"Artikel ini membahas mengenai upaya yang dilakukan oleh masyarakat marjinal kampung kota untuk dapat terlibat dalam perencanaan dan pembangunan kota. Studi-studi sebelumnya terbagi menjadi tiga jenis berdasarkan bentuknya, yaitu studi mengenai upaya keterlibatan melalui aksi di ruang publik, upaya keterlibatan melalui kebijakan legislasi dan upaya keterlibatan publik melalui media sosial. Berbeda dengan studi-studi sebelumnya, studi ini berfokus pada bagaimana upaya kontrak politik yaitu community action plan dapat menjadi upaya alternatif kelompok masyarakat marjinal untuk terlibat dalam perencanaan dan pembangunan kota yang menekankan pada proses masyarakat marjinal kampung kota untuk ikut serta dalam proses perencanaan dan pembangunan kampungnya, dimana setiap individu memiliki peran aktif untuk terlibat dalam menyuarakan aspirasinya. Studi ini secara khusus menggambarkan keterlibatan publik kelompok masyarakat marjinal di Kampung Akuarium kota Jakarta yang dilihat menggunakan pendekatan civic engagement. Studi ini menggunakan metode kualitatif serta pengumpulan data yang dilakukan melalui wawancara mendalam.

This article discusses the efforts made by marginal urban villagers to be involved in urban planning and development. Previous studies are divided into three types based on their forms; the study of engagement through public action, through legislation and public engagement through social media. In contrast to previous studies, this study focuses on how political contracts through community action planning can be an alternative effort of marginalized groups to engage in urban planning and development. This political contract emphasizes the process of marginal urban villagers to participate in the village planning and development process where each individual has an active role to engage in voicing his aspirations through political contracts with political actors. This study specifically illustrates the public involvement of marginalized community groups in Kampung Akuarium Jakarta using a civic engagement approach. This study uses qualitative methods as well as data collection conducted through in-depth interviews."

"Penelitian ini bertujuan untuk mencaritahu bagaimana pola permukiman di Kota Medan berdasarkan etnik dan bagaimana pengaruhnya terhadap struktur ruang Kota Medan. Fenomena pengelompokan berdasarkan etnik di Kota Medan menarik untuk diteliti karena keberagaman etnik merupakan ciri Kota Medan dan pola permukimannya, yang menunjukkan adanya jejak pengaturan permukiman berdasarkan kelompok etnik pada masa kolonial Belanda, berpengaruh terhadap perkembangan Kota Medan. Data penelitian dikumpulkan dengan menggunakan metode wawancara, observasi dan dokumentasi, serta dibahas secara analisis-kritikal. Hasil penelitian menunjukkan adanya kecenderungan pengelompokan permukiman berdasarkan etnik di Kota Medan, yang berdampak terhadap perkembangan struktur ruang kota, yakni kepadatan kota, fungsi dan bentuk ruang kota.

The objective of this research is to reveal the settlement pattern of Medan City based on ethnicity and its impact towards the spatial structure of Medan City. The phenomenon of ethnic groups presence in Medan is interesting to study, for ethnic diversity has become a specific character of Medan, and their settlements show the existence of ethnic settlements segregation during the Dutch colonial era. The data for this research was collected by doing interviews, observation and documentation, and is analyzed by using critical-analysis. The study shows that the settlement development in Medan City tends to group based on ethnicity. The physical grouping has affected the city spatial structure, such as the density, function and form of the city."

"ABSTRAK
Perkembangan kota di Jakarta semakin lama semakin tidak terkendali. Penduduk yang semakin padat menyebabkan kebutuhan rumah tinggal semakin meningkat. Hal tersebut tidak diimbangi dengan ketersediaan tanah untuk membangun unit hunian sehingga menyebabkan permasalahan perkotaan seperti munculnya permukiman kumuh, permukiman kampung kota dan perkembangan kota yang tidak sesuai masterplan kota. Pemerintah dan pakar perkotaan mempunyai solusi mengatasi masalah perkotaan tersebut dengan cara membangun bangunan vertikal dalam bentuk rumah susun dan kampung vertikal. Skripsi ini membahas apakah kampung vertikal dapat menjadi alternatif solusi untuk mengatasi permasalahan perkotaan di Jakarta terutama dalam konteks relokasi kampung kota. Hasil observasi didapatkan bahwa kampung vertikal dapat dijadikan alternatif relokasi kampung kota jika pemerintah memperhatikan aspek arsitektural dan non-arsitektural dalam perancangan kampung vertikal secara seimbang dan beriringan.

ABSTRAK
The development of the city in Jakarta was increasingly uncontrollable. The population which is progressively crowded lead to an increasing needs of residential houses. It is not commensurate with the availability of land to build residential units, so that causing urban problems, such as the appearance of slums, kampung kota settlement, and the development of the city that do not appropriate with the masterplan of the city. The government and the urban experts have a solution to overcome this problems by constructing urban vertical building in the forms of flats and vertical kampong. This study aims to discuss whether vertical kampong can be an alternative solution to exceed urban problems in Jakarta, especially in the context of the relocation of the kampung kota. The observation result shows that vertical kampong relocation can be an alternative if the government notices the architectural and non-architectural aspects in design of a vertical kampong in balance and concomitantly.
