The 20th century movements have affected cities all around the world in many aspects of civilization. Brisbane is one of the cities that realizes the modernism impact regarding their political, economy, society and cultural prospect. The most provocative issue this town encounters lately is a shifted belief on democracy within community and parliament relationship that unfortunately has lost its fundamental essence of transparency. There are at least three drivers in Australian politics according to Tim Dunlop - the parties, the voting system and the media. A suggestion to initiate media to become independent broadcasting industry can inspire a reinvigorated democracy to Brisbane. Along with the process of defining true transparency through series of study on glass technology and Luxfer Prism patent, this conceptual idea is being used to develop an architecture proposal of Hall of Democracy. Without neglecting the use of local building legislation and the vision of the client, Grievous Keppler, great grandson of Frederick Keppler, Hall of Democracy will articulate a Brisbane architectural democracy through perspective of citizen to have a platform to seek out and instruct their elected representatives, direct and have oversight on government activities, and engage in, and formulate, debate and discussion for a better city."

"Architectural acculturation in Brisbane has been one of the first manifestations of human civilization. In addition to being the capital city of Queensland, Australia, Brisbane has experienced many political events which have affected democracy within the community. In recent years, Brisbane has seen dramatic modernization as more and more people are becoming connected and digitally savvy. As a result, people have changed their expectations about what they expect from government, which encourages increased community involvement. Therefore, a democratic system can be inclusive by allowing communities to take part in decisions and actions. Further design for the Hall of Democracy will be based upon a study of the context, research of Australian political systems, a literature review of inclusive architecture, precedent studies, and modern building glass technology and LuxferPrism patent. In addition to applying local building regulations, Hall of Democracy will utilize the vision of the client, Grievous Keppler, great grandson of Frederick Keppler, to ensure everyone has the opportunity to be involved in the communitiesregardless of age, race, and disability.

Akulturasi arsitektur di Brisbane telah menjadi salah satu manifestasi pertama peradaban manusia. Selain itu, sebagai ibu kota Queensland, Australia, Brisbane telah mengalami banyak peristiwa politik yang mempengaruhi demokrasi di masyarakat. ABSTRACT

There is a complex relationship between transparency and democracy. In Australia, there has been a downfall of trust from citizens to their government almost 50% within a 10 year gap. While this suggests that the idea of transparency between citizens and the government is rather conflicted, reforms proposed by Australian citizens dwells upon the idea of diffusing the power back to the citizen. Instead of growing the trust back from the citizens, the architecture tries to create a somewhat autonomous system inside the structure that will always respond to the current and latest socioeconomic issues regardless of the political system, which would be best described as a reflection of our own reality an everchanging continuum.

Pemberian proyek ini juga ditugaskan untuk merancang desain kaca yang memperkuat konsep transparansi, sebagaimana identitas demokrasi ideal. Tantangan proyek ini adalah menciptakan penggunaan kaca yang sangat dominan di area subtropis di Brisbane, Australia. Pertimbangan kontekstual lainnya juga melibatkan mengintegrasikan ke dalam pengembangan besar yang sedang berlangsung di situs. Metode dalam pengembangan adalah melalui studi situs dan konteks, analisis klien singkat, mendefinisikan kembali demokrasi yang ideal, dan studi sebelumnya diperoleh melalui jurnal, artikel, dan sumber-sumber terpercaya lainnya. ABSTRACT

The writing of this report is a part of the completion of the Bachelor Degrees International Program. The report is based on a project of developing a schematic design responding a client brief given by the corresponding university. The project deals with redefining the concept of democracy, symbolising the meaning and translating into an architectural entity. This project dreams to create an inviting thoroughfare for the public to be comfortable in being within a democratic society. The brief also commissioned to design a glazing system that amplifies the very concept of transparency, an identity of ideal democracy. The challenge of the project is to create a very dominant use of glass into a subtropical area in Brisbane, Australia. Other contextual considerations also involve integrating into the ongoing mega development in the site. The method in the development was through site and context studies, client brief analysis, redefining the ideal democracy, and precedent studies obtained through journals, articles, and other credible sources. The result represents how architecture can be used to embody a political ambition through an extensive study of historical, cultural and social backgrounds."

"Demokrasi di abad ke-21 ini telah kehilangan makna yang sebenarnya, makna tersebut perlu diciptakan dan dihidupkan kembali dengan bantuan para warga negara. Oleh karena itu, arsitektur perlu mengambil langkah dalam hal desain untuk mengingatkan masyarakat bahwa demokrasi berasal dari rakyat, untuk rakyat. Untuk ini, arsitek dan desainer ditantang untuk menjadi kreatif dalam memecahkan problematika desain tersebut. Dan jawabannya telah membawa kita pada Balai Demokrasi Hall of Democracy. Balai Demokrasi akan menjadi tempat dimana beragam opini dan pengetahuan akan saling dibagi, bukan dipaksakan. Tempat untuk keterlibatan, kesetaraan, dan pendidikan. Dengan demikian, pemahaman akan satu sama lain akan terbentuk. Seperti angan yang menginspirasi wujud bangunan ini, bergandengan tangan menuju demokrasi yang lebih baik.

Democracy in the 21st century has lost its true meaning, it needs to be reinvented and revived with the help of the citizens. Therefore, architecture needs to take a responsible design approach to remind the society that democracy is from the people and for the people. For this reason, architects and designers are challenged to be creative in solving this design problem. And the answer has brought us to the design of the Hall of Democracy. In creating this powerful symbol of democracy, a powerful building material needs to be incorporated as well.

The Luxfer Prisms is incorporated and works as the fa ade of the building, realizing the idea of it being a luminance crystal skull, sparking day and night. The Hall of Democracy will be a place where a diversity of opinions and knowledge are shared with each other instead of being forced. A place of inclusion, equality, and education. Thus, an understanding of one another will be formed. Just like how the building rsquo s form was inspired by, hand in hand towards a better democracy."

Tetapi, diabad 21 ini pemikiran rakyat Australia akan demokrasinya sudah mulai kehilangan arah. Ini semua terjadi karena kurangnya pengenalan tentang demokrasi kepada warga negaranya terutama kaum muda. Pemerintah Queensland melihat masalah ini sebagai kesempatan untuk memperkenalkan kembali tentang demokrasi Australia kepada masyarakat Queensland. Proposal pun dibuat untuk memfasilitasi masyarakat Queensland dengan sebuah tempat dimana mereka dapat berkumpul dan merumuskan kembali visi demokrasi yang baru. Hall Demokrasi ini terletak diantara Jalan William, Alice, George dan yang memberikan kemudahan bagi pemerintah dan masyarakat untuk berkumpul, merumuskan, mendebatkan, dan mendiskusikan tentang demokrasi di satu tempat. Hall demokrasi yang baru menyimbolkan keadilan, persatuan, perbedaan dan transparansi. Untuk mencapai tujuan demokrasi, hall ini akan mengimplementasikan luxfer prism yang baru diciptakan yang akan menjadi simbolisasi pemikiran akan cahaya and demokrasi. Hall ini akan dilihat sebagai tengkorak kristal yang indah kemilau, sebuah berlian yang muncul dari bumi.

ABSTRAKAustralia has been one of the role model of democratic country and the country always proudly celebrates their democracy. However, in 21st century Australia rsquo s idea of democracy is starting to lose its way. This happen because the lack of introduction of democracy to people of Australia especially young people. Queensland Government sees this problem as an opportunity to reintroduce Australian democracy to people of Queensland. A proposal is made to facilitate people of Queensland a place where everyone can come and reformulate a new vision of democracy, this place will be called Hall of Democracy. The Hall of Democracy is located between William, Alice, George and Margaret street and next to it stood government building and parliament house where it gives an opportunity for government and its people to gather, formulate, debate and discuss about democracy together in one place. The new Hall of Democracy will have the symbol equity, inclusion, diversity and transparency. To achieve the aims of democracy the hall will have to implement a reinvent of luxfer prism glass that will be a symbolization of an idea of light and democracy. This hall will be seen as a crystal skull, a beautiful sparkling and highly faceted diamond that appear as if it is erupted from the earth."

A proposal for the creation of a Hall of Democracy in Brisbane, Australia, has been given by the client Grievous Keppler to invoke a sense of democracy in visitors. This development should reflect a strong sense of reinvigoration and of cooperative action in support of the democratic process. In order to re-introduce the concept of democracy in an architectural design, there should be a careful study of what democracy actually means to the Australian people and what its value really is. The proposed design is located between George, Alice, William, and Margaret Streets, in the government area of Brisbane CBD. The final proposal for The Hall of Democracy addresses health as the primary means of the congregation around the topic of democracy. Its primary purpose is to welcome citizens to learn and collaborate and, the opposite, to unwind and reflect on one's well-being. The design is created according to national, state, and local regulations."

"Dalam suatu Negara, terutama Negara yang sedang meraih puncak ekonomi, pemanfaatan sumber daya adalah sangat penting. Sumber daya tersebut dapat meliputi pembangunan, ideologi, pendidikan, namum yang paling krusial adalah sumber daya manusia itu sendiri. Untuk bersaing secara global, sumber daya manusia tersebut dituntut untuk berpendidikan tinggi dan memiliki informasi tanpa batas. Dalam prakteknya, segala aspek harus dimanfaatkan sebaik mungkin, tidak terkecuali adalah akses internet / online, yang memungkinkan manusia untuk menembus batas jangkauannya yang terbatas dalam berbagai elemen kehidupan. Namun secara berkebalikan, pemanfaatan sumber daya internet dapat membuat manusia itu sendiri melupakan aspek kehidupan sosial, dikarenakan internet memiliki kemampuan non-fisik untuk memindahkan hampir semua kebutuhan sosial manusia dalam berkomunikasi, mengakses informasi dan perubahan cara berinteraksi dengan hal-hal yang sebelumnya lumrah dilakukan secara manual. Penulis memprediksikan internet suatu saat dapat mematikan sense yang akan berujung kepada perilaku manusia yang mengabaikan aspek sosial. Oleh sebab itu, penulis mencoba merespon masalah tersebut dengan bahasa arsiktektural yang produk finalnya akan berbentuk bangunan. Secara metodologi, penulis diharapkan mengerti dan meninjau permasalahan dari berbagai sudut pandang, dari mulai sudut pandang sendiri, orang awam dan tentu saja para ahli yang memiliki pendapat teoritis yang kredibel. Setelah masalah tersebut dipahami, barulah penulis dapat menuju design process yang terdiri dari menentukan tujuan bangunan, spatial programming, trial and error, retrofitting dengan keadaan nyata hingga proses mewujudkan design melalui gambar kerja dan 3D agar dapat dipahami secara visual.

A nation which in the process of reaching the peak of economy, the utilization of potential resources is crucial and important. To mention a few, the potential resources are development, ideology, education, but most of all, the most valuable resource is the human itself. To compete globally, the human resources are required to have a high education and unlimited knowledge. Practically, all of the aspects should be maximized as much as possible, one of the is the internet technology, which enables people to extend beyond the limitation of solely human in every elements of life. On the contrary, the rapid utilization of the internet could cause a potential to neglect the social aspect of life, because the internet has a non-physical power to relocate most social aspects in communication, accessing information and somehow could reconfigure on how people interact with the basic things in daily life which usually done manually. The internet is predicted to decrease the sense which in the long term could make society disobey the social aspect. Therefore, the writer responds the problems with the architectural language, which the final outcome will be a physical building. In methodology, the writer should research and understand the main problem from different standpoint, including the self perspective, the general audience and lastly the experts whose already studied the situation and have produced credible theory. After the process of researching, the method is moving into the design stage which consists of determining the purpose of the design, spatial programming, trial and error, retrofitting with the context and producing working and 3D drawings to clearly visualize the design."

Desain dari Hall of Democracy yang baru akan menerapkan transparansi sebagai konsep utamanya sambil mengintegrasikan teknologi material baru dan menerapkan Australian Building Codes.
