"Fokus dari penulisan karya tulis ini adalah untuk memperlihatkan bagaimana perubahan kebijakan keamanan energi nuklir Prancis pasca peristiwa Fukushima dikaji dari kajian keamanan internasional, ekonomi politik internasional, dan masyarakat transnasional. Dalam kajian keamanan internasional, perubahan kebijakan keamanan energi Prancis akan dilihat dari perubahan penggunaan kekuatan militer dan juga intervensi politik di lokasi sumber energi nuklir Prancis, kajian ekonomi politik internasional fokus pada perubahan produksi bahan baku dan juga energi nuklir siap pakai, sedangkan dalam kajian masyarakat internasional akan melihat bagaimana perubahan posisi energi nuklir di Prancis sebagai energi yang mampu digunakan dalam jangka waktu yang panjang dan memiliki dampak kerusakan lingkungan yang minim.

The following academic writing attempts to show the changing of French nuclear energy security policy after ?nuclear disaster? took place in Fukushima, Japan. To highlight the change, the study havce employed three different academic frameworks of analysis namely: international security, international political economy, and transnational society. International security focuses on the changing of French military and political intervention on location of nulear mining, in the mean time, through international political economy, the paper sees the changing of French nuclear sources and nuclear energy production, while transnational society sees how nuclear energy position altered as a perpetual and enviromentalfriendly energy secources."

"ABSTRAK Higashi Nihon Daishinsai yang melanda Jepang pada 11 Maret 2011 merupakan gabungan bencana alam gempa bumi dan tsunami serta bencana akibat kesalahan manusia, yaitu kecelakaan reaktor nuklir Pembangkit Tenaga Listrik Fukushima Daiichi. Di tengah kondisi pasca bencana yang minim fasilitas, masyarakat juga diresahkan oleh ancaman radiasi yang diakibatkan oleh kecelakaan nuklir.Keadaan pasca bencana tersebut menginspirasi penulis-penulis Jepang untuk memberikan dukungan moral melalui karya sastra. Karya sastra tersebut diantaranya puisi, teater film, kumpulan cerita pendek, novel dan lain sebagainya. Karya-karya yang mengangkat tema Bencana 3.11 kemudian dikenal dengan genre baru, yaitu Sastra Pasca Bencana (Shinsaigo Bungaku). Penelitian ini menggunakan metode kualitatif dengan pendekatan Sosiologi Sastra serta konsep Sastra Pasca Bencana untuk menganalisis masalah radiasi yang tercermin dalam novel Chikurin Shouja.Hasil penelitian menunjukkan adanya pembingkaian ulang terhadap gambaran keadaan pasca bencana dari media dan karya-karya yang muncul tepat setelah bencana. Pembingkaian ulang tersebut terlihat dari persepsi dan sikap tokoh yang berbeda dengan tokoh dalam karya Sastra Pasca Bencana terdahulu.

ABSTRACT

Higashi Nihon Daishinsai which hit Japan on March 11, 2011 (3.11 Disaster) was a triplefold disaster of both natural disasters (earthquakes and tsunamis) and human eror disaster (Fukushima Daiichi Power Plant nuclear accident). Beside the material losses public was also troubled by the threat of radiation caused by the nuclear accident reactor at the Fukushima Daiichi nuclear power plant.

The post-disaster situation inspired Japanese writers to provide moral support through literary work. These literary works include poetry, movie, theater, short stories, novels and etc. Those work know known as post-disaster literature (Shinsaigo Bungaku). This study uses qualitative methods with a sociological approach and post-disaster literary concepts to analyze how the radiation problems reflected in Chikurin Shouja.

The results of this study indicate a re-framing description of post-disaster conditions from previous literary works. The re-framing can be seen from the radiation perceptions showed by characters in Chikurin Shouja and characters in the previous post-disaster literary works."

"ABSTRACTThe theme of this article is to comprehend Fukushima who is the stricken area of the first Fukushima nuclear plant accident as the core spot, and, to examine some divisions that there is in this area. There are three divisions in Fukushima now. The first one is the division between center and periphery. The second one is the division between to love home country and not to love home country. The third one is the division between to nature and human. These three divisions were made clear by the first Fukushima nuclear plant accident. These three divisions were the problem of modern times, and, the problems of the civilization. To pursue universality in East Asia is to plan solution these problems in line with the people of the core spot."
