"Tulisan ini akan membahas mengenai hibridasi nilai liberal dan nilai komunitarian
dalam penerapan konsep Knowledge Economy Bank Dunia melalui proyek
reformasi pendidikan tinggi di Indonesia. Globalisasi mendukung terciptanya
pemahaman akan kian pentingnya pengetahuan untuk mendukung perekonomian
suatu negara. Melalui konsep Knowledge-Based Economy (KBE), institusi
internasional seperti Bank Dunia menangkap peluang berinvestasi dalam sektor
yang penting dalam produksi ilmu pengetahuan, yakni pendidikan tinggi. Bank
Dunia merancang strategi reformasi pendidikan tinggi untuk kemudian diterapkan
di sejumlah negara berkembang seperti Argentina, Guinea, Romania, Chile,
Tunisia, Vietnam, Yordania, Mozambique, Sri Lanka, Ethiopia, dan Indonesia.
Meski dikatakan sebagai bentuk new economy yang menjanjikan terbukanya
peluang bagi negara-negara miskin dan berkembang untuk mencapai kemajuan
melalui produksi pengetahuan, KBE tak ubahnya sebagai bentuk baru kapitalisme
ekonomi di abad 21. Strategi reformasi pendidikan tinggi merupakan bentuk
neoliberalisme ekonomi yang mendorong pemerintah untuk melakukan
desentralisasi, privatisasi, dan komersialisasi sektor pendidikan tinggi di negaranya.
Melalui liberalisasi pendidikan tinggi, status pendidikan tinggi sebagai barang
publik berubah menjadi barang ekonomi. Meski di negara yang landasannya
bertentangan dengan nilai liberal, seperti Indonesia, penerapan konsep Knowledge
Economy Bank Dunia tetap menyebabkan terjadinya liberalisasi pendidikan tinggi
dalam batas toleransi tertentu melalui kebijakan yang merupakan hasil kompromi
atas tarikan kepentingan global yang membawa nilai liberal dan kepentingan lokal
yang menganut nilai komunitarian

This paper will discuss about the hybridization of liberal and communitarian value
in the implementation of World Banks Knowledge-Economy concept through
higher education reform projects in Indonesia. Globalization supports the
understanding of the importance of knowledge for the economic growth. By
Knowledge-Based Economy (KBE) concept, the international institutions like the
World Bank catches investment chances in an important sector to produce
knowledge, known as higher education. The World Bank in advance composes
higher education reforms project in several developing countries like Argentina,
Guinea, Romania, Chile, Tunisia, Vietnam, Jordan, Mozambique, Sri Lanka,
Ethiopia, and Indonesia. Although it is said as a New Economy which is promised
to open more chances for poor and developing countries to achieve development by
producing knowledge, KBE even appears as a new face of capitalism in 21st
century. Higher Education Reform Strategy is a form of neoliberalism economics
which makes the government pursue decentralization, privatization and higher
education commercialization in its country. Higher education liberalization makes
the change of the status of higher education from public to economic goods.
Although there are countries that principally not a liberal country, like Indonesia,
World Bank Knowledge Economy concept implementation still succeed to
liberalize higher education sector in that country within certain tolerance limits
through policies that are the result of compromises on the push-pull of the global
interest (that bring liberal values) and local interest (that adhere to communitarian
values)."

"ABSTRAK
Globalisasi pendidikan telah membuka ruang interaksi yang semakin intensif antara pemerintah suatu negara dengan institusi internasional seperti Bank Dunia. Di Indonesia, Bank Dunia berperan dalam mengarahkan haluan kebijakan pendidikan tinggi di Indonesia melalui serangkaian preskripsi kebijakan. Skripsi ini mempertanyakan dorongan Pemerintah Indonesia untuk menerima preskripsi reformasi pendidikan tinggi meskipun Pendidikan Tinggi kerapkali diposisikan sebagai infant industry bagi negara berkembang. Untuk menjawab pertanyaan tersebut, skripsi ini menggunakan kerangka teori discursive institutionalism dan policy borrowing. Oleh sebab itu, skripsi ini menelaah beragam preskripsi Bank Dunia yang diturunkan ke dalam diskursus-diskursus Pemerintah Indonesia pada proses identifikasi kepentingan, konstruksi kebijakan, dan legitimasi kebijakan. Skripsi ini menunjukkan bahwa gagasan new paradigm dan knowledge economy yang berorientasi pada peningkaan daya saing berperan penting dalam mendorong Pemerintah Indonesia untuk melakukan reformasi pendidikan tinggi pasca krisis finansial 1997. Implikasi dari reformasi ini adalah perubahan cara melihat pendidikan dari pendidikan sebagai barang publik menjadi pendidikan sebagai barang privat. Kajian ini berguna untuk mengkaji bagaimana struktur memengaruhi agen di mana Bank Dunia memengaruhi Pemerintah Indonesia.

ABSTRAK
The globalization of education has opened an increasingly intensive interaction space between the governments of a country with international institutions such as the World Bank. In Indonesia, the World Bank plays a role in guiding the policy direction of higher education in Indonesia through a series of policy prescriptions. This thesis questioned the Indonesian Government s decision to receive a prescription for higher education reform although higher education is often positioned as an infant industry for developing countries. To answer the question, this thesis uses discursive institutionalism and policy borrowing theory. Therefore, this thesis examines the various World Bank prescriptions that are derived into Indonesian Government discourses on the process of identifying interests, policy constructs, and policy legitimacy. This thesis shows that the idea of new paradigm and knowledge economy oriented towards the enhancement of competitiveness play an important role in encouraging the Indonesian Government to undertake higher education reforms after the 1997 financial crisis. The implications of this reform are the change in how education is seen from education as public goods into education as private goods . This review is useful for assessing how structures affect agents in which the World Bank influences the Indonesian Government."

"Masalah produktivitas penelitian, khususnya di Indonesia dapat dikatakan masih belum ideal dan diperlukan motivasi yang tinggi untuk mengoptimalkan jumlah publikasi ilmiah. Lemahnya produktivitas penelitian dosen bisa disebabkan oleh beberapa permasalahan yang dihadapi dosen dalam setiap tahapan kegiatan penelitian. Permasalahan mengenai produktivitas penelitian dapat diatasi melalui proses Knowledge Management (KM) yang baik. Proses penciptaan pengetahuan dimana dalam konteks institusi pendidikan tinggi adalah proses penciptaan karya ilmiah dapat ditangani melalui pemanfaatan teknologi informasi dan komunikasi terbaru, pengembangan strategi, model, teknik, metode dan sistem manajemen pengetahuan. Penelitian ini bertujuan untuk merancang prototipe Knowledge Management System (KMS) untuk mendukung kegiatan penelitian ilmiah di institusi pendidikan tinggi. Objek dari penelitian ini adalah Universitas PGRI Madiun, Universitas PGRI Kanjuruhan Malang, Universitas Pembangunan Nasional “Veteran” Jawa Timur dan Universitas Negeri Semarang. Untuk merancang prototipe KMS, dalam penelitian ini menggunakan metode SECI dan juga user centered design (UCD). Metode SECI digunakan untuk mengidentifikasi proses pengetahuan yang terdapat pada setiap kegiatan penelitian ilmiah. Perancangan prototipe KMS dilakukan dengan menggunakan aplikasi Figma. Terjadi proses iterasi sebanyak dua kali karena terdapat beberapa masukan dari stakeholder untuk perancangan prototipe tahap pertama. Tahap terakhir adalah melakukan evaluasi prototipe KMS yang telah dirancang. Evaluasi prototipe dilakukan dengan menggunakan pengukuran KMS Success Model. Hasil dari evaluasi prototipe menunjukkan bahwa setiap dimensi pada KMS Success Model memiliki nilai rata-rata yang tinggi. Hasil penelitian ini dapat menawarkan rekomendasi yang memungkinkan bagi regulator di institusi pendidikan tinggi untuk menggunakan prototipe KMS sebagai blueprint untuk mengembangkan KMS konkret berbasis website.

The problem of research productivity, especially in Indonesia, can be said to be still not ideal and high motivation is needed to optimize the number of scientific publications. The weak research productivity of lecturers can be caused by several problems faced by lecturers in each stage of research activities. Problems regarding research productivity can be overcome through a good Knowledge Management (KM) process. The process of creating knowledge which in the context of higher education institutions is the process of creating scientific work can be handled through the use of the latest information and communication technology, the development of strategies, models, techniques, methods and systems of knowledge management. This study aims to design a Knowledge Management System (KMS) prototype to support scientific research activities in higher education institutions. The objects of this research are PGRI Madiun University, PGRI Kanjuruhan University Malang, East Java "Veteran" National Development University and Semarang State University. To design a KMS prototype, this research uses the SECI method and also user centered design (UCD). The SECI method is used to identify the knowledge processes contained in every scientific research activity. The design of the KMS prototype was carried out using the Figma application. The iteration process occurred twice because there were several inputs from stakeholders for the design of the first stage prototype. The final stage is to evaluate the KMS prototype that has been designed. Prototype evaluation was carried out using the KMS Success Model measurement. The results of the prototype evaluation show that each dimension in the KMS Success Model has a high average value. The results of this study can offer recommendations that make it possible for regulators in higher education institutions to use the KMS prototype as a blueprint for developing concrete web based KMS."

"The aim of this research is to find the relationship between the attitude toward
education inclusive and teacher teaching strategy, as well as comparison of
attitudes toward inclusive education and teaching strategies in the inclusive
private and public middle school teacher. The sample in this study as many as 59
respondents with non probability sampling. This research using measuring
instrument MATIES VI and BCSQ VI. The results of this research did not find
differences in attitude in the inclusive public and private Junior High School
teacher, as well as teaching strategies in the inclusive private and public junior
high school teacher. The research also not find the existence of a significant
relationship between attitudes towards inclusive education with teaching strategies
in Inclusive Private middle school teacher. However, in the inclusive middle
school teachers found some related components on attitudes towards inclusive
education with teaching strategies. Suggestions that given for further research are
expanding the number of respondents and the school, considering the time of data
collection, include a method of observation and interviews, and reexamine the
validity of the measuring instrument.

Penelitian ini dilakukan dengan tujuan mencari adanya hubungan antara sikap terhadap pendidikan inklusif dan strategi pengajaran guru, serta perbandingan sikap terhadap pendidikan inklusif dan strategi pengajaran pada guru SMP Swasta dan Negeri Inklusif. Sampel dalam penelitian ini sebanyak 59 responden dengan teknik non probability sampling. Penelitian ini menggunakan alat ukur MATIES VI dan BCSQ VI sebagai instrumennya. Hasil penelitian tidak menemukan adanya perbedaan sikap pada guru SMP Negeri dan Swasta Inklusif serta strategi pengajaran pada guru SMP Swasta dan Negeri Inklusif. Penelitian ini juga tidak menemukan adanya hubungan yang signifikan antara sikap terhadap pendidikan inklusif dengan strategi pengajaran pada guru SMP Swasta Inklusif. Pada guru SMP Negeri Inklusif ditemukan beberapa komponen yang berhubungan pada sikap terhadap pendidikan inklusif dengan strategi pengajaran. Saran yang diberikan untuk penelitian selanjutnya antara lain memperbanyak jumlah responden dan sekolah, mempertimbangkan waktu pengambilan data, menyertakan metode observasi dan wawancara, dan menguji ulang validitas alat ukur."

"Studi ini menetengahkan transformasi pembangunan persekolahan di Kabupaten Timor Tengah Selatan melalui penguatan Teknologi Informasi dan Komunikasi (TIK/ICT). Disadari bahwa pembangunan persekolahan di kabupaten tersebut masih jauh tertinggal. Oleh karena itu, ICT dianggap sebagai media zaman untuk membantu mengakselerasi transformasi pembangunan persekoloahan di daerah ini. Dalam core teori transformasi pendidikan pada model pembelajaran di abad 21 melalui kontribusi teknologi dan mempertimbangkan situasi problematika sosial, maka penulis menggunakan Soft System Methodology (SSM) sebagai penuntun bagi masalah problematik tersebut.
Penulis mengembangkan penelitian di Kabupaten Timor Tengah Selatan dengan melibatkan sembilan (components) sekolah sebagai lokus penelitian. Melalui interview/ diskusi secara formal maupun informal dan juga studi literatur, maka penulis menemukan sejumlah situasi problematis tentang pembangunan persekolahan melalui penguatan ICT. Dengan mengadaptasikan teori NIES dalam kerangka kerja model systems thinking yang dikategorikan dalam tiga level yaitu makro (institutional) level yang meliputi sistem aktifitas tentang peraturan daerah tentang pendidikan dan sistem optimasi anggaran pendidikan di daerah bagi pembangunan persekolahan; kemudian meso (organizational) level yang meliputi sistem aktivitas pada manajemen sekolah, kepemimpinan sekolah, dan teknologi pendidikan; serta mikro (individual/operational) level sebagai sentra dari pengembangan ICT sekolah yang meliputi sistem aktifitas kompetensi guru.
Selanjutnya, melalui perbandingan dan debating, maka penulis mengimpulkan bahwa pembangunan persekolahan bagi penguatan ICT di daerah tersebut masih mengalami berbagai kelemahan diantaranya sumberdaya dari makro level sampai pada mikro level. oleh karena itu, direkomendasikan agar dikembangkan koordinasi dan komunikasi antar berbagai pihak bagi perubahan melalui komitmen yang sama dengan terus melakukan proses bottom-up and top-down bagi penguatan ICT berbasis sekolah (school-based ICT) di sekolah berdasarkan kebutuhan pembangunan pendidikan pada pembelajaran di abad 21.

This study perpetuates transformation of schools development in South Central Timor Regency by strengthening Information and Communication Technology (ICT). Schools development of this Regency are still left behind. So, ICT is considered as current media to accelerate and help transforming schools development in the region. The core theory of transformation in education of this 21st century learning model over the contribution of technology and considering this social problematic situation, then, the writer develops Soft System Methodology (SSM) as a guide for solving this problem interest as well.
The writer develops research in educational chamber of South Central Timor Regency included nine selected schools as locus of study. Through formal and informal interview/ discussions and literary study, the writer found kinds of real world problematic situations about schools development to strengthening ICT. Then, by adapting NIES theory in framework model of systems thinking which are categorized into three levels as macro (institutional level) which covers activity system of educational local regulation and optimum budgeting for schools development; Mezzo (organizational) level which covers school management, school leadership, technology in education and the micro (individual/operational) level as the center of ICT development which involves school teachers competences.
Over the comparison and debating, the writer concludes that schools development to strengthening ICT still bears kinds of shortcomings in resources from macro through micro levels. So, the writer suggests to develop coordination and communication among parts for improvement through the same commitment to keep up bottom-up and top-down procession in order to strengthen school-based ICT around schools based on the need of educational development in this 21st century learning."

"Kajian ini tentang penyempurnaan proses implementasi Evaluasi Diri Sekolah (EDS) dalam rangka penjaminan dan peningkatan mutu pendidikan di Kabupaten Belitung dengan menggunakan kerangka teori kebijakan sebagai sebuah hirarki yang dikemukakan oleh Bromley (1989) melalui pendekatan Soft Systems Methodology (SSM). Penyempurnaan ini meliputi tiga tataran, yaitu tataran kebijakan, tataran organisasi, dan tataran operasional.
Pada tataran kebijakan dihasilkan peraturan daerah (Perda) sebagai dasar hukum penyelenggaraan pendidikan di daerah. Pada tataran organisasi dihasilkan sistem Monitoring terhadap Sekolah oleh Pemerintah Daerah (MSPD) dengan tujuan melaksanakan monitoring terhadap jalannya proses implementasi EDS di satuan pendidikan sehingga dapat berjalan sesuai dengan prosedur yang telah ditetapkan, dan untuk selanjutnya MSPD membuat pemetaan mutu pendidikan di daerah.
Pada tataran operasional dihasilkan dua sistem, yaitu 1). Membentuk Tim Pengembang Sekolah (TPS) tujuannya adalah melakukan pengisian instrumen EDS secara obyektif, jujur dan transparan, 2). Menyusun Pakta Integritas Sekolah (PIS) dengan maksud agar dapat terbangun kesepahaman dan kesepakatan warga sekolah, sehingga dapat memberikan kontribusi positif bagi pelaksanaan EDS di satuan pendidikan. Dengan demikian diharapkan penjaminan dan peningkatan mutu pendidikan di kabupaten Belitung dapat terwujud.

The review is about the implementation of the School Self Evaluation (SSE) in order to the Education Quality Assurance and Improvement System (EQAIS) in the district of Belitung by using the theoretical framework of the policy process as a hierarchy by Bromley (1989) approach through Soft Systems Methodology (SSM). This enhancement includes three levels, namely the policy level, the organizational level and operational level.
At the policy level conducted studies on how local governments provide support or strengthening the implementation of the SSE in the educational unit that SSE program which is the only gateway to education quality assurance system to run smoothly and be a requirement for education units to carry it out. At the organizational level studies conducted on the role of school monitoring by district (SMD) in monitoring process through the implementation process of SSE can be run in accordance with established procedures, and than mapping the quality of education in the area.
At the operational level produced two systems, namely 1). Forming a school development team (SDT) to make the SSE process charging instrument more objective, honest and transparent, 2). Formulating a integrity pact school (IPS) in order to how to develop a common understanding and agreement of the school community so as to contribute to the implementation of SSE in the education unit. It is expected the underwriting process of education quality assurance and improvement system in the district Belitung can be realized.
