high school."

"Tesis ini menganalisis tentang Implementasi Kebijakan Penggunaan Dana Desa Tahun 2015 s.d. 2016 di desa Susukan, desa Babakan Madang dan desa Putat Nutug, Kabupaten Bogor dan factor-faktor yang berpengaruh terhadap Implementasi Kebijakan Penggunaan Dana Desa tersebut. Penelitian ini menggunakan metode kualitatif yang menghasilkan data deskriptif yang diperoleh melalui studi dokumentasi, observasi dan wawancara mendalam dengan para informan. Hasil penelitian menunjukkan beberapa hal penting diantaranya, masih rendahnya tingkat partisipasi dan swadaya masyarakat serta keterbatasan SDM pelaksana menjadi factor utama yang menghambat implementasi kebijakan penggunaan dana desa di desa Susukan. Selain itu kurangnya eksistensi lembaga pemberdayaan dan kurangnya dukungan dari pemerintah desa maupun supradesa dalam hal regulasi, pelatihan maupun pemberdayaan juga menjadi factor yang membuat kebijakan dana desa menjadi kurang efektif di desa Babakan Madang maupun desa Putat Nutug. Factor-faktor yang berpengaruh terhadap Implementasi Kebijakan Penggunaan Dana Desa Tahun 2015 s.d. 2016 di desa Susukan, desa Babakan Madang dan desa Putat Nutug, Kabupaten Bogor yaitu ukuran dasar dan tujuan kebijakan, sumberdaya, karakteristik agen pelaksana serta lingkungan sosial masyarakat.

The focus of this research is to analysis the Policy Implementation of Using The Village Fund in 2016 2017 at Susukan village, Babakan Madang village and Putat Nutug village, Bogor Regency and factors that affecting the Policy Implementation of Using The Village. This research uses qualitative method that generates descriptive data collected from literature review, observation and depth interview with informants. The result shows that a number of important thing, such as lack of participation of society, limitedness of human resources as implementer of the policy become the main thing that obstruct the Policy Implementation of Using The Village Fund in 2016 2017 at Susukan village. In other side, less of existence of empowerment organization at the village and also less of support from village government and the higher level of village government in term of regulation, coaching and empowering is also become the factor that make the policy of village fund is less effective. The factors that affecting the implementation of policy are standard and goals of policy, resources, characteristics of implementer and society environment."

Tujuan dari penelitian ini ialah untuk mengetahui di antara faktor latar belakang budaya, pengalaman masa lalu, nilai-nilai yang dianut, dan pendapat-pendapat yang berkembang yang berhubungan dengan hasil dan implementasi Musrenbangdes tahun 2016 di dua desa yang berbeda dengan konteks hadir dan tidaknya elite capture. Penelitian ini menggunakan teori implementasi kebijakan dari Grindle, konsep latar belakang budaya, pengalaman masa lalu, nilai-nilai yang dianut, pendapat-pendapat yang berkembang, persepsi, dan konsep hasil Musrenbangdes. Penelitian ini menggunakan pendekatan kuantitatif, metode perbandingan dan menggunakan analisis korelasi Pearson dan regresi linear sederhana. Hasil dari temuan ini memperlihatkan bahwa di Desa Sempor Lor faktor latar belakang budaya yang memiliki hubungan dengan hasil dan implementasi Musrenbangdes 2016. Sementara itu, di Desa Cilapar faktor pengalaman masa lalu yang memiliki hubungan dengan hasil dan implementasi Musrenbangdes tahun 2016.

ABSTRACTThis study discusses the context of elite capture and perceptions of community representatives on the results of the 2016 Village Planning and Development Musrenbangdes in comparative study between two villages Sempor Lor village and Cilapar village in Purbalingga Regency, Central Java. The purpose of this study is to learnt between cultural background, past experience, shared values, and emerging opinions, related and influence to the results and implementation of Musrenbangdes in 2016 between two diffeferent villages in the context of presence and absence of elite capture. This paper uses Grindle rsquo s policy implementation theory, cultural background concept, past experience, shared values, developing opinions, perceptions and concept of Musrenbangdes rsquo s result. In addition, the researcher wanted to find out among the four independent variables cultural background, past experience, shared values, and developing opinions, which variables similarly affect the perceptions of community representatives in Sempor Lor Village and Desa Cilapar. This research uses Grindle 39 s policy implementation theory with cultural background concept, past experience, shared values, developing opinions, perceptions, and results concept of Musrenbangdes. This research used a quantitative approach, comparasion method and also Pearson correlation analysis and simple linear regression. The result of key finding pointed out in Sempor Lor Village the cultural background factor is related to the result and implementation of Musrenbangdes 2016. In other hand, in Cilapar Village, past experience factor has a relationship with the result and implementation of Musrenbangdes 2016. "

"Desa memiliki wewenang untuk bertanggung jawab dalam membina kekuasaannya secara mandiri yang dilakukan oleh Pemerintah Desa dan BPD, hal ini didasari oleh Undang-undang Nomor 6 Tahun 2014 tentang Desa. Dalam menjalankan pemerintahan, pembangunan dan pemberdayaan desa disertai dengan anggaran yang diberikan oleh Pemerintah Pusat. Namun dalam praktiknya masih banyak terjadi penyelewengan anggaran, salah satu jenis anggaran yang menjadi fokus penelitian adalah dana desa. Berdasarkan teori elite capture oleh Diya Dutta yaitu dalam proses desentralisasi atas kuasa yang dimiliki seorang elit politik dapat melakukan penyelewengan anggaran dengan dorongan dari kondisi internal dan eksternal desa. Berdasarkan temuan peneliti yang dilakukan dengan metode kualitatif melalui teknik wawancara mendalam sejalan dengan teori elite capture bahwa kasus korupsi dana desa yang dilakukan oleh Kepala Desa Pasir Eurih pada tahun 2018 disebabkan oleh fungsi pengawasan BPD yang lemah, bentuk pengawasan dan partisipasi masyarakat yang tidak berjalan dengan baik dan tata kelola pemerintahan desa yang tidak didasarkan oleh penerapan prinsip good governance yaitu transparansi, responsif dan akuntabel. Beberapa penyebab tersebut membuka peluang terjadinya kasus korupsi yang masuk ke dalam fenomena elite capture.

The village has the authority to be responsible for fostering its power independently which is carried out by the Village Government and BPD, this is based on Law Number 6 of 2014 concerning Villages. In running the government, village development and empowerment is accompanied by a budget provided by the Central Government. However, in practice there are still many budget irregularities. One type of budget that is the focus of research is village funds. Based on the theory of elite capture by Diya Dutta, namely in the process of decentralization of power owned by a political elite, they can commit budget fraud with encouragement from the internal and external conditions of the village. Based on the findings of researchers conducted using qualitative methods through in-depth interview techniques in line with the elite capture theory that the village fund corruption case committed by the Village Head of Pasir Eurih in 2018 was caused by a weak BPD supervisory function, forms of supervision and community participation that did not go well and village governance that is not based on the application of good governance principles, namely transparency, responsiveness and accountability. Some of these causes open opportunities for corruption cases to enter the elite capture phenomenon."
