"Analisis Implementasi Kebijakan Pendampingan Dana Desa, di Kecamatan Parung, Kecamatan Bojong Gede dan Kecamatan Sukaraja Kabupaten Bogor. Penelitian ini menggunakan paradigma Post Positivisme dan jenis penelitian kualitatif-deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi dan dokumentasi. Dalam penelitian ini teknik analisis yang digunakan adalah metode ilustratif illustrative method.
Hasil dari penelitian ini menunjukkan bahwa Implementasi Kebijakan Pendampingan Dana Desa di Kecamatan Parung cukup optimal, terlihat dari aspek proses pendampingan yang berjalan dengan cukup baik, interaksi dan komunikasi antar pihak terkait berjalan dengan lancar dan koordinasi yang saling mendukung. Pendampingan Kecamatan Sukaraja berjalan kurang optimal. Interaksi dan komunikasi serta koordinasi antar pihak terkait belum berjalan dengan maksimal. Pendampingan di Kecamatan Bojong Gede berjalan kurang optimal, proses pendampingan belum berjalan dengan baik, interaksi dan komunikasi yang terjalin pun belum maksimal.
Faktor berpengaruh dalam implementasi pendampingan dana desa di Kecamatan Parung yakni kompetensi, profesionalitas, pengalaman yang cukup baik dari pendamping, komitmen yang tinggi, serta pemahaman pendamping yang baik terhadap kebijakan dan tantangan sosiokultural desa. Di Kecamatan Sukaraja, kompetensi pendamping masih kurang, pengalaman dan jumlah yang sangat minim. Komitmen serta pemahaman yang kurang akan isi dan tujuan kebijakan, kurangnya koordinasi antara kepala desa dengan sekretaris desa.
Kecamatan Bojong Gede memiliki pendamping yang belum berpengalaman, serta kondisi politik desa cukup signifikan berpengaruh terhadap implementasi kebijakan, serta sosiokultural masyarakat yang menjadi tantangan tersendiri bagi pendamping. Pendampingan di Kecamatan Parung memberikan dampak pada efektivitas penggunaan dana desa. Pendampingan di Kecamatan Sukaraja belum memberikan dampak dan pendampingan di Kecamatan Bojong Gede cukup memberikan dampak terhadap efektivitas dan penggunaan dana desa, namun memang belum terlalu optimal.

Analysis of Policy Implementation of Village Fund Assistance, in Parung District, Bojong Gede District and Sukaraja District, in Bogor Regency This study uses Post Positivism paradigm. The type of research used in this study is qualitative descriptive. Data were collected through in depth interviews, observation and documentation. In this research the analytical technique used is illustrative method illustrative method.
The results of this study showed that the Implementation of Village Fund Assistance Policy in Parung district is quite optimal, seen from the aspect of the mentoring process that runs quite well, interaction and communication between related parties run smoothly and mutually supportive coordination. Local Assistance in Sukaraja district runs less than optimal. Interaction and communication and coordination between related parties have not run maximally. Assistance in the Bojong Gede District runs less than optimal, the mentoring process has not gone well, the interaction and the communication that was established was not maximized.
There are influential factors in the implementation of village fund assistance in Parung district, namely the competency and professional aspect which is good enough from the assistant, the experience of the assistant, the high commitment, and the good companion understanding on village sociocultural policies and challenges. In Sukaraja district the aspect of companion competence is still lacking, experience and amount very minimal. Commitment and lack of understanding of the content and policy objectives, lack of coordination between the village head and the village secretary.
Bojong Gede District has an inexperienced companion, as well as the political condition of the village significantly influences the implementation of policy, and sociocultural community that becomes a challenge for the companion. Assistance in Parung has an impact on the effectiveness of the use of village funds. The assistance in Sukaraja district has not yet had an impact and assistance in the Bojong Gede District has had considerable impact on the effectiveness and use of village funds, but it is not yet optimal.

"Desa merupakan suatu daerah yang penduduknya mempunyai kesiapan sumber daya dan kemampuan serta kemauan untuk mencegah juga mengatasi permasalahan kesehatan, bencana serta kegawatdaruratan secara mandiri. Studi pendahuluan yang dilakukan di desa Waru jaya dan Desa Bojong Indah didapatkan beberapa persoalan kesehatan yang dapat mengacam kesehatan masyarakat luas yakni stunting, ISPA dan Hipertensi. Riset ini menggunakan pendekatan kualitatif dengan perspektif kebijakan. Penggunaan metode (triangulasi) wawancara mendalam dan observasi ditujukan agar peneliti mendapatkan pemahaman menyeluruh mengenai fenomena/kejadian yang ada. Penelitian ini dilakukan di dua desa yakni Desa Waru Jaya yang dijadikan fokus dan Desa Bojong Indah yang dijadikan model. Dua Desa tersebut terletak di Kecamatan Parung Kabupaten Bogor dengan persoalan kesehatan yang berbeda. Hasil dari penelitian ini didapatkan bahwa Bojong Indah lebih dapat mengoptimalkan seluruh sumberdaya yang ada untuk meningkatkan kualitas kesehatan didesanya. Sementara, Desa Waru Jaya masih berfokus pada program turunan yang diberikan oleh pihak Kabupaten Bogor tanpa menyesuaikan dengan persoalan kesehatan yang ada dilapangan. Diharapkan Kementerian Desa dan Pembangunan Daerah Tertingal dan Transmigrasi serta Dinas Kesehatan Kabupaten Bogor dapat melakukan evaluasi dan monitoring yang lebih detail serta membantu utnuk membuatkan program yang lebih aplikatif yang bisa diimplementasikan didesa sesuai persoalannya masing-masing

The village is an area where the population has the readiness of resources and capabilities and the willingness to prevent and overcome health problems, disasters and emergencies independently. Preliminary studies conducted in Waru Jaya Village and Bojong Indah Village found several health problems that could threaten public health, namely stunting, Acute Respiratory Infection and hypertension. This research uses a qualitative approach with a policy perspective. The use of in-depth interview and observation (triangulation) methods is intended so that researchers gain a thorough understanding of the existing phenomena/events. This research was conducted in two villages, namely Waru Jaya Village as the focus and Bojong Indah Village as the model. The two villages are located in Parung District, Bogor Regency with different health problems. The results of this study showed that Bojong Indah Village was able to optimize all existing resources to improve the quality of health in her village. Meanwhile, Waru Jaya Village is still focusing on derivative programs provided by the Bogor Regency without adjusting to health problems in the field. It is hoped that the Ministry of Villages and Development of Disadvantaged Regions and Transmigration as well as the Bogor District Health Office can carry out more detailed evaluation and monitoring and help develop more applicable programs that can be implemented in villages according to their respective problems"

"Tesis ini menganalisis tentang Implementasi Kebijakan Penggunaan Dana Desa Tahun 2015 s.d. 2016 di desa Susukan, desa Babakan Madang dan desa Putat Nutug, Kabupaten Bogor dan factor-faktor yang berpengaruh terhadap Implementasi Kebijakan Penggunaan Dana Desa tersebut. Penelitian ini menggunakan metode kualitatif yang menghasilkan data deskriptif yang diperoleh melalui studi dokumentasi, observasi dan wawancara mendalam dengan para informan. Hasil penelitian menunjukkan beberapa hal penting diantaranya, masih rendahnya tingkat partisipasi dan swadaya masyarakat serta keterbatasan SDM pelaksana menjadi factor utama yang menghambat implementasi kebijakan penggunaan dana desa di desa Susukan. Selain itu kurangnya eksistensi lembaga pemberdayaan dan kurangnya dukungan dari pemerintah desa maupun supradesa dalam hal regulasi, pelatihan maupun pemberdayaan juga menjadi factor yang membuat kebijakan dana desa menjadi kurang efektif di desa Babakan Madang maupun desa Putat Nutug. Factor-faktor yang berpengaruh terhadap Implementasi Kebijakan Penggunaan Dana Desa Tahun 2015 s.d. 2016 di desa Susukan, desa Babakan Madang dan desa Putat Nutug, Kabupaten Bogor yaitu ukuran dasar dan tujuan kebijakan, sumberdaya, karakteristik agen pelaksana serta lingkungan sosial masyarakat.

The focus of this research is to analysis the Policy Implementation of Using The Village Fund in 2016 2017 at Susukan village, Babakan Madang village and Putat Nutug village, Bogor Regency and factors that affecting the Policy Implementation of Using The Village. This research uses qualitative method that generates descriptive data collected from literature review, observation and depth interview with informants. The result shows that a number of important thing, such as lack of participation of society, limitedness of human resources as implementer of the policy become the main thing that obstruct the Policy Implementation of Using The Village Fund in 2016 2017 at Susukan village. In other side, less of existence of empowerment organization at the village and also less of support from village government and the higher level of village government in term of regulation, coaching and empowering is also become the factor that make the policy of village fund is less effective. The factors that affecting the implementation of policy are standard and goals of policy, resources, characteristics of implementer and society environment.

"[ABSTRAK
Diperkirakan 15-20% kehamilan dan persalinan akan mengalami komplikasi.
Puskesmas mampu Pelayanan Obstetri Neonatal Emergensi Dasar (PONED)
sebagai sarana untuk mendekatkan pelayanan terhadap ibu hamil, bersalin dan
nifas. Kabupaten Bogor mempunyai 40 Puskesmas dan 22 diantaranya termasuk
kategori Puskesmas PONED. Puskesmas mampu PONED Parung mempunyai
cakupan penanganan komplikasi yang tinggi (77,7%) , sedangkan Puskesmas
mampu PONED Cileungsi mempunyai cakupan penanganan komplikasi
kebidanan yang rendah (50,7%). Menurut teori Edwards III , implementasi
kebijakan berfokus pada 4 variabel yaitu : komunikasi, sumber daya, disposisi,
dan struktur birokrasi.Rancangan penelitian yaitu penelitian kualitatif. Lokasi
penelitian di Dinas Kesehatan Kabupaten Bogor, Puskesmas mampu PONED
Parung dan Puskesmas mampu PONED Cileungsi.
Hasil penelitian menunjukkan untuk variabel sumber daya, Faktor sumber daya
manusia (kompetensi yang tidak merata) menjadi faktor dominan dalam
penanganan komplikasi kebidanan di Puskesmas mampu PONED. Untuk variabel
komunikasi Faktor koordinasi menjadi faktor dominan dalam penanganan
komplikasi kebidanan di Puskesmas mampu PONED. Untuk variabel struktur
birokrasi didapatkan, struktur organisasi di Puskesmas mampu PONED Parung
dan Cileungsi belum lengkap karena tidak melibatkan perawat dan belum adanya
pemisahan strukur organisasi PONED di Puskesmas Cileungsi. Untuk variabel
disposisi diperlukan peningkatan komitmen petugas Puskesmas terutama di
Puskesmas mampu PONED Cileungsi terkait dengan penanganan komplikasi
kebidanan di PONED.

An estimated 15-20% of pregnancies and childbirth can develop into
complications. Basic Emergency Obstetric and Neonatal Care (BEONC) facilities
as a means to bring services to mothers during pregnancy, labor or delivery, and
post partum period. Bogor Regency has 40 Primary Health Cares (PHCs), 22 of
them categorized as BEONC. Parung PHC is a BEONC facility with a high
coverage in complication handling (77,7%), while Cileungsi PHC is a BEONC
facility with a low coverage in complication handling (50,7%). According to the
theory of Edwards III, policy implementation focuses on four variables, such as :
communication, resources, disposition, and bureaucratic structure.The design of
the research is a qualitative research. The location of the research in Bogor
District?s Health Office , Parung and Cileungsi BEONC PHC .

"Program PKTD dalam implementasinya bertujuan bukan hanya pada peningkatan aspek ekonomi, namun juga bertujuan untuk meningkatkan kapasitas ketahanan sosial masyarakat Desa. Adanya permasalahan sosial yaitu tingginya kemiskinan, tingkat pengangguran, dan permasalahan stunting, serta peningkatan kasus Covid-19 di Kecamatan Caringin, mengindikasikan bahwa Program PKTD yang dilaksanakan sejak Tahun 2018, belum terimplementasi dengan baik, sementara itu disisi lain juga belum dapat meningkatkan kapasitas ketahanan sosial masyarakat Desa di Kecamatan Caringin. Berdasarkan hal tersebut penelitian ini bertujuan untuk dapat menganalisis bagaimana implementasi dan implikasi Program PKTD terhadap kapasitas ketahanan sosial pada masyarakat Desa di Kecamatan Caringin, selain itu juga bertujuan untuk menganalisis bagaimana strategi dalam implementasi Program PKTD agar dapat meningkatkan ketahanan sosial di Kecamatan Caringin. Metode penelitian ini dilakukan secara kualitatif yang bersifat deskriptif. Hasil penelitian ditemukan bahwa pelaksanaan Program PKTD sudah disosialisasikan dan terealisasi sesuai dengan tujuan dari program ini pada berbagai kegiatan pembangunan infrastruktur di Kecamatan Caringin. Namun pada pelaksanaanya masih belum efektif, disebabkan oleh sejumlah faktor yaitu keterbatasan fasilitas dan keterbatasan anggaran; ketidak kepatuhan dari Pemerintah Desa pada ketentuan yang sudah ditetapkan yang disebabkan ketentuan pada regulasi yang kaku dan tidak fleksibel; tumpang tindih dalam regulasi dan struktur Pemerintahan Desa; dan belum optimalnya keterlibatan masyarakat pada perencanaan kegiatan Program PKTD. Selain itu karna belum optimalnya sistem rekrutmen dan pembayaran upah bagi peserta dalam program ini menimbulkan potensi konflik dan berkurangnya rasa gotong royong dari masyarakat Desa. Kemudian ditemukan juga bahwa meski program ini berimplikasi pada peningkatan kapasitas koping, namun program ini belum mampu berimplikasi meningkatkan kapasitas adaptif dan kapasitas partisipatif dari ketahanan sosial masyarakat Desa di Kecamatan Caringin. Dari hasil temuan tersebut, strategi yang dapat digunakan untuk meningkatkan ketahanan sosial adalah mengarahkan pada kegiatan kewirausahaan yang memanfaatkan potensi dan kearifan lokal di Desa.

The PKTD program in its implementation aims not only at improving the economic aspect but also aims to increase the social resilience capacity of the village community. The existence of social problems, namely high poverty, unemployment, and stunting problems, as well as an increase in Covid-19 cases in the Caringin District, indicates that the PKTD Program which has been implemented since 2018, has not been implemented properly, while on the other hand, it has not been able to increase social resilience capacity. the village community in Caringin District. Based on this, this study aims to be able to analyze how the implementation and implications of the PKTD Program on social resilience capacity in rural communities in the Caringin District, besides that it also aims to analyze how the strategy in implementing the PKTD Program can increase social resilience in Caringin District. This research method was carried out qualitatively with a descriptive nature. The results of the study found that the implementation of the PKTD Program had been socialized and realized following the objectives of this program in various infrastructure development activities in the Caringin District. However, its implementation is still not effective, due to some factors, namely limited facilities and budget constraints; non-compliance of the Village Government with the provisions that have been set due to the provisions of the regulations being rigid and inflexible; overlapping in the regulations and structures of the Village Government; and not yet optimal community involvement in the planning of PKTD Program activities. In addition, because the recruitment system and payment of wages for participants in this program are not optimal, it creates the potential for conflict and a reduced sense of cooperation from the village community. Then it was also found that although this program has implications for increasing coping capacity, this program has not been able to have implications for increasing the adaptive capacity and participatory capacity of the social resilience of the Village community in the Caringin District. From these findings, a strategy that can be used to increase social resilience is to direct entrepreneurial activities that utilize local potential and wisdom in the village.

"Undang-Undang Nomor 6 Tahun 2014 tentang Desa memberikan banyak perubahan kepada desa, salah satunya mengenai kedudukan desa sebagai subjek pembangunan atau yang dikenal dengan konsep Desa Membangun. Dalam rangka memperkuat kedudukan desa sebagai subjek pembangunan dan meningkatkan status desa, Pemerintah melakukan redistribusi ekonomi melalui dana desa. Namun pada pelaksanannya, dana desa belum mampu memberikan kontribusi dalam peningkatan status desa. Oleh karena itu, Penelitian ini bertujuan untuk menganalisa keterkaitan pengaturan pengelolaan dana desa dalam peraturan perundang-undangan di tingkat pusat dan daerah, pelaksanaan pengelolaan dana desa yang dihadapi oleh Pemerintah Desa Cileungsi Kidul, dan cara untuk mewujudkan konsep Desa Membangun pada Desa Cileungsi Kidul yang didasarkan pada pengelolaan keuangan desa yang optimal. Hasil Penelitian ini menunjukkan bahwa peraturan perundang-undangan mengenai pengelolaan dana desa masih terlalu banyak, rumit, tumpang tindih, dan sering mengalami perubahan yang tidak diiringi dengan sosialisasi yang memadai. Adapun terhadap pelaksanaan pengelolaan dana desa di Desa Cileungsi Kidul belum sepenuhnya sesuai dengan ketentuan peraturan perundang-undangan. Konsep Desa Membangun pada Desa Cileungsi Kidul dapat terwujud apabila Pemerintah, Pemerintah Kabupaten Bogor, dan Pemerintah Desa Cileungsi Kidul memperhatikan keseluruhan tahapan pengelolaan keuangan desa yang diatur dalam peraturan perundang-undangan, terutama rekomendasi kebijakan berupa shopping list yang telah disampaikan oleh Pemerintah. Metode dalam penelitian ini adalah yuridis normatif yang mengkaji rumusan masalah dari sudut pandang peraturan perundang-undangan.

Law No. 6 of 2014 concerning Village provides a lot of changes to the village. One of them is the inception of the Village-to-Develop concept which elaborates villages position as the subject of development. In order to strengthen the position of the village as the subject of development and improve the status of the village, the Government carried out economic redistribution through Village Fund. However, Village Fund has not been able to improve the status of the village. Therefore, this research aims to analyze the interrelatedness between the Village Fund management arrangements in the regulatory at the central and regional levels, the implementation of the Village Fund management faced by the Government of Cileungsi Kidul Village, and how to realize the concept of the Village-to-Develop in the Cileungsi Kidul Village, which is based on optimal village financial management. The results of this research indicate that laws and regulations regarding the management of the Village Fund are still too many, complicated, overlapping, and often being changed without the adequate socialization. The implementation of the Village Fund management in Cileungsi Kidul Village has not been thoroughly appropriate with the provisions of the regulatory. The concept of the Village-to-Develop in Cileungsi Kidul Village can be realized if the Central Government, Bogor Regional Government, and Cileungsi Kidul Village Government pay attention to the whole stages of the village financial management as regulated in the regulatory, especially policy recommendations which is called the shopping lists that have been submitted by the Central Government. This research uses a normative juridical method which reviews the problem formulations from the regulatory viewpoint."

"Implementasi retribusi izin mendirikan bangunan di kabupaten Banyumas dalam pelaksanaannya terdapat permasalahan yang terjadi salah satunya adanya penurunan yang signifikan atas penerimaan retribusi izin mendirikan. Hal ini disebabkan karena adanya pelanggaran yang dilakukan oleh pemilik bangunan hotel dan rumah tinggal serta pemberian sanksi yang kurang tegas atas pelanggaran tersebut. Penelitian dilakukan dengan menggunakan pendekatan kualitatif dan termasuk dalam penelitian cross sectional dengan teknik pengumpulan data berupa studi literatur dan studi lapangan Data tersebut dianalisis menggunakan teknis analisis data kualitatif. Hasil penelitian ini menunjukan bahwa pelaksanaan implementasi retribusi izin mendirikan bangunan di kabupaten Banyumas belum berjalan efektif karena kurangnya pengawasan yang dilakukan oleh pemerintah daerah. Hal ini disebabkan karena kurangnya koordinasi antara pihak yang terkait dan kurangnya sumber daya manusia dalam melakukan pengawasan langsung di lapangan.
Implementation of building permits levy in Banyumas Regency in faces some problems, one of the problems is for a significant decreased on the revenue of building permits levy fees. The significant decreased by the owner of the hotel and residential buildings as well as less weakness low compliance penalty. This research was conducted by using a qualitative approach and cross sectional study with the literature review and field research as the data collection techniques. Data were analyzed using technical analysis of qualitative data. This study show that indicate that the implementation of building permits levy fees in Banyumas regency has not been effective due to a lack of supervision by local authorities. This cause a lack of coordination between the parties concerned and human resources in direct supervision of the fields."

"Dalam mengatasi persoalan ketersediaan rumah bagi MBR, Pemerintah Provinsi DKI Jakarta telah mengeluarkan kebijakan berupa pengenaan kewajiban kepada pengembang untuk menyediakan dan membiayai rumah susun sederhana/murah (RSS/M) bagi Masyarakat Berpenghasilan Rendah (MBR) sebanyak 20% dari luas efektif yang dikembangkan. Alternatif lain dalam pemenuhan kewajiban tersebut adalah konversi dalam bentuk dana yang dihibahkan kepada Pemerintah Provinsi DKI Jakarta. Penelitian ini bertujuan menganalisis potensi nilai ekonomis dari pemenuhan kewajiban pengembang dalam penyediaan rumah susun sederhana bagi MBR yang muncul akibat kebijakan dimaksud dan membandingkan antara penyerahan dalam bentuk bangunan dengan konversi kewajiban dalam bentuk dana.
Hasil penelitian menunjukkan, bahwa potensi ekonomi dari kontribusi kewajiban pengembang mampu mengurangi backlog. Terdapat kesenjangan pandangan antara Pemerintah dan Pengembang dalam menentukan pilihan kebijakan. Konversi memberikan kemudahan bagi pengembang dalam memenuhi kewajibannya, karena nilai konversi lebih rendah jika dibandingkan dengan biaya yang harus dikeluarkan untuk membangun RSS/M. Sementara Pemerintah Provinsi memandang konversi tidak dapat mengatasi persoalan sebenarnya dalam penyediaan RSS/M karena dana hasil konversi tidak bisa digunakan langsung untuk perbaikan layanan perumahan.
Dana tersebut termasuk dalam Pendapatan Asli Daerah lain-lain yang sah, digunakan untuk pembangunan kota secara umum. Regulasi yang jelas dan penerapan yang konsisten disertai dengan sanksi, serta penegakkan hukum yang kuat diperlukan untuk menjamin ketersediaan hunian yang berimbang dengan mengutamakan rumah publik.

In addressing the issue of housing for low incomes communities, Jakarta Provincial Government has created policies that use obligation for developers to provide social housingfor low-income society as much as20% of the effective area developed. Another alternative in the fulfillment of this liability is conversion into funds that granted to the Jakarta Provincial Government. The purposes of the study are to analyzing the potential economic value for the fulfillment of the developer obligationson providingsocial housing for lowincome communities comes from the policy and comparing the submission in the form of a building with an obligation conversion in cash.
The result shows that economics potential of contribution liability of developers were able to reduce the backlog. There is a gap between the Government and developer point of view in determining the alternatives. Conversion facilitates the developers to meet its liability easily, because the conversion value is lower if it`s compared to the cost to build the social housing. While in fact Jakarta Provincial Government looked at the conversion cannot overcome the problems on providing social housing because the funds from the conversion cannot be used directly as a housing repairing services.
The funds included in legal others revenue, used to urban development in general. Clear regulation and consistent application accompanied by punishments, and strong law enforcement is required to ensure availability on providing housing that balanced with priority the public housing and at the other hand control the development of commercial housing.

"Skripsi ini membahas implementasi terkait faktor-faktor yang berpengaruh dalam implementasi kebijakan KOMANDAN sebagai suatu kebijakan guna mempercepat penyampaian informasi keuangan daerah ke pusat dan mengintegrasikan seluruh data keuangan menjadi pusat database Sistem Informasi Keuangan Daerah (SIKD). Namun, sejak dipublikasikan pada Desember 2010, implementasi kebijakan KOMANDAN oleh sejumlah Pemerintah Daerah hingga tahun 2013 belum berjalan seperti yang diharapkan. Penelitian ini dilakukan secara Post Positivis dengan desain deskriptif.
Hasil penelitian menunjukkan bahwa implementasi sistem KOMANDAN dipengaruhi oleh faktor-faktor berikut, meliputi faktor kurangnya komunikasi, terbatasnya sosialisasi, inkonsisten kebijakan, terbatasnya kualitas dan kuantitas sumber daya manusia, sanksi yang belum diterapkan, pimpinan yang kurang berperan, dan kurangnya koordinasi antarunit maupun organisasi penyelenggara sistem KOMANDAN.

This thesis discussed about the implementation which related with factors that affect the implementation of KOMANDAN, as a policy to accelerate the delivery of local financial information to the Central and integrate all financial data into a central database of the Local Financial Information System (SIKD). However, since published in December 2010, implementation of KOMANDAN by a number of Local Government has not gone as expected. Research is done in Post Positivist with a descriptive design.
The result showed that system implementation influenced by the following factors, they are lack of communication dan socialization, inconsistent policies, lack of quality and quantity of human resources, the sanctions have not been applied, the less leadership role, and lack of coordination between units and organizations which implement system.

"Tesis ini menjelaskan implementasi Permendes PDTT nomor 16 tahun 2018 tentang prioritas penggunaan dana desa terkait stunting di Desa Tompe Kabupaten Donggala tahun 2019 secara evaluasi formatif dan sumatif. Penelitian non-eksperimental metode kualitatif dengan pendekatan studi kasus dan cross sectional. Hasil penelitian menujukkan Implementasi PermendesPDTT Nomor 16 Tahun 2018 tentang prioritas penggunaan dana desa terkait stunting dalam hal input, proses, dan outputnya belum efektif dan efisien. Intervensi stunting yang dilakukan juga sesuai pedoman serta masih banyak terdapat hambatan. Oleh karena itu, harus melibatkan partisipasi aktif dari seluruh komponen dan lapisan masyarakat desa serta perlunya sosialisasi terhadap peraturan tentang dana desa dan pedoman stunting.

This thesis explains the implementation of ministrial regulation No.16/PermendesPDTT/2018 concerning the priority of using village funds related to stunting in Tompe Village, Donggala District in 2019 through formative and summative evaluation. This non-experimental research is a qualitative method with a cross-sectional and case study approach. The results of this study showed that the implementation of ministrial regulation No.16/PermendesPDTT/ 2018 concerning the priority of using village funds related to stunting in terms of inputs, processes and, outputs are not yet effective and efficient. Stunting interventions are also carried out according to the guidelines and there are still many obstacles. Therefore, it must involve the active participation of all components and levels of village society as well as the need to socialize the regulations on village funds and stunting guidelines."
