"ABSTRAKPenelitian ini bertujuan untuk memahami kewenangan pemimpin negara, yaitu Presiden dalam mengambil suatu tindakan atau keputusan. Rumusan permasalahan dalam penelitian ini yaitu, ldquo;Mengapa Pemerintah Indonesia menunda eksekusi mati Mary Jane Veloso pada tahun 2015? rdquo; Penelitian ini menyoroti alasan di balik penundaan eksekusi mati terhadap terpidana mati kasus narkoba Mary Jane Veloso pada tahun 2015 lalu. Hasil penelitian menunjukkan bahwa kewenangan presiden dalam mengambil keputusan dapat dipengaruhi oleh faktor - faktor yang dari luar maupun dalam negeri. Dalam hal ini, faktor dari luar yaitu adanya permintaan dari Presiden Filipina agar Mary Jane tetap hidup karena dibutuhkan sebagai saksi terkait proses hukum di Filipina. Sedangkan faktor dari dalam negeri yaitu adanya tuntutan dari aktivis kemanusiaan untuk membatalkan hukuman mati. Menanggapi kedua hal tersebut, Pemerintah Indonesia melalui presiden akhirnya mengeluarkan keputusan untuk menunda eksekusi mati terhadap Mary Jane Veloso. Alasannya yaitu untuk menghormati proses hukum yang sedang berlangsung di Filipina dan juga karena presiden mendengar suara aktivis kemanusiaan. Penundaan melalui alasan tersebut diinterpretasikan sebagai bentuk kewenangan prerogatif presiden yang di satu sisi menjunjung tinggi konstitusi namun di sisi lain dapat mengambil keputusan atau tindakan di luar konstitusi itu sendiri.

ABSTRACTThis study aimed to understand the authority of the chief of state, namely the president in taking an action or decision. The problem of this study was ldquo Why did the Government of Indonesia delay the execution of Mary Jane Veloso in 2015 rdquo This study highlighted the reasons behind the postponement in execution of death row convict from drug cases Mary Jane Veloso in 2015. The result shows that the authority of the president 39 s decisions can be influenced by both external and internal factors. In this case, the external factor was the request of the President of the Philippines for Mary Jane to be alive because she is needed as a witness related to the legal process in the Philippines. While the internal factor was the demands of the human rights activists to cancel the death penalty. In response to both factors, the Government of Indonesia through the president finally issued a decision to postpone the execution of Mary Jane Veloso. The reasons were the president respected the ongoing legal process in the Philippines and the president heard the voice of human rights activists. The postponement through the reasons is interpreted as a form of presidential prerogative authority which upholds the constitution, yet allows decisions or acts beyond the constitution itself to be taken."

"Perubahan anatomi dan fisiologi akibat dari proses penuaan menyebabkan lansia rentan mengalami masalah kesehatan khususnya terjadi kerusakan integritas kulit. Kulit kering xerosis pada kaki merupakan masalah kulit yang banyak di temukan pada lansia. Tujuan dari karya ilmiah akhir ini adalah menjelaskan tentang asuhan keperawatan pada lansia dengan kerusakan integritas kulit melalui perawatan kaki dengan menggunakan virgin coconut oil dan aloe vera di Panti Sosial Tresna Werdha Jakarta. Intervensi dilakukan sebanyak dua kali perhari selama lima minggu. Hasil intervensi menunjukkan bahwa terjadi peningkatan elastisitas, hidrasi, tekstur kulit, dan integritas kulit dari cukup terganggu menjadi sedikit terganggu, serta terjadi perubahan nilai overall dry skin. Perawat di Panti Sosial Tresna Werdha Jakarta diharapkan dapat melakukan intervensi perawatan kaki sebagai upaya untuk mengatasi kerusakan integritas kulit lansia, sehingga kualitas hidup lansia semakin meningkat.

Anatomy and physiology changes by ageing process can cause older person in high risk of health problem especially impaired skin integrity. Xerosis on the foot is a skin problem that commonly happen in older person. The aim of this paper was to explain about nursing of care among older person with impaired skin integrity through foot care with virgin coconut oil and aloe vera in Panti Sosial Tresna Werdha Jakarta. The intervention was carried out twice a day for five weeks.

The result showed that there are improvement for elasticity, hidration, texture, and skin integrity from moderately compromised to substantially compromised, and changes in overall dry skin score. Nurses in Panti Sosial Tresna Werdha in Jakarta for futher expectation can perform foot care as an effort to improve the skin integrity, so that the quality of life will be increase."
