"Sengketa perebutan Kepulauan Spratly merupakansengketa multilateral antara Cina, Vietnam, Taiwan,Filipina, Malaysia, dan Brunei. Keenam negara tersebutmemperebutkan kepemilikan terhadap Kepulauan Spratly yangterletak di Laut Cina Selatan, baik untuk seluruhnya maupunsebagian saja. Salah satu cara untuk melakukan pembicaraanterhadap masalah-masalah dan klaim-klaim yang terkaitdengan sengketa Kepulauan Spratly adalah melalui WorkshopOn Managing Potential Conflicts In The South China Sea yangdiselenggarakan atas inisiatif Indonesia. Dalam hal iniworkshop yang dibahas adalah workshop periode tahun 1990-2005. Workshop tersebut tidak hanya dihadiri oleh parapartisipan dari negara-negara yang bersengketa, tetapi juganegara-negara lainnya dalam lingkup regional Asia Tenggara.Tujuan dari dilaksanakannya workhop ini adalah mengubahpotensi konflik yang terjadi di Kawasan Laut Cina Selatanmenjadi bentuk-bentuk kerjasama di antara pihak-pihak yangbersengketa untuk meningkatkan rasa saling percayakhususnya diantara para pihak yang bersengketa. Sehinggadengan workshop ini konflik yang ada diantara para pihakyang bersengketa dapat dikelola menjadi kerjasama-kerjasamayang menguntungkan di wilayah Laut Cina Selatan. Kerjasamakerjasamayang sudah disepakati meliputi bidang-bidangseperti berikut: Marine Scientific Research; MarineEnvironmental Protection; Safety of Navigation Shipping AndCommunication; Resource Assessment and Ways of Development.Sedangkan terhadap masalah teritorial dan yurisdiksionaldiharapkan dari kerjasama-kerjasama yang sudah dilaksanakanpada akhirnya dapat diperoleh suatu penyelesaian sengketayang disetujui oleh masing-masing pihak."
