"ABSTRAK
Industri vape (vaporizer) atau rokok elektrik memasuki babak baru dalam hal perdagangan, khususnya terkait dengan aspek bea cukai. Peraturan baru yang muncul membawa cukai sebagai aspek yang menimbulkan tekanan bagi aktor. Dinamika ini mengikat aktor untuk merespon secara strategis tekanan didalam fase atau tahap institusionalisasi. Tulisan ini menggunakan pendekatan induktif dengan desain eksplanatif untuk menjelaskan dinamika di dalam instituisonalisasi. Hasil penelitian ini menunjukan bahwa fase atau tahap institusionalisasi berbanding terbalik dengan konsep sebelumnya dan berjalan secara paralel. Respon strategis juga dilakukan aktor namun lebih mengarah kepada strategi managing environment.

ABSTRACT
Vape industry (vaporizer) or electric cigarette enters a new phase in terms of trade, especially related to customs aspects. The new regulations that emerge carry excise as an aspect that creates pressure for the actor. This dynamic binds the actor to respond strategically to pressure in the phase or stage of institutionalization. This paper uses an inductive approach with explanative design to explain the dynamics in instituisalization. The results of this study indicate that the phase or stage of institutionalization is inversely proportional to the previous concept and runs in parallel. Strategic responses are also carried out by actors but are more directed at managing the environment."

"Institutional and semi-institutional networks between employers and educational institutions have been noted as important mechanisms in the transition from school to work in Japan. At the university level, long-term trust relationships between universities and companies were important ties in the transition of science graduates. During the 1980s and early 1990s, institutionally embedded alumni networks also formed a distinctive transition path between high-ranked universities and large corporations for non-science graduates. However, the lost decade of economical stagnation has been accompanied by changes in the structures of the labor market and the transition process of university graduates. In recent years, the institutional and semi-institutional linkages between universities and corporations show strong tendencies toward disbandment. This paper analyzes these structural transformations in the transition from university to work in Japan. The current de institutionalization tendencies are the result of new forms of behavior among the corporate actors as well as the university graduates. These structural changes are not only a result of the economic stagnation and the falling demand for university graduates in the labor market, but also are a reflection of changes in the social values and attitudes of the younger generation of university graduates."

"This paper examines Japan's 1990s property-tax revolt using Schumpeter's fiscal sociology, or what in contemporary terms could be referred to as an historical institutionalist perspective on fiscal politics. We argue that the revolt was rooted in the wartime fiscal system, whose legacy includes bureaucratic turf wars over taxes on income, consumption and assets. In recent years, this conflict over access to revenues has been aggravated by a fiscal crisis and major shifts in Japan's national and subnational tax systems. In our view, the activism of Japan's fiscal bureaucrats tends to be dismissed by rational choice institutionalism, especially tis principal-agent variant. By contrast, we show that bureaucratic agencies are important, autonomous actors in Japanese fiscal politics, and argue that identifying and explaining their organizational agendas requires more eclectic methods. The public finances are one of the best starting points for an investigation of society, especially though not exclusively of its political life. The full fruitfulness of this approach is seen particularly at those turning points or better epochs, during which existing forms begin to die off and to change into something new, and which always involve a crisis of the old fiscal methods."

"Kebijakan cukai rokok elektrik ditetapkan dengan tujuan untuk mengontrol konsumsi rokok elektrik (vape) di Indonesia. Rokok elektrik (vape) perlu dikendalikan karena dapat menghasilkan eksternalitas negatif bagi kesehatan pengonsumsi maupun orang disekitarnya. Keadaan tersebut diperkeruh dengan mayoritas pengonsumsi rokok elektrik (vape) merupakan remaja serta adanya temuan liquid vape ilegal yang dicampur dengan produk narkotika. Berdasarkan hal tersebut, penelitian ini akan membahas mengenai implementasi kebijakan cukai rokok elektrik (vape) di Indonesia beserta hambatan dan tantangan yang dialami oleh Direktorat Jenderal Bea dan Cukai selaku pelaksana program. Metode yang digunakan merupakan post-positivist dengan teknik pengumpulan data wawancara mendalam dan studi pustaka. Dalam penelitian ini ditemukan hasil bahwa implementasi kebijakan cukai rokok elektrik (vape) di Indonesia telah dijalankan oleh pelaksana program sesuai dengan kebijakan yang telah ditetapkan. Namun, dalam kebijakan tersebut harus dilakukan beberapa perubahan mengingat kebijakan ini belum berhasil menjawab tujuan awal karena konsumsi terhadap rokok elektrik terus meningkat. Dalam pengimplementasiannya, adapun upaya yang dilakukan oleh Direktorat Jenderal Bea dan Cukai dalam menghadapi tantangan pengimplementasian kebijakan cukai rokok elektrik (vape), salah satunya peredaran liquid vape ilegal, dengan dilakukannya pengawasan melalui luar jaringan (Luring) dengan Operasi Gempur maupun dalam jaringan (Daring) dengan cyber crawling.

The e-cigarette excise policy was established to control the consumption of e-cigarettes (vape) in Indonesia. E-cigarettes (vape) need to be controlled because they can produce negative externalities for consumers' health and those around them. The situation is made worse by the fact that the majority of e-cigarette consumers are teenagers and finding that shown there are illegal vape liquids mixed with narcotic products. This study will discuss the implementation of the e-cigarette excise policy in Indonesia along with the obstacles and challenges experienced by the Directorate General of Customs and Excise as the program implementer. The method used in this study is post-positivist by in-depth interview as the data collection technique and literature study. In this study, it was found that program implementers had carried out the implementation of the e-cigarette excise policy in Indonesia under established policies. However, some changes must be made in this policy, considering that this policy has not succeeded in achieving its initial goal because the consumption of e-cigarettes continues to increase. In its implementation, there are efforts made by the Directorate General of Customs and Excise in dealing with the challenges of implementing the e-cigarette (vape) excise policy, one of which is the circulation of illegal vape liquids, by conducting supervision through outside the network (offline) using Operation Gempur and within the network (online) using cyber crawling."

ABSTRAK

Vapers (pengguna vape) tidak hanya melihat vape dari nilai guna utamanya saja, yaitu sebagai alternatif pengganti rokok konvensional. Mereka juga melihat vape dari sisi nilai estetisnya. Salah satu alasannya adalah, karena vape yang sebenarnya diperuntukkan kepada para perokok, ternyata bisa membuat tertarik orang-orang yang bukan perokok. Hasil dari penelitian ini memperlihatkan bagaimana proses ekspansi produk vape yang merupakan hal baru, sehingga bisa diterima oleh masyarakat. Selain itu penelitian ini juga menjelaskan tentang bagaimana para penggunanya tidak hanya melihat vape dari nilai gunanya saja melainkan dari nilai estetisnya berdasarkan merk, model, dan keaslian barang melalui perspektif budaya konsumen Featherstone. Vape juga dijadikan sebagai gaya hidup konsumen. Hal tersebut dapat dilihat dari kesadaran untuk memperbaiki diri, mobilitas sosial dan perubahan diri para penggunanya. Penelitian ini menggunakan metode kualitatif dan teknik pengumpulan datanya adalah wawancara serta observasi mendalam.

ABSTRACT

 

Vapers (vape users) do not only value vaping as a alternative to the traditional cigarettes. However, people also view vaping from its aesthetic point of view. One of the main reasons of vaping. This research has indicated how this new product has been successfully expanded to be accepted by community. Moreover, this study also explains of how vapers view vaping not only from it main values but also from it aesthetic values base on brands, models, and the authenticity products based on the consumer culture Featherstone point of view. Vape is also used as a consumer culture lifestyle as users becoming more aware of improving themselves, social mobility, and self-changes of users. This research uses qualitative methods and in-depth interview as the data collection technique as well as observation.

"Besarnya peran industri alas kaki dalam meningkatkan nilai ekspor Indonesia telah menjadi perhatian akhir-akhir ini. Tiap tahunnya nilai ekspor industri alas kaki terus meningkat dan telah menjadi rancangan strategis bagi perekonomian negara. Indonesia memiliki peluang untuk terus mengembangkan pangsa pasar industri alas kaki di pasar global. Namun seiring permintaan pasar global akan produk alas kaki, jumlah kompetitor yang bersaing pada pasar tersebut juga terus bertambah dengan Tiongkok sebagai pemain yang paling dominan. Agar dapat terus bersaing pelaku industri alas kaki harus meningkatkan daya saingnya. Penelitian ini berfokus pada pengelolaan risiko yang mungkin timbul pada proses pengembangan produk baru pada industri alas kaki dengan menggunakan studi kasus PT Brodo Ganesha Indonesia agar dapat meningkatkan daya saing produk alas kaki buatan Indonesia.
Penelitian ini menggunakan metode baru yaitu House of Risk sebuah metode yang dikembangakan dari metode Failure Mode Effect Analysis dan House of Quality. Metode ini tidak hanya memberikan gambaran risiko yang terdapat pada proses pengembangan produk baru namun juga menjelaskan strategi untuk memitigasi risiko tersebut. Hasil dari penelitian ini menunjukan risiko-risiko yang terdapat pada proses pengembangan produk baru pada industri alas kaki beserta strategi untuk memitigasi risiko-risiko tersebut. Diharapkan hasil dari penelitian ini dapat digunakan sebagai rekomendasi untuk perusahaan-perusahaan yang bergerak di industri alas kaki dalam melakukan manajemen risiko pada proses pengembangan produk barunya.

The growing footwear industry has been one of the strategic industry that the Indonesian government put focus on in order to enhance the nation economy. Each year the footwear industry economic value is escalating and significantly contribute to the national non-mineral export. Due to the robust growth of global market demand, Indonesia have a vast opportunity to further enhance it's footwear global market share. However the number of competitors in the footwear global industry are also increasing with China as the market leader. Hence, to compete in the global footwear industry, business owner have to increase its competitiveness. This study is focused on the risk management during the new product development process in the footwear industry as to increase their competitive advantage using PT BGI as a study case.
The method for this research is house of risk(HOR), a new method adopted from the well-know failure mode effect analysis and house of quality.The method is focused on giving a proactive strategy to mitigate the identified risk. The outcome of this research are list of risk that found in the new product development process and the strategy to mitigate those risk involve. This research is design for footwear industry business owner as a benchmark to used in their product development process with the aim of more efficient new product development.

"Penelitian ini bertujuan untuk menguji secara empiris dampak kewirausahaan strategis dan proses inovasi terhadap kinerja perusahaan dalam studi kasus perusahaan usaha rintisan di sektor industri kreatif dalam lingkungan bisnis yang dinamis dan kompleks. Sampel penelitian ini adalah perusahaan usaha rintisan di sektor industri kreatif yang tersebar di Jakarta, Bogor, Depok, Tangerang, Bekasi dan Bandung dalam bidang industri kreatif di Indonesia. Koleksi data dilakukan dengan metode convenience sampling. Pengumpulan data dilakukan dengan kuesioner online disebarkan melalui surel, dan media sosial (Whatsapp dan telegram) sebanyak 84 item pernyataan. Metode statistik menggunakan Analisis Deskriptif Excel/SPSS dan Analisis Inferensial SEM PLS, dengan pengujian hipotesis uji t-statistik.
Hasil penelitian menunjukkan secara keseluruhan dengan analisis SEM PLS tidak signifikan semua, namun faktor-faktor eksplorasi peluang kewirausahaan berkorelasi positif dengan semua dimensi kinerja inovasi perusahaan melalui uji parsial sedangkan proses inovasi terfragmentasi. Implikasi yang dapat disampaikan kepada manajerial adalah memanfaatkan komunitas inkubasi sebagai sumber pendanaan dan pelatihan maupun jejaring inovasi yang aktif memberikan pelatihan dan workshop membangun kolaborasi antar anggota guna hilirisasi karya-karya inovasi untuk mencapai kinerja.

This study aims to empirically examine the impact of strategic entrepreneurship and the innovation process on firm performance in case studies of startup businesses in the creative industry sector in a dynamic and complex business environment. The sample of this research is startups companies in the creative industry sector which are spread in Jakarta, Bogor, Depok, Tangerang, Bekasi and Bandung in the field of Indonesia`s creative industry. Data collection was done by convenience sampling method. Data collection was carried out with an online questionnaire distributed via email, and social media (Whatsapp and telegram) totaling 84 items. Statistical tools used are Excel/SPSS for Descriptive Analysis and SEM PLS for Inferential Analysis, hypotheses tested by measure t-statistical value.
The results showed that overall with SEM PLS are not significant but from bivariate test showed that all the factors of opportunity seeking have a positive relationship with firm innovation performance with all its dimensions, while innovation process is fragmented. The implications that can be conveyed to managers are utilizing the incubation community as a source of funding and training and innovation networks that actively provide training and workshops to build collaboration between members to downstream innovation works to achieve performance.
