"ABSTRACTDKI Jakarta Government's eviction policy is often considered to be wrong or has a negative image (even violating the Human Rights) because eviction is synonymous with riot, coercion, expulsion, and always ends in conflict. Although according to the utilitarianism philosophy, no actions, including evictions, are inherently wrong. All actions or regulations by itself are neutral. What gives moral values to actions or regulations are its consequences. The objective of this study was to determine the positive consequences of eviction actions by using the philosophical perspective of Utilitarianism. The study used descriptive and literature review methods, as well as qualitative approach, the results of the study showed that eviction policies were justified in the utilitarian view, Eviction of a handful of residents living on the riverbanks was done to normalize the riverbank and green areas to save millions of DKI Jakarta residents from floods. The main objective of the eviction was the public interest. Therefore, evictions must be conducted for the greater good, benefiting as many people as possible and carried out in ways that humanize people."

"Citra lembaga DPR RI sebagai lembaga yang merepresentasikan rakyat harus didukung perangkat kinerja yang mendukung secara baik. Sekretariat Jenderal (Setjen) DPR RI sebagai supporting system sangatlah strategis untuk meningkatkan pelayanan secara profesional untuk mendukung tercapainya citra DPR RI yang positif. Namun pada kurun waktu tahun 2019-2023, citra DPR RI di mata publik selalu berada di posisi buruk. Penelitian ini merupakan penelitian post-positivis dengan metode kualitatif untuk menganalisis kesesuaian kinerja organisasi Setjen DPR RI dan citra lembaga. Peneliti melakukan analisa dengan menggunakan kerangka McKinsey (Peters &Waterman, 2004) dan Citra Pemerintah (Pratama, 2017). Penelitian ini menunjukkan hasil kinerja Setjen DPR RI mendapatkan nilai 3,05 (Baik). Kesesuaian kinerja tersebut dilihat pada aspek structure, sudah ada pembagian tugas, fungsi dan tanggungjawab yang tertuang di persekjen serta adanya mekanisme koordinasi yang kolaboratif; aspek style, kepemimpinan yang bersifat demokratis; aspek staff dan skill, Setjen DPR RI telah didukung oleh jumlah pegawai yang memadai dan memiliki keahlian. Akan tetapi, pada aspek strategy, masih belum terdapat target outcome yang jelas dan terukur dalam peningkatan citra lembaga; aspek system belum terdapat pedoman pelaksanaan peran peningkatan citra lembaga; dan terakhir aspek shared values dimana masih belum optimal dalam pelaksanaan internalisasi dan sosialisasi nilai dasar ASN Setjen DPR RI.

The image of the Indonesian House of Representatives as an institution that represents the people must be supported by a good supporting performance device. The Secretariat General (Setjen) of the Indonesian House of Representatives as a supporting system is very strategic to improve professional services to support the achievement of a positive image of the Indonesian House of Representatives. However, in the period 2019-2023, the image of the Indonesian House of Representatives in the eyes of the public has always been in a bad position. This study is a post-positivist study with a qualitative method to analyze the suitability of the organizational performance of the Indonesian House of Representatives and the image of the institution. The researcher conducted the analysis using the McKinsey framework (Peters & Waterman, 2004) and the Government Image (Pratama, 2017). This study shows that the performance results of the DPR RI Secretariat General received a score of 3.05 (Good). The suitability of the performance is seen in the structure aspect, there is already a division of tasks, functions and responsibilities stated in the secretary general and there is a collaborative coordination mechanism; style aspect, democratic leadership; staff and skill aspect, the DPR RI Secretariat General has been supported by an adequate number of employees and has expertise. However, in the strategy aspect, there is still no clear and measurable outcome target in improving the image of the institution; in the system aspect, there are no guidelines for implementing the role of improving the image of the institution; and finally the shared values aspect where the implementation of internalization and socialization of the basic values of the DPR RI Secretariat General ASN is still not optimal."

"Di awal abad 21, pemsahaan-perusahaan di dunia menghadapi era reformasi, dimana pengetahuan menjadi modal utama untuk bertahan dan berkembang. Oieh karena itu, pcrusahaan perlu mengelola pengetahuan (knowledge management )yang dimilikinya. Dalarn bzowledge management, bcrbagi pengetahuan (knowledge sharing) menjadi isu utamanya., namun tentu saja perlu didukung oleh manajemen puncak. Manajemen puncak berfungsi untuk menciptakan teknologi, lingkungpn yang kondusif dan meningkatkan kemauan serta kemampuan pegawai untuk belajar. PT. GRAMEDIA ASRI MEDIA juga menyadari bahwa pengetahuan harus dikelola dengan baik, sehingga para pegawai memiliki pcngelahuan yang sama dalam hal memberi informasi umum dan pelayanan kepada pclanggan. Meskipun bcberapa upaya telah dilakukan untuk mengembangkan pengetahuan, tetapi temyata sampai sekarang masih terbatas pada upaya meningkatkan kemampuan diri sendiri dan belum berhasil mentransfemya kcpada orang Iain. Oleh kanena im, perlu diupayakan suatu Cara agar para pepwai dan perusahaan memiliki kesiapan dan kesadaran untuk mau saling bcrbagi pengetahuan melalui pelatihan. Pelatihan ini bertujuan memberikan infonnasi kepada pcgawai mengcnai pcntingnya saling berbagi pengetahuan dan mengenalkan metode-metode berbagi pcngetahuan. Dengan mengetahui kedua hal itu, diharapkan pegawai mampu merencanakan dan menerapkan program berbagi pengetahuan di lingkungan pekexjaan meneka. Berdasarkan uraian diatas, Tugas Akhir ini mencoba mcrancang suatu program untuk meningkatkan kwiapan berbagi pengetahuan melalui pelatihan yang disesuaikan dengan kcbutuhan dan situasi di PT. GRAMEDIA ASRI MEDIA.

In the beginning of 21th century, companies at world face an era that called information era, where does knowledge be an important capital for company to survive and develop. Titus, company necessary to manage knowledge. In knowledge management, knowledge sharing become the main issue, but it should be supported by company management. Company management’s function are to create technology, environtment that can support knowledge sharing activities, also increasing employees willingness and ability to leam.

PT. GRAMEDIA ASRI MEDIA also realize that knowledge must be managed well, so all employee has a equal knowledge to give a general information and service to customer. Although several effort has been done by this company to develop knowledge, but it still to increase his I her ownself ability and failed to transfer it to another person. Therefor, it’s necessary to seek a way to increase cognizance and readiness to share knowledge through training.

This training purpose is giving an infomation to employee about the importance of sharing knowledge and introduce some methods in sharing knowledge. By giving those, hopefully .they can make plan and apply knowledge sharing program at their work.

Based on the explanation above, this Final Task try to design readiness knowledge through training which fit with need and situation at PT. GRAMEDIA ASRI MEDIA."

"Tesis ini mengevaluasi penyaluran dan penggunaan Bantuan Operasional Sekolah (BOS) pasca perbaikan dalam metode penyaluran BOS pada tahun 2012, dengan mengambil sample 18 SMP Negeri di Jakarta Barat. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan data dan informasi yang diperoleh melalui wawancara mendalam dan menyebar kuesioner pada para pemangku kepentingan (tim manajemen BOS, Kepala atau Bendahara Sekolah dan orang tua murid) dan studi literatur. Hasil penelitian ini menunjukkan bahwa penyaluran BOS pada SMP Negeri Jakarta Barat telah berjalan lebih cepat dari tahun sebelumnya dan juga dari ketentuan yang ada tiap triwulannya. Berdasarkan realisasi penggunaannya, porsi terbesar pemanfaatan dana BOS tahun 2012 adalah untuk pembayaran honorarium guru dan tenaga kependidikan honorer (mencapai 27%). Selain itu, penelitian ini juga menunjukkan bahwa tidak ada satu sekolah pun yang menggunakan BOS di luar ketentuan. Dampak BOS tidak hanya dirasakan oleh sekolah tetapi juga masyarakat. Bagi sekolah BOS dapat membantu membiayai peningkatan intensitas dan kualitas belajar mengajar di sekolah. Sekolah maupun orang tua siswa yang menjadi responden juga menyatakan bahwa dengan adanya BOS orang tua menjadi lebih ringan dalam membiayai sekolah--apalagi saat ini memang benar-benar tidak ada pungutan apa pun di sekolah negeri. Terkait dengan perbaikan dalam kecepatan waktu penyaluran BOS, responden menyatakan bahwa faktor utama pendukung hal tersebut adalah adanya perbaikan mekanisme penyaluran BOS dari ke Kas Umum Negara ke Kas Umum Provinsi yang selanjutnya disalurkan langsung ke sekolahsekolah, dan juga diperlakukannya BOS sebagai dana hibah yang syarat pencaiannya tidak memerlukan proposal maupun penyerahan Rencana Kegiatan dan Anggaran Sekolah (RKAS).

This thesis evaluates the distribution and the utilization of School Operational Assistance (Bantuan Operasional Sekolah--BOS) at State Junior High School in West Jakarta subsequent to the modification of the BOS distributional method in 2012. This study is descriptive in nature. The data and information is collected through questioners, in dept interview and literature study. This study finds out that the modified method has speed up the distribution of BOS compared to that of the previous year and to the time that the regulation asserts. There are two factors contribute to these achievements: (i) the way BOS is distributed as block grant from central government to provincial government and than to school; and (ii) schools will automatically receive BOS with no obligation for submitting proposal as conditional clauses. In terms of its utilization, the largest portion of BOS (27%) is used for compensating the nonpermanent school`s employees (pegawai honorer`s honoraria). There is no school under the study that utilizes BOS for financing items which is not parallel with the regulation. BOS has also been considered to increase both quality and quantity of school activities. Finally, the program has also been found to be effectively waived students from the school fee."

"Penyediaan fasilitas pendidikan merupakan tanggung jawab pemerintah agar pelayanan pendidikan kepada warga kota dapat terpenuhi. Fasilitas tersebut terutama sekolah dasar dibangun pada area yang dekat dengan perumahan dan permukiman. Keberadaannya dirasakan tidak dimanfaatkan secara optimal jika ditinjau dari aspek lokasi, fasilitas dan kualitas. Penelitian ini bertujuan untuk enganalisis pengaruh lokasi, fasilitas dan kualitas sekolah terhadap minat masyarakat memanfaatkan sekolah dasar negeri di Kecamatan Tanah Abang Dalam penelitian ini, penulis menggunakan metode statistic dengan analisis regresi logistic biner. Analisis statistic digunakan untuk menganalisis pengaruh lokasi, fasilitas dan kualitas sekolah terhadap minat masyarakat memanfaatkan sekolah dasar negeri di Kecamatan Tanah Abang. Tehnik pengumpulan data yang dilakukan melalui observasi yaitu melakukan peninjauan langsung ke lokasi penelitian, studi kepustakaan dilakukan guna memahami sejumlah teori yang berhubungan dengan tekhnis penelitian dan kuesioner penelitian yang digunakan untuk mendapatkan data primer dari beberapa responden. Tekhnik analisis dan pengolahan data menggunakan perhitungan uji asosiasi antar variable kategorik, yang kemudian dilakukan analisis regresi logistic biner. Semua uji telah dilakukan dan memenuhi semua persyaratan. Dari hasil analisis menunjukkan bahwa lokasi (jarak, keamanan), fasilitas (ruang perpustakaan dan fasilitas lapangan olah raga) dan kualitas sekolah (prestasi siswa) berpengaruh pada minat masyarakat untuk memanfaatkan sekolah dasar negeri di Kecamatan Tanah Abang.Implikasi dari penelitian ini adalah sekolah dasar negeri di wilayah Kecamatan Tanah Abang seharusnya diperbaiki dari segi lokasi, fasilitas dan kualitasnya. Dari sisi lokasi mungkin sulit dirubah karena sudah given, akan tetapi dari faktor pendukung lokasi seperti sarana jalan, trotoar, dan sebagainya diperlukan perbaikan agar siswa siswa memperoleh akses kemudahan menuju sekolah tersebut. Kemudian dari sisi fasilitas perlu dilengkapi sesuai kebutuhan masa kini, dan kualitas sekolah bisa ditingkatkan melalui perbaikan kualitas guru, sistem pengajaran, dan lain-lain. Sehingga keberadaan sekolah dasar negeri di wilayah ini perlu dipertahankan.

Organisation of educational facility is a responsibility of government to fulfill the educational service for urban people. The facility is mainly construction of elementary school in the area closes to housing and residential area. Its existence is not optimally used if observed from location, facility and quality aspects. This study is aimed at analyzing the influence of location, facility and quality of school in regard to interest of people to utilize the State Elementary School in the Sub-district of Tanah Abang In this study, the writer adopts statistic method by using binary logistic regression analysis. Statistic analysis is used to analyze impact of location, facility and quality of school in regard to interest of people to utilize the State Elementary School in the Sub-district of Tanah Abang. Data collection is made through observation namely performing direct observation to study location, literature study is made to understand a number of theories in relation to study technique and questionnaire of study in use to obtain primary data from some respondents. Analysis and data processing technique adopts calculation of categorical intervariable association test, and further binary logistic regression analysis is made. All tests are already made and fulfill all requirements. Analysis finding indicates that location (distance, safety), facilities (library room and sports hall facilities) and quality of school (student achievement) have a significant influence in regard to interest of people to utilize the State Elementary School in the Sub-district of Tanah Abang. Implication of this study is that the location, facility and quality aspects of the Elementary School in the Sub-district of Tanah Abang should be repaired. The location is probably difficult to change since it is already given, however the location supporting factors such as road facility, pavement, and so on need to be repaired for easy access of students to the school location. Meanwhile, the school facility needs to be completed according to current condition, and school quality could be improved through teachers' quality improvement, teaching system, and so forth. So that, the existence of the State Elementary School should be maintained."
