Pada karya tulis ini dijelaskan sebuah proses broadcasting menggunakan solusi aplikasi-aplikasi open-source dan implementasi low-cost cloud services yang fleksibel. Solusi infrastruktur live broadcasting secara komersial memiliki keterbatasan seperti cost mulai dari biaya perangkat belum lagi perangkat tersebut dapat bersifat proprietary. Konten diproses encode dengan standar H.264 yang ditransmisikan dengan protokol RTMP/HLS sebagai fungsi playback delivery hingga ke perangkat viewer. Dijelaskan juga proses capture dari konten yang diinginkan hingga menjadi media standar H.264 dengan encoder H.264. Dijelaskan pula unsur-unsur dari H.264 seperti konfigurasi Profil H.264 dan Level serta metrik lain seperti bitrate dan keyframe interval. Konten H.264 tersebut akan ditransmisikan dengan protokol RTMP/HLS dengan implementasi server RTMP/HLS menggunakan beberapa solusi cloud service. Lalu dengan menggunakan video player framework untuk mendukung playback pada berbagai macam viewer device. Open Broadcasting Software (OBS) digunakan sebagai implementasi encoder H.264 seperti X264 dan NVENC. Untuk implementasi server RTMP/HLS digunakan Simple-RTMP-Server (SRS) pada Google Cloud Platform atau dapat digunakan layanan live streaming cloud service dari Twitch.tv sebagai fungsi server RTMP/HLS. Konten pada server RTMP/HLS dapat ditonton dengan implementasi berbagai playback framework seperti VLC Media Player dan HTML5 HLS.JS. Berbagai solusi yang telah dibuat cukup stabil dengan standar deviasi dibawah 8% untuk usage seperti CPU, RAM dan GPU pada Host dan Server. Serta kestabilan bitrate dengan standar deviasi sekecil 400kbps dari Host serta Server

 


This paper describes a live broadcasting solution with open-source applications and low-cost cloud services. Commercial live broadcasting solutions have several drawbacks in cost and flexibility. Cost of proprietary hardware and software in a confined environment. Paper also describes the process capturing, content organizing and processing with H.264 encoder. Content will be encoded in H.264 standard which transmitted with RTMP/HLS protocol for playback delivery. H.264 also has detailed configuration such as H.264 Profiles and Levels alongside other metrics such as bitrate and keyframe interval. The H.264 encoded content will be transmitted with RTMP/HLS protocol which implemented in a RTMP/HLS server from a cloud service. A video player framework will be used to support playback over a lot of devices. Open Broadcasting Software (OBS) used to implement H.264 encoders such as X264 and NVENC. RTMP/HLS server implemented with Simple-RTMP-Server (SRS) on Google Cloud Platform, or a live streaming cloud service from Twitch.tv can be used instead as a RTMP/HLS server and delivery. Content from RTMP/HLS server can be played with several implementation of a playback framework such as VLC Media Player or HTML5 HLS.JS. Solutions made have a standard deviation under 8% for CPU, RAM and GPU usage in the Host and Server. Bitrate stability is also present with standard deviation as low as 400kbps in the Host and Server.

"Penelitian dilakukan dengan tujuan untuk menggambarkan kebijakan digitalisasi penyiaran televisi setelah ditetapkannya Undang-Undang Nomor 11 Tahun 2020 Tentang Ciptakerja. Desain kebijakan mencoba untuk melihat perancangan konsep kebijakan yang dibangun serta praktik untuk mewujudkan tujuan kebijakan digitalisasi penyiaran. Peneliti menggunakan pendekatan kualitatif dengan jenis penelitian studi literatur. Peneliti melakukan penelusuran terhadap berbagai sumber data sekunder yang kemudian diolah untuk di deskripsikan kedalam bentuk studi literatur. Peneliti melakukan analisis data yang didasarkan pada teori desain kebijakan oleh Birkland (2015) yang difokuskan pada empat eleman desain kebijakan, yaitu tujuan, teori kausal, instrumen, dan proses implementasi kebijakan. Hasil penelitian menunjukkan bahwa kebijakan digitalisasi penyiaran televisi seharusnya dirumuskan secara holistik dan implementasinya melibatkan dukungan dari para pemangku kepentingan. Desain kebijakan digitalisasi penyiaran televisi belum diimbangi dengan pemetaan teori kausal yang komprehensif sehingga instrumen dan proses implementasi kebijakan belum sepenuhnya dipersiapkan untuk membangun industri penyiaran dan masyarakat untuk beralih ke televisi digital. Untuk mensukseskan peralihan teknologi digital diperlukan pemetaan strategi industri yang berorientasi masa depan dan melindungi kebutuhan publik, peningkatan dukungan insentif pemerintah, serta keterlibatan secara inklusif dari institusi pemerintah baik pusat dan daerah, serta institusi non-pemerintah daerah dalam proses transisi

The research was conducted with the aim of describing the policy of digitizing television broadcasting after the enactment of Law Number 11 of 2020 concerning Job Creation. Policy design tries to look at the design of policy concepts that are built and practices to realize the policy objectives of broadcasting digitization. The researcher uses a qualitative approach with the type of literature study research. Researchers conducted searches on various secondary data sources which were then processed to be described in the form of a literature study. The researcher conducted a data analysis based on the policy design theory by Birkland (2015) which focused on four elements of policy design, namely objectives, causal theory, instruments, and policy implementation processes. The results of the study indicate that the policy of digitizing television broadcasting should be formulated holistically and its implementation involves the support of stakeholders. The policy design for television broadcasting digitization has not been balanced with a comprehensive causal theory mapping so that the instruments and policy implementation processes have not been fully prepared to build the broadcasting industry and the public to switch to digital television. To succeed in the digital technology transition, it is necessary to plan future-oriented industrial strategies, increase government incentive support, as well as inclusive involvement from both central and local government institutions, as well as local non-government institutions in the transition process."

"Di Indonesia implementasi secondary market pada lembaga penyiaran swasta televisi secara tidak langsung telah terjadi dalam bentuk pengalihan saham perusahaan sehingga Ijin Penyelenggaraan Penyiaran IPP yang didalamnya terdapat alokasi spektrum frekuensi radio ikut berpindahtangan. Dampaknya terjadi monopoli dan broker spektrum frekuensi radio, tidak ada manfaat untuk pemerintah dan membatasi pemilik modal yang potensial. Ini terjadi karena belum ada regulasi yang mengatur secondary market pada lembaga penyiaran swasta televisi di Indonesia. Oleh karena itu pada penelitian ini diharapkan menghasilkan usulan model implementasi secondary market pada lembaga penyiaran swasta.Dalam penelitian ini usulan model secondary market diperoleh dengan benchmarking implementasi secondary market di Amerika Serikat, Australia, Guatemala dan Selandia Baru. Untuk menentukan parameter penilaian dilakukan Indepth Interview dengan stakeholder dalam industri penyiaran. Selanjutnya untuk memberikan penilaian yang rinci dan sistematis terhadap potensi dampak dari usulan model dan mencapai tujuan yang diinginkan dari aspek manfaat, biaya dan efeknya maka dianalisa menggunakan metode Regulatory Impact Analysis RIA .
Dalam penelitian ini diperoleh 3 usulan model secondary market yaitu model status quo tidak ada secondary market , model secondary market dengan mekanisme langsung dan model secondary market dengan mekanisme melalui badan pengawasan independen. Setelah dinilai dari aspek biaya dan manfaat dengan metode Plus-Minus Implication PMI didapatkan hasil model 1 mendapatkan nilai -10, model 2 mendapatkan nilai -2 dan model 3 mendapatkan nilai = 8, sedangkan dengan metode Multi Criteria Analysis MCA didapatkan hasil model 1 mendapatkan nilai 129, model 2 mendapatkan nilai 239 dan model 3 mendapatkan nilai = 180.Hasil analisis RIA terhadap 3 usulan model secondary market, usulan 3 dipilih sebagai opsi terbaik berdasarkan keunggulan penilaian dari parameter penataan spektrum frekuensi, pengendalian spektrum, kompetisi dan transparansi yang dapat mencegah monopoli spektrum frekuensi radio serta dari sisi konten yang isinya lebih beragam dengan adanya pengawasan dari badan independen dalam proses secondary market.

Secondary market has been implemented in Indonesia television private broadcasting institutions indirectly by stock acquisition including Ijin Penyelenggaraan Penyiaran IPP and allocation of radio frequency spectrum. The impacts is spectrum monopoly and no benefit for government. This happens because there are no regulations governing the secondary market in Indonesia television private broadcasting institutions. Therefore, this research is expected to produce proposal of secondary market implementation model at private broadcasting institution .The proposed secondary market model obtained by benchmarking the implementation of secondary markets in the United States, Australia, Guatemala and New Zealand. To determine the assessment parameters conducted Indepth Interview with stakeholders in the broadcasting industry. To provide a detailed and systematic assessment of the potential impact of the proposed model and to achieve the desired objectives from the aspects of benefits, costs and effects it is analyzed using the method of Regulatory Impact Analysis RIA.
This research proposed 3 secondary market model that is status quo model no secondary market , direct secondary market model and secondary market model through independent agency. After assessed from cost and benefit aspect with Plus Minus Implication PMI method, the result of model 1 get value 10, model 2 get value 2 and model 3 get value 8, whereas with Multi Criteria Analysis MCA method model 1 get value 129, model 2 get value 239 and model 3 get value 180.After analyzed by RIA method, the secondary market model through independent agency choosed as the best option based on the superiority of the assessment of frequency spectrum arrangement parameters, spectrum control, competition and transparency that can prevent the radio frequency spectrum monopoly as well as from a more diverse content side with the supervision of independent bodies in the secondary market process

"ABSTRAK
Data survei, laporan, serta deliverables dan informasi yang diperoleh oleh perusahaan subsea survey services dapat disusun menjadi sebuah basis data proyek. Informasi terkait proyek ini merujuk ke berbagai data yang dapat digunakan oleh tim proyek serta manajer proyek untuk mengumpulkan data dan informasi terkait proyek untuk memberikan wawasan dan latar belakang memadai bagi tim untuk melakukan pengambilan keputusan terutama pada fase perencanaan proyek. Salah satu cara untuk mengembangkan basis data ini agar dapat disajikan lebih efektif dan efisien yaitu dengan mengimplementasikan Knowledge Management (KM) dan Sistem Informasi Geografis (GIS). Strategi implementasi KM dan GIS ini akan dicari dengan menentukan indikator-indikator yang dapat menjadi strategi penerapan KM dan GIS pada manajemen basis data proyek. Sebuah sistem informasi data proyek berbasis spasial akan dikembangkan dan dilihat dampaknya terhadap kinerja pengambilan keputusan di perusahaan. Pengguna dari berbagai level di perusahaan juga dapat menggunakan sistem informasi dengan mudah dan cepat. Pada penelitian ini, indikator-indikator strategi implementasi KM dan GIS dicari dengan melakukan survei dan diolah dengan menggunakan analisis PLS-SEM serta analisis kepentingan-performa. Uji coba sistem informasi sederhana juga dilakukan untuk melihat pengaruhnya terhadap kinerja pengambilan keputusan di perusahaan. Dari analisis data, didapatkan bahwa manajemen basis data non-spasial berpengaruh terhadap tiga proses KM pertama yaitu knowledge creation, knowledge storage, dan knowledge transfer. Sedangkan proses knowledge application dipengaruhi manajemen basis data non-spasial dengan bantuan tools GIS. Sistem informasi yang dibuat juga membantu dari segi efektivitas kontrol waktu dalam melakukan kinerja pengambilan keputusan di perusahaan subsea survey services.

ABSTRACT
Survey data, reports, and deliverables and information acquired by subsea survey services company can be compiled into a project database. Information related to the projects refer to various data which can be used by the project team and project managers to collect data and information related to the project to provide sufficient comprehension and background for the team to make decisions, especially in project planning phase. One way to develop this database so that it can be presented more effectively and efficiently is by implementing Knowledge Management (KM) and Geographic Information Systems (GIS). KM and GIS implementation strategy will be pursued by determining indicators that can be used as KM and GIS implementation strategy in project database management. A spatial-based project data information system will be developed and seen its impact on the performance of decision making in the company. Users of various levels in the company can also use information systems easily and quickly. In this study, indicators of KM and GIS obtained by conducting surveys and processed using PLS-SEM analysis and importance-performance analysis (IPA). A simple information system prototype was also created to see its effect on the decision-making performance in the company. From the data analysis, it was found that the non-spatial database management influenced the first three KM processes: knowledge creation, knowledge storage, and knowledge transfer. While the knowledge application process is influenced by non-spatial database management with GIS. The information system created also helps in terms of the effectiveness of time control in achieving decision-making performance in the subsea survey services company."

proposed a linear discriminant analysis (LDA) based a four level matching model for service selection based on QoS parameters,
which includes description matching of a service, matchmaking phase, LDA-based QoS matching and ranking. The LDA-service
selection agent is deployed on each cloud to classify services into classes and
rank the services based on the aggregate QoS value of each service. Finally,
the test results show the efficiency in service selection with minimal
discovery overhead, significant reduction in the computation time and the
number of candidate services to be considered."

"Corporate Financialization merupakan fenomena di mana peran industri keuangan dalam perekonomian semakin meningkat, menggeser peran perdagangan dan produksi komoditas. Penelitian ini bertujuan untuk menganalisis pengaruh penerapan Environment , Social, and Governance (ESG) terhadap corporate financialization pada perusahaan non-keuangan yang terdaftar di Bursa Efek Indonesia (BEI) selama periode 2015-2019. Corporate financialization diukur dengan rasio aset keuangan per total aset. Penelitian ini melibatkan 33 perusahaan sektor non-keuangan yang telah terdaftar di BEI. Hasil temuan penelitian ini menunjukkan bahwa penerapan ESG secara keseluruhan, maupun pada dimensi environment, social, dan governance, memiliki pengaruh negatif namun tidak signifikan terhadap corporate financialization pada perusahaan non-keuangan di BEI selama periode 2015-2019. Hal ini menunjukkan bahwa aspek-aspek ESG yang dinilai dalam penelitian ini tidak secara signifikan mempengaruhi tingkat corporate financialization perusahaan non-keuangan di Indonesia.

Corporate Financialization is a phenomenon in which the role of the financial industry in the economy is increasing, shifting the role of trading and commodity production. This study aims to analyze the effect of implementing Environment, Social, and Governance (ESG) on corporate financialization in non-financial companies listed on the Indonesia Stock Exchange (IDX) during the 2015-2019 period. Corporate financialization is measured by the ratio of financial assets to total assets. This research involved 33 non-financial sector companies that have been listed on the IDX. The findings of this study indicate that the application of ESG as a whole, as well as on the environmental, social, and governance dimensions, has a negative but not significant effect on corporate financialization in non-financial companies on the IDX during the 2015-2019 period. This shows that the ESG aspects assessed in this study do not significantly affect the level of corporate financialization of non-financial companies in Indonesia."
