"ABSTRAK Tesis ini membahas mengenai upaya Pemerintah Provinsi DKI Jakarta dalam melakukan pencegahan HIV AIDS sebagai masalah multisektor melalui Komisi Penanggulangan AIDS Provinsi dengan menggunakan pendekatan collaborative governance yang melibatkan Pemerintah, Lembaga Swadaya Masyarakat, dan Masyarakat. Upaya kolaborasi sudah dilakukan, namun, dari tahun ke tahun jumlah kasus HIV AIDS di Provinsi DKI Jakarta terus mengalami peningkatan. Penelitian ini dilakukan untuk menganalisis proses kolaborasi dan hal-hal yang mempengaruhi dinamika kolaborasi pencegahan HIV AIDS di Provinsi DKI Jakarta. Teori yang digunakan adalah Collaborative Governance Regimes (CGR) dari Emerson dan Nabatchi (2015).  Pelaksanaan proses kolaborasi pencegahan HIV AIDS di Provinsi DKI Jakarta dilihat melalui tiga dimensi yaitu keterlibatan berprinsip, motivasi bersama, dan kapasitas melakukan aksi bersama. Peneliti menggunakan pendekatan Post Positivis dengan metode pengumpulan data kualitatif menggunakan menggunakan wawancara dan studi pustaka. Hasil penelitian menunjukan bahwa kolaborasi pencegahan HIV AIDS sudah terbangun melalui keterlibatan pemerintah, LSM, dan masyarakat namun terdapat kendala dalam membangun keterlibatan berprinsip dan motivasi bersama antar aktor sehingga menghambat kinerja kolaborasi.Selain itu, aspek pemimpin kolaborasi dalam hal ini Komisi Penanggulangan AIDS memegang peranan penting yang mempengaruhi dalam mendorong dinamika kolaborasi pencegahan HIV AIDS.
ABSTRACT This thesis discusses the efforts of the DKI Jakarta Provincial Government in preventing HIV AIDS as a multisector problem through the Provincial AIDS Commission using a collaborative governance approach involving the Government, Non-Governmental Organizations, and the Community. Collaborative efforts have been made, however, from year to year the number of HIV AIDS cases in DKI Jakarta Province continues to increase. This research was conducted to analyze the collaborative process and the things that influence the collaboration dynamics of HIV AIDS prevention in DKI Jakarta Province. The theory used is Collaborative Governance Regimes (CGR) from Emerson and Nabatchi (2015). The implementation of the collaborative HIV prevention prevention process in DKI Jakarta Province is seen through three dimensions, namely principled engagement, shared motivation, and capacity for joint actions. The researcher used the Post positivist approach with qualitative data collection methods using interviews and literature. The results show that the collaborative process of HIV AIDS prevention has been built through the involvement of government, NGOs, and the community but there are obstacles in building principled engagement and shared motivation among actors that hamper collaboration performance. In addition, the leader's aspect of collaboration in this case is important in encouraging the collaboration dynamics of HIV AIDS prevention.

"ABSTRAK
Stunting berdampak pada keterlambatan tingkat pertumbuhan serta keterhambatan perkembangan. Dampak akan terasa hingga masa dewasanya kelak, jika tidak diintervensi secara dini. Penelitian ini bertujuan untuk menganalisis dampak intervensi responsive feeding terhadap tingkat pertumbuhan anak risiko usia 6-23 bulan. Desain penelitian yang digunakan adalah randomized control trial RCT . Sampel pada penelitian ini dibagi menjadi 26 responden kelompok intervensi dan 26 responden kelompok kontrol yang dipilih dengan cara randomisasi blok. Analisis data dilakukan dengan uji beda rata- rata. Penelitian ini menghasilkan adanya pengaruh intervensi yang ditunjukan oleh perbedaan nyata pada selisih tingkat pertumbuhan p value < 0.05 dan sebaran pada kelompok intervensi kategori anak risiko menurun 58 dan kontrol kategori anak risiko tetap 100 dengan p value < 0.05. Peneliti menyarankan agar dapat menjadi suatu metode pemberian MPASI yang berperan dalam menurunkan risiko stunting .

ABSTRACT
Stunting impacts child rsquo s growing stage and developing delay which could be the series negative legacy when they grown up if the intervention it did not given an early intervention. This research has a purpose to discover the responsive feeding influence to the level of children rsquo s grow with risk in age 6 23 month. Randomized control trial RCT is the design used and randomized block strategy is chosen to take the sample by dividing 26 respondents in intervention groups and 26 respondents in control group in this research methodology. The data analysis to the research is done by mean different test. This research result shows the influence of responsive feeding stated the difference on the level of growing p value "

"Pemulihan kesenjangan gender sejatinya telah diupayakan melalui Instruksi Presiden No. 9 Tahun 2000 tentang Pengarusutamaan Gender (PUG) dalam Pembangunan Nasional. Namun, implementasi PUG yang dinilai belum efektif memicu Kementerian PPN/Bappenas untuk menginisiasi percepatan melalui kebijakan Perencanaan dan Penganggaran yang Responsif Gender (PPRG). Penguatan PPRG dilakukan melalui penerbitan Surat Edaran yang terjalin antara empat instansi selaku tim penggerak, yakni Kementerian PPN/Bappenas, Kementerian PPPA, Kementerian Keuangan, dan Kementerian Dalam Negeri. Akan tetapi, interaksi yang terjadi antara aktor tim penggerak belum efektif. Terlebih, fluktuasi nilai ARG yang signifikan pada rentang tahun 2018-2021 mencerminkan bahwa koordinasi tim penggerak dalam menerapkan kebijakan PPRG perlu diperhatikan. Dengan demikian, penelitian ini bertujuan untuk menganalisis interaksi yang terjadi antara aktor di dalam jejaring tim penggerak selama implementasi kebijakan PPRG pada tahun 2018-2021. Penelitian ini menggunakan perspektif governance network oleh Klijn & Koppenjan (2016) dengan tiga kriteria pembelajaran jejaring guna menilai keberhasilan atau kegagalan jejaring, yaitu substantif, proses, dan institusional. Penelitian ini menggunakan pendekatan post-positivist dengan teknik pengumpulan data kualitatif melalui wawancara mendalam dan studi kepustakaan. Hasil penelitian ini memperlihatkan bahwa proses governance network pada jejaring tim penggerak belum memadai untuk mendorong potensi dan dampak dari kebijakan PPRG dalam mengakselerasi PUG dan mencapai kesetaraan gender.

The government has issued Presidential Instruction No. 9 of 2000 concerning Gender Mainstreaming (PUG) in National Development as an effort to restore the gender gap. However, the implementation of PUG is considered ineffective, then prompted Kementerian PPN/Bappenas to initiate acceleration through Gender Responsive Planning and Budgeting (PPRG) policy. The strengthening of PPRG was then carried out through the issuance of a Joint Circular Letter which was established between the four agencies as the driving team, namely the Kementerian PPN/Bappenas, Kementerian PPPA, Kementerian Keuangan, and Kementerian Dalam Negeri. However, the interactions that occurred between the actors of the driving team had not been effective. Moreover, the significant fluctuations in the ARG value in the range of 2018-2021 reflect the needs to regenerate the coordination of the driving team in implementing the PPRG policy. Thus, this study aims to analyse the interactions that occur between actors in the PPRG policy driving team network during the implementation in 2018-2021. This study uses a governance network perspective by Klijn & Koppenjan (2016) with three criteria for network learning to assess the network, namely substantive, process, and institutional. Post-positivist approach was employed in analysing qualitative data that were obtained through in-depth interview and library study. The results show that the governance network process in the driving team network is not sufficient to encourage the potential and impact of the PPRG policy in accelerating PUG and achieving gender equality."
