"ABSTRAK
The low educational level of the government employees at the State Civil Service and Human Resources Development Agency of Biak Numfor Regency in Papua Province affects the quality of public services which was far from the society's expectations. The development of competence that has been given so far had not been able to change the primal aspects of the government employees. Therefore, the development of competence provided must touch the large and varied cultural diversity that leads to the improvement of knowledge, capability, and skills to generate better performance and services. This study aims to analyze the development of the government employees' competence at the State Civil Service and Human Resources Development Agency of Biak Numfor Regency, Papua Province. The method used in this research was descriptive research with a qualitative approach. Primary data was collected through observation, interviews and Focus Group Discussion (FGD): the respondents were the government employees in the State Civil Service and Human Resource Development Agency of Biak Numfor Regency, Papua Province. Secondary data were obtained through documentation studies. The data were analyzed using interactive models. The results showed that the process of developing the socio-cultural competence of the government employees in the State Civil Service and Human Resource Development Agency of Biak Numfor Regency, Papua Province was through: 1) BIMTA (Mental and Spiritual Guidance), 2) JUMAT BELI (Friday clean environment program), 3) Leadership Advice through meetings and assembly, 4) Education and Training, which still need to be improved such as providing special program through education and training, seminars, courses, and upgrading related to socio-cultural competence to encourage them to have national insights with a pluralistic society in terms of religion, ethnicity, culture, and able to adapt and communicate effectively, empathetically, and politely among employees and the society."

"Pengamatan keanekaragaman jenis teripang telah dilakukan di wilayah perairan pesisir desa Pai dan desa Imbeyomi di Perairan Padaido, Biak Numfor. Pengambilan contoh dikerjakan dengan menggunakan transek kuadran ukuran 1m x 1m sebanyak 3 garis transek. Sampling dan pengamatan mikrohabitatnya dilakukan dengan snorkling. Analisis terhadap struktur komunitas berdasarkan pada analisis kehadiran, keanekaragaman, dan kepadatan. Hasil yang diperoleh menunjukkan bahwa di dua lokasi tersebut terdapat 10 jenis teripang jenis Holothuria edulis, H. atra, dan H. nobilis melimpah.

Sea Cucumber Resources At Tanjung Pai Waters Padaido Biak Numfor Papua. Observation on sea cucumber diversity was carried out at coastal waters of Pai and Imbeyomi Islands in the Padaido Island Biak Numfor. Sampling was done by using a transect quadrant of 1 m x 1 m. This sampling and observation on its microhabitat were conducted by snorkling. Analyses on the sea cucumber community structure were based on its frequency of occurance, diversity, and density. The results showed that at both locations 10 species of sea cucumber were found where Holothuria edulis, H. atra, and H. nobilis were predominant common and more evenly distributed than the other species."

"Pewarisan Nilai Snap Mor pada Anak-anak dalam upaya Pelestarian Lingkungan di Kampung Madori Pulau Numfor. Pendekatan kualitatif dan jenis penelitian deskriptif. Hasil penelitian menyimpulkan bahwa proses pewarisan nilai Snap Mor pada anak-anak di kampung Mandori berjalan dalam konteks tradisi masyarakat Mandori pada lembaga-lembaga yang ikut mendukung pewarisan nilai dinataranya Adat, Agama (Gereja), Keluarga dan Pemerintah kampung. Anakanak ikut melestarikan tradisi suku dan sekaligus turut melestarikan lingkungan alam laut dalam bentuk aturan atau larangan serta pantangan yang diberlakukan pada tradisi Snap Mor di laut, sehingga tradisi budaya terjaga maka ikut menjaga tatanan ekosistem lainnya. Namun bertambahnya jumlah penduduk serta arus pembangunan yang makin berkembang menjadi tantangan yang dihadapi dalam pelaksanaan tradisi suku ditengah komunitas yang pada akhirnya tersisih dan meninggalkan tradisi tersebut.

Inheritance Value Snap Mor on Children in Environmental Conservation efforts in Madori village numfor. Qualitative approach and descriptive study. The study concluded that the process of inheritance Mor Snap value to the children in the village Mandori runs in the context of community traditions Mandori on the institutions supporting the inheritance value Indigenous, Religion (Church), family and village government. Children help preserve tribal traditions and also helped preserve the marine environment in the form of rules or restrictions as well as restrictions imposed on the tradition Snap Mor in the sea, so that the cultural tradition maintained then care for other ecosystems order. However, the increase of population and development growing flows into the challenges faced in the implementation of community amid tribal traditions that ultimately eliminated and leave the tradition."

"Tulisan ini akan menggambarkan bentuk-bentuk perubahan sosial budaya yang terjadi pada Orang Papua pasca lebih dari 10 tahun proyek Merauke Integrated Food and Energy Estate (MIFEE) diimplementasikan di Kabupaten Merauke, Provinsi Papua. Perubahan sosial budaya yang terjadi berawal dari proses adaptasi yang dilakukan oleh Orang Papua Asli ketika menanggapi ancaman proyek MIFEE. Proses adaptasi tersebut dilakukan melalui mengenal dan mempraktikkan cara-cara bertani sebagai upaya untuk menjaga eksistensi mereka disaat hutan dideforestasi dan dialihfungsikan menjadi lahan pertanian. Analisis yang akan dilakukan akan melihat relevansi antara proses adaptasi yang orang Papua lakukan dengan kemungkinan terjadinya perubahan sosial budaya dalam kehidupan mereka. Tulisan ini akan menggunakan studi data dokumen sebagai basis analisis dan penulisan untuk melihat bagaimana proyek pembangunan yang dilakukan secara masif, perubahan lingkungan alam, serta sistem pertanian sebagai suatu “penemuan” bagi orang Papua dapat mendorong mereka beradaptasi dan menimbulkan perubahan sosial budaya bagi kehidupan mereka. Dari studi ini telah ditemukan bahwa bentuk perubahan sosial yang terjadi pada orang Papua di Kabupaten Merauke meliputi perubahan sektor perekonomian dengan timbulnya keberagaman mata pencaharian, perubahan pada sistem pangan lokal, dan perubahan pada pola pikir yang transaksional.

This paper will describe the forms of socio-cultural change that have occurred to Papuans after more than 10 years of the Merauke Integrated Food and Energy Estate (MIFEE) project being implemented in Merauke Regency, Papua Province. The socio-cultural changes that occurred began with the adaptation process carried out by indigenous Papuans when responding threats from the MIFEE project. The adaptation process is carried out through recognizing and practicing of farming methods as an effort to maintain their existence when the forest is deforested and converted into agricultural land. The analysis will look at the relevance of the Papuans adaptation process to the possibility of socio-cultural change in their lives. This paper will use document data studies as the basis for analysis and writing to see how massive development projects, changes in the natural environment, and agricultural systems as an "invention" for Papuans can encourage them to adapt and cause socio- cultural changes in their lives. From this study, it has been found that the forms of socio-cultural changes that occur to Papuans in Merauke Regency include changes in the economic sector with the emergence of livelihood diversity, changes in the local food system, and changes in transactional mindsets."

"Tesis ini membahas pembelajaran di tempat kerja sebagai metode untuk meningkatkan kompetensi dengan motivasi belajar dan persepsi dukungan organisasi sebagai faktor yang mempengaruhinya. Penelitian ini adalah penelitian kuantitatif dengan melibatkan 228 karyawan instansi pemerintah yaitu Badan PPSDM Kesehatan sebagai responden. Hasil analisa data menggunakan model persamaan struktural menunjukkan bahwa kompetensi karyawan dipengaruhi oleh pembelajaran di tempat kerja, dan hanya persepsi dukungan organisasi sebagai faktor yang mempengaruhinya. Motivasi belajar karyawan walaupun dipengaruhi oleh persepsi dukungan organisasi namun tidak mempengaruhi pembelajaran di tempat kerja secara signifikan. Hasil penelitian menyarankan bahwa komponen pembelajaran di tempat kerja (formal, informal dan insidental) jika dipadukan akan berdampak pada kompetensi karyawan namun pelaksanaannya perlu mendapat dukungan dari organisasi.

The focus of this study is workplace learning as a method for improving competencies with motivation to learn and perceived organizational support as factors that influence it. This research is a quantitative study involving 228 employees of the Agency for Development and Empowerment Human Resources of Health as respondents. Results of the data analysis using structural equation modeling (SEM) showed that the competence of employees affected by workplace learning and perceived organizational support only as factors that influence it. Employees motivation to learn although influenced by perceived organizational support but does not affect workplace learning significantly Results of the study suggest that the components of workplace learning (formal, informal and incidental) if combined would have an impact on employee competence but need the support from the organization."
