"ABSTRAK
Program Simapan Pinjam Perempuan PNPM Mandiri bertujuan memberdayakan perempuan agar dapat berdaya dan mandiri secara ekonomi. Kabupaten Bantul merupakan wilayan yang menerima alokasi dana SPP PNPM Mandiri yang besar. Hal ini dikarenakan di Kabupaten Bantul terdapat banyak usah kecil yang dimiliki oleh perempuan.
Tesis ini menganalisis pelaksanaan Program SPP PNPM Mandiri Kabupaten Bantul berdasarkan atas kesesuaian sasaran penerima manfaat SPP, pelaksanaan prosedur program SPP, serta pencapaian dengan tujuan memberdayakan perempuan Indonesia.
Untuk melengkapi kebutuhan analisis peneliti mengevaluasi peningkatan penghasilan perempuan penerima SPP PNPM Mandiri terukur dari lamanya menjadi anggota penerima manfaat SPP, tingkat pendidikan, jenis usaha serta berapa lamanya penerima manfaat telah melakukan kegiatan usahanya. Analisis ini menggunakan statistik sederhana serta model regresi linear sederhan.

ABSTRACT
Program Simpan Pinjam Perempuan PNPM Mandiri aims to empower women to bi empowered and economically independent. Bantul district has receive big allocation on SPP PNPM funding. This is because in Bantul there are many business owned and rums by women.
This thesis analyze the implementation of SPP PNPM Mandiri Bantul district based on the suitability of the target SPP beneficiaries, SPP Program implementation procedures, as well as the achievement of the objectives to empower women in Indoneis.
To complete the analysis, researcher evaluated the icrease of earning by the length of joining the SPP PNPM, level of education, type of business, and how long the beneficiary does has conducted its business activities. It uses a simple statistical analysis and simple linear regression model."

"Tesis ini membahas mengenai kegiatan Simpan Pinjam untuk Kelompok Perempuan (SPP) dalam PNPM Mandiri Perdesaan yang dilakukan oleh Kelompok SPP Nurul Iman di Desa Tulehu selama periode tahun 2009. Pendekatan dalam penelitian ini adalah pendekatan kualitatif dengan desain deskriptif dan merupakan penelitian terapan berupa penelitian evaluatif. Hasil penelitian ini menyarankan bahwa perlu adanya pengawasan dari para pelaku dalam PNPM Mandiri Perdesaan yang lain dan Fasilitator Kabupaten dalam pelaksanaan pendampingan oleh pendamping di kecamatan maupun di desa, perlu adanya perhatian khusus dari pembuat program kepada proses penguatan kelembagaan khususnya kepada kelompok SPP dan memanfaatkan faktor pendukung dan meminimalkan faktor penghambat yang ada.

This thesis discusses about a saving and loan activity in women group in PNPM Mandiri Perdesaan, in SPP group Nurul Iman in Tulehu village which was done during the year 2009. Qualitative approach is used in this research with descriptive design and it is a applied research that is evaluative research. The result of this research suggests that supervision is necessary by doers in PNPM and regency facilitator in conducting mentorship by mentors in sub district and village, there should be a special attention by program planner for institutional reinforcement process particularly for SPP group and promoting existing supporting factors and minimizing inhibiting ones."

"[ABSTRAK
Tesis ini membahas tentang akses dan kontrol perempuan pada pengelolaan dana
pinjaman SPP PNPM Mandiri Perdesaan. Penelitian ini menggunakan pendekatan
kualitatif dengan jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwa
akses perempuan pada dana pinjaman ditentukan oleh keikutsertaan dengan
kelompok, informasi yang diperoleh perempuan, kelengkapan administrasi dan
ijin dari suami. Akses perempuan terhadap dana pinjaman mempengaruhi pada
pengelolaan dana pinjaman SPP dan adanya keterlibatan suami dalam pengelolaan
dipengaruhi dari sistem kebijakan yang diterapkan sebelum meminjam dana.
Sedangkan kontrol perempuan pada dana pinjaman masih relatif rendah,
meskipun adanya keterlibatan perempuan dalam pengelolaan dan pengeluaran,
namun masih sangat terbatas.

ABSTRACT
The thesis discussed access and control of women on the management of the
funds SPP loan at PNPM Mandiri Perdesaan. This study used a descriptive
qualitative approach. The research result showed that access of women on loans
were influenced by their participation on the group, information they obtained,
administrative issues and permit from their husband. Women access on loans was
influenced by the management of the SPP loan, the involvement of husbands in
the loans management and the system of policies. While control of women on
loans are still relatively low, there is women of participation in the management

"Untuk mengatasi permasalahan kemiskinan di perkotaan, pemerintah telah memberlakukan program yang bernama PNPM Mandiri Perkotaan. Salah satu daerah yang menjadi target program ini adalah Kelurahan Mulyaharja yang berada di Kecamatan Bogor Selatan, dan sekaligus menjadi obyek penelitian ini. Namun, berdasarkan data PNPM Mandiri Perkotaan, tidak terjadi pengurangan jumlah penduduk miskin di kelurahan ini. Oleh karena itu, penelitian ini bertujuan untuk menganalisis secara deskriptif pengelolaan Pinjaman Bergulir PNPM Mandiri Perkotaan di Kelurahan Mulyaharja. Pendekatan penelitian yang digunakan yaitu kuantitatif dengan pengumpulan datanya melalui penyebaran kuesioner kepada 65 responden, yakni Anggota Pinjaman Bergulir PNPM Mandiri Perkotaan di Kelurahan Mulyaharja. Selain itu dilakukan juga wawancara mendalam dengan beberapa pihak terkait.
Pada penelitiannya, pengelolaan Pinjaman Bergulir PNPM Mandiri Perkotaan di Kelurahan Mulyaharja dilihat dari dimensi efektivitas program yang terdiri dari Dimensi Pemahaman Program, Dimensi Tepat Sasaran, Dimensi Tepat Waktu, Dimensi Tercapainya Tujuan, dan Dimensi Perubahan Nyata. Hasilnya, setiap dimensi tersebut berada di kategori efektif.
Kesimpulannya adalah pengelolaan Pinjaman Bergulir PNPM Mandiri Perkotaan di Kelurahan Mulyaharja efektif. Saran yang diberikan yaitu agar mekanisme pengembalian pinjaman dipertegas dan diperjelas, diberikan sosialisasi mendalam mengenai besaran dana dan peningkatannya, jumlah kelompok dikembangkan, semua anggota diawasi dan dimotivasi lebih lanjut, dan disediakan mekanisme pengajuan dana yang bersifat bottom-up.

To exceed the poverty problem in cities, the government has implemented a program called PNPM Mandiri Perkotaan. One of the region that has been targeted by the program is Mulyaharja, which located in South Bogor Sub-District and was this research’s object. Despite that, based on the PNPM Mandiri Perkotaan’s data, there was no decreasing in amount of this Sub-District’s poor citizens. By that, this research objective is to analyze descriptively the maintenance of PNPM Mandiri Perkotaan in Mulyaharja. The approach that used on this research is quantitative by outspread the questionnaire to 65 respondents, which are the member of Revolving Loan PNPM Mandiri Perkotaan in Mulyaharja Sub-District. Moreover, in-depth interview has been executed with the related parties.
According to the result of the research, that was concluded that the average value of every dimensions, which are Program Comprehensiveness Dimensions, Right Objectives Dimensions, Achievement of Goals Dimension, Timely Dimensions, and Noticeable Change Dimensions, are in the Effective Category.
The conclusion is the maintenance of National Program of Urban Self-Empowerment (PNPM Mandiri Perkotaan) Revolving Loan (Case Study in Mulyharja Village, South Bogor Sub-District, Bogor) is effective. Recommendation for the maintenance are to outright the loan returning mechanism, provide socialization about the amount of the loan, increase the number of member, motivate and control the member, and provide the bottom-up loan submission.

"Tesis bertujuan mengevaluasi partisipasi masyarakat dalam pelaksanaan program penanggulangan kemiskinan P2KP-PNPM di Kelurahan Leuwinanggung, Cimanggis selama kurun waktu 2003-2007. Metode evaluasi yang digunakan adalah evaluasi kualitatif menggunakan Balanced Scorecard (BSC), yaitu perangkat evaluasi yang menerjemahkan visi dan misi menjadi sasaran strategis yang akan diukur berdasarkan capaian hasil. Hasil evaluasi partisipasi masyarakat yang didapatkan adalah bahwa tingkat partisipasi masyarakat Leuwinanggung secara umum dalam pelaksanaan program sudah cukup baik, namun masih perlu ditingkatkan, terutama terkait dengan partisipasi warga miskin dalam berbagai tahapan program. Berdasarkan temuan tersebut maka dibuat rekomendasi rencana aksi untuk meningkatkan partisipasi warga miskin dalam program.

Thesis aims to evaluate public participation in the implementation of poverty reduction programs in PNPM-P2KP Kelurahan Leuwinanggung, Cimanggis during the period 2003-2007. Evaluation method used was the qualitative evaluation using the Balanced Scorecard (BSC), which is an evaluation device to translate the vision and mission into strategic goals that will be measured based on the results of targets achievements. The evaluation found that community participation level on program implementation at Leuwinanggung is satisfying, but still needs to be improved, especially related to the participation of the poor in the various phases of the program. Based on the findings, action plan' recommendations are made to improve poor people's participation in the program."

"Penelitian ini membahas mengenai peran yang dilakukan oleh BKM Mitra Bersama selaku pelaksana ditingkat masyarakat pada Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Perkotaan di Kelurahan Karawaci. Selain itu, penelitian ini juga membahas mengenai hambatan yang ditemui saat melaksanakan PNPM Mandiri dan juga melihat upaya yang dilakukan oleh BKM Mitra Bersama dalam mengatasi hambatan tersebut. Penelitian ini menggunakan metode analisis deskriptif dan pendekatan kualitatif. Hasil penelitian memperlihatkan bahwa ada kesamaan peran yang dilakukan oleh BKM Mita Bersama dalam pelaksanaan PNPM Mandiri Perkotaan di Kelurahan Karawaci dengan peran yang dilakukan oleh pekerja masyarakat.

This research is about Badan Keswadayaan Masyarakat (BKM) Mitra Bersama role as the implementer of PNPM Mandiri Perkotaan in society level at Karawaci. This research discuss about some obstacles that found in the execution of PNPM Mandiri Perkotaan and also see what are BKM Mitra Bersama efforts to settle those obstacles. This research use descriptive analyses and qualitative method. The result of this research shows that BKM Mitra Bersama role in the implementation of PNPM Mandiri Perkotaan is same as the role which done by community development.

"Upaya untuk meningkatkan kesejahteraan melalui penanggulangan kemiskinan dan pengurangan pengangguran merupakan prioritas utama pembangunan. Untuk meningkatkan efektivitas penanggulangan kemiskinan dan penciptaan lapangan kerja, pemerintah meluncurkan Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri mulai tahun 2007.
Program PNPM Mandiri menyiapkan landasan kemandirian masyarakat berupa lembaga kepemimpinan masyarakat yang representatif, mengakar dan kondusif bagi perkembangan modal sosial (sosial capital) masyarakat di masa mendatang yang disebut dengan Lembaga Keswadayaan Masyarakat (LKM).
Dalam prakteknya seringkali ditemukan adanya perbedaan keberhasilan antara satu LKM dengan LKM lain di wilayah yang berbeda. Persoalan perbedaan keberhasilan antara satu LKM dengan LKM lain merupakan suatu persoalan yang perlu ditelusuri untuk perbaikan Implementasi program ke depan sehingga pemerataan pembangunan yang dicita-citakan dapat diwujudkan.
Pelaksanaan Program PNPM Mandiri perkotaan di LKM Bina Budi Mulya lebih mencerminkan community-based development dibanding LKM Ratujaya. Pada imlementasi program PNPM Mandiri di Kelurahan Pancoran Mas, pendekatan community-based development cukup berhasil dilaksanakan. Masyarakat sudah dilibatkan sejak proses perencanaan, dimana masyarakat sendiri yang memilih pengurus LKM dengan mekanisme voting. Berbeda halnya dengan Kelurahan Ratujaya dimana implementasi prinsip community based development menjadi sangat rumit dilakukan sebab sejak dana bergulir sudah tidak ada dan LKM sudah jarang rapat bahkan selama penulis mengadakan penelitian selama hampir 3 bulan dari Januari hingga Maret belum pernah diadakan rapat LKM satu kalipun.
Pengelolaan Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri sangat menekankan prinsip-prinsip diantaranya: bertumpu pada pembangunan manusia, otonomi, desentralisasi, berorientasi pada masyarakat miskin, partisipasi, kesetaraan dan keadilan gender, demokrasi, transparansi dan akuntabel, prioritas, kolaborasi, keberlangsungan dan sederhana. Pada implementasi program dilapangan prinsipprinsip tersebut terlaksana lebih cenderung ke arah ekonomi dan perputaran ekonomi bergulir. Jika pelaksanaan dilapangan terus-menerus hanya berkutat seputar masalah ekonomi tanpa penguatan substansi prinsip-prinsip PNPM Mandiri maka LKM akan terperangkap dalam ekonomi bergulir. Lembaga LKM yang sejatinya dimaksudkan untuk menumbuhkan nilai-nilai universal kemanusiaan lama-lama jadi tidak dapat diwujudkan karena peran LKM yang menyempit menjadi semacam lembaga mikro kredit bagi masyarakat kelurahan.
Upaya pemberantasan kemiskinan harus dilakukan secara bersama-sama baik oleh pemerintah maupun swasta. LKM memiliki peran mengembangkan jaringan LKM di tingkat Kecamatan, kota, sebagai mitra kerja pemerintah dan wahana untuk menyuarakan aspirasi masyarakat. Keberhasilan implementasi program PNPM Mandiri di suatu kelurahan sangat tergantung pada kinerja pimpinan kolektif LKM. Sedangkan institusi LKM akan berkembang mencapai kemandirian tergantung pada sejauhmana kemampuan pimpinan kolektif secara bersama-sama mengelola institusi LKM secara lebih profesional.

The effort to increase prosperity through the troubleshooting of poverty and decreasing unemployment is the main priority of development. To increase the effectiveness of poverty troubleshooting and vacancy creating, the government has launched The National Program of Society Empowerment (PNPM) Mandiri since 2007.
PNPM Mandiri program prepares the basis of society autonomy as society leadership institution which is representative, embedded, and conducive for the progress of society?s social capital in the future which is mentioned as The Institution of Society Innate Power (LKM).
In practice it is frequently found the difference of achievement between one LKM with another in different area. The problem of achievement difference among LKMs is a problem which has to be scrutinized to the refinement implementation of the next program so as the development which is evenly distributed could be implemented.
The implementation of Urban PNPM Mandiri program in LKM Bina Budi Mulya reflected more community-based development compared to LKM Ratujaya. In the implementation of PNPM Mandiri program in Pancoran Mas, the approach of community-based development was successful enough in accomplishment. The society has been involved since the planning process, in which the society itself chose the LKM organizers with voting mechanism. Different thing occurred in Ratujaya area where the implementation of community based development principle becoming very complicated due to the absence of incoming fund and the LKM was rarely hold the meeting, even during this research along three months since January to March, there was no meeting held by the LKM.
The management of National Program of Society Empowerment (PNPM) Mandiri exceedingly highlights to the principles of: rest upon human development, autonomy, decentralization, oriented to the poor, participation, the gender equality and equity, democracy, transparency and accountability, priority, collaboration, continuity and simplicity. The implementation of program in the field, the accomplishment of the principles tended to economic heading and economic rotation. If the realization in the field persistently settles only around economic problems without strengthening the PNPM principles substance, then LKM will be trapped around the fund distribution. The LKM institution which is truly intended to raise humanity values, in the long run would not be able to be realized because the role of LKM which is shrink become such a micro credit institution for the certain society. The endeavor of poverty eradication must be done jointly, both by government and private companies. LKM has role to develop LKM network in the sub-district and city, as the government partner and conveyor to express society aspiration. The success of the implementation of PNPM Mandiri program in an area depends on the work LKM collective leaders. While LKM institution will develop attaining autonomy depends on how high the ability of collective leaders jointly could manage LKM institution more professionally."

Tesis ini membahas tentang tujuan jangka menengah PNPM Mandiri
Pariwisata di Desa Nampar Macing. Pendekatan penelitian yang digunakan ialah
kualitatif-deskriptif dengan penekanan pada evaluasi sumatif. Hasil penelitian
menunjukkan bahwa pada umumnya tujuan jangka menengah PNPM Mandiri
Pariwisata di Desa Nampar Macing telah tercapai. Pencapaian itu tidak terlepas
dari beberapa faktor pendukung dan juga faktor penghambat. Oleh karena itu,
perlu memanfaatkan faktor pendukung dan meminimalkan faktor penghambat
agar pembangunan desa wisata tetap berkelanjutan.

in Rural Tourism Nampar Macing. The study used a qualitative-descriptive
approach with emphasis on summative evaluation. The results showed the
medium-term objective of PNPM Mandiri Pariwisata in Nampar Macing Village
has been achieved. The achievement can not be separated from the supporting and
inhibiting factors. Therefore, needs to take advantage of the supporting factors
and minimize the inhibiting factors so that rural tourism development remain

Fokus penelitian ini adalah menggali unsur praktek cerdas dari keberhasilan praktek permodelan ASCA (Accumulating Savings and Credit Association) yang diinisiasi Wahana Visi Indonesia di Kecamatan Kramat Jati dan Jatinegara dengan konteks perkotaan. Penerapan praktek permodelan ASCA ini ditujukan untuk mengatasi permasalahan kemiskinan dengan menciptakan akses permodalan di kelompok kecil. Jenis penelitian merupakan deskriptif menggunakan data kualitatif dengan didukung data kuantitatif dengan studi kasus sebagai strategi penelitian. Hasil penelitian menunjukkan kemunculan unsur praktek cerdas di hampir seluruh mekanisme simpan pinjam yang dilakukan kelompok-kelompok permodelan ASCA tersebut maupun pada lembaga penyelenggara. Walaupun terjadi kendala pada setiap proses pelaksanaan baik di kelompok maupun lembaga penyelenggara, kelompok terbukti mampu bertahan hingga kini. Penelitian ini menyampaikan bahwa keberhasilan kelompok untuk berlanjut dan berdampak positif dikarenakan adanya unsur-unsur praktek cerdas dalam mengimplementasikan permodelan ASCA.
