ABSTRACT
Urbanisms impact creates land scarcity as a result of an imbalance in urban land between supply and demand. As a developing country, Indonesia is still striving to overcome the slum area and provide decent housing for low-income groups. In fact, the city is owned by everyone, so slum people and other low-income groups have the right to the city to enjoy the results of development and its facilities and infrastructure, including decent urban living spaces. These areas are government challenges and opportunities to provide the best housing services for poor or marginal communities. Over the past decades, slum upgrading has become a global solution to overcome slum problems. It relies on the concept of self-help in which community participation is used as a means of improving and sustaining the quality of life of slum dwellers. The number of researches was carried out to analyze the level of community participation in slum upgrading, but not many analyze the level of governance in slum upgrading. The purpose of this research is to analyze the performance of Indonesia governance in achieving successful slum upgrading by using a single case study of one of Indonesias slum upgrading projects, namely the Neighborhood Upgrading and Shelter Sector Project (NUSSP). The transition from centralized to decentralized governance has become the biggest challenge in implementing slum upgrading in Indonesia, especially on issues of political engagement, coordination, and cooperation, financial sustainability, tenure security, continuity, and institutionalization. This research has led to the conclusion that transitional Indonesia requires a unified strategy that combines some forms of centralized governance with some forms of decentralized governance. Finally, the concepts of self-help, less governance, and development from below proposed as the original concepts of slum upgrading could not work independently. Strong intervention, adequate governance and development from above are really needed to achieve successful slum upgrades."

"Urbanisasi yang pesat terus meningkatkan jumlah permukiman kumuh, memperburuk kemiskinan dan menyebabkan kurangnya akses terhadap air, sanitasi, dan infrastruktur dasar lainnya. Proyek Slum Upgrading Nasional di Indonesia atau Kota Tanpa Kumuh (KOTAKU) bertujuan untuk meningkatkan infrastruktur dasar di kawasan kumuh, namun dampaknya terhadap kemiskinan belum pernah dievaluasi. Penelitian ini menilai apakah KOTAKU 2017-2020 mempengaruhi angka kemiskinan di daerah sasaran dengan menggunakan metode kuasi-experiment. Hasil estimasi Regression Discontinuity in Time (RDiT) tidak sesuai untuk interpretasi, namun Difference-in-Differences (DiD) memperkirakan penurunan angka kemiskinan sebesar 11,3% setelah KOTAKU diterapkan.

Rapid urbanization continues to increase the number of slums, exacerbating poverty and leading to inadequate access to water, sanitation, and other basic infrastructure. Indonesia’s National Slum Upgrading Project or City Without Slums (KOTAKU) is a program aimed to improve basic infrastructure in slum areas, however, its impact on poverty is yet to be evaluated. This study assessed whether KOTAKU 2017-2020 affected the poverty rate in targeted regions using quasi-experimental methods. The Regression Discontinuity in Time (RDiT) estimation was unsuitable for interpretation, however, Difference-in-Differences (DiD) estimated an 11.3% reduction in the poverty rate after KOTAKU was implemented."

"ABSTRAK
Kajian ini mencoba melihat dampak dari peningkatan kualitas permukiman kumuh terhadap penurunan kejadian banjir dan bencana tanah di tingkat desa di Indonesia. Dengan menggunakan pendekatan perbedaan-dalam-perbedaan (DID) pada model regresi logit, penelitian ini menganalisis pengaruh kebijakan dana desa di 24.343 desa di Indonesia selama periode 2006-2018. Hasil penelitian menunjukkan bahwa setelah diterapkannya kebijakan dana desa, peluang terjadinya bencana pada kelompok perlakuan yaitu desa yang memiliki tingkat permukiman kumuh yang relatif tinggi adalah 0,761 kali lebih rendah dibandingkan dengan kelompok kontrol yaitu desa yang memiliki tingkat permukiman yang relatif rendah. tingkat permukiman kumuh dengan tingkat signifikansi 1%. Hal ini menunjukkan bahwa pembangunan dan atau peningkatan kualitas infrastruktur di perdesaan kumuh berpengaruh signifikan terhadap penurunan kejadian bencana.
ABSTRACT
This study tries to see the impact of improving the quality of slum settlements on reducing the incidence of floods and land disasters at the village level in Indonesia. Using the difference-in-difference (DID) approach in the logit regression model, this study analyzes the effect of village fund policies in 24,343 villages in Indonesia during the 2006-2018 period. The results showed that after the implementation of the village fund policy, the chances of a disaster occurring in the treatment group, namely villages that had relatively high slum settlement rates, were 0.761 times lower than the control group, namely villages that had relatively low settlement rates. slum settlement level with a significance level of 1%. This shows that the development and or improvement of infrastructure quality in slum villages has a significant effect on reducing the incidence of disasters.

"Penelitian ini membahas good urban governance dalam penataan kawasan kumuh di Provinsi DKI Jakarta dengan berfokus pada implementasi Community Action Plan dan faktor yang mempengaruhi terhadap pelaksanaan penataan kawasan kumuh. Tujuan peneliltian ini adalah untuk menganalisis pelaksanaan penataan kawasan kumuh di Provinsi DKI Jakarta melalui program Community Action Plan dari persepktif good urban governance dan menemukan faktor yang berpengaruh terhadap pelaksanaan penataan kawasan kumuh. Penelitian ini mengoperasionalisasikan teori good urban governance dari Van den Dool, dkk dan teori daerah kumuh dari Nassar dan Elsayed. Penelitian ini dilakukan menggunakan pendekatan post positivisme melalui wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukan bahwa belum terlihat bentuk tata kelola kota yang baik dalam implementasi Community Action Plan. Ini disebabkan belum beroperasinya secara adil dan belum tepat prosedur dalam pemenuhan nilai good urban governance. Sehingga implementasi metode CAP dalam penataan kawasan kumuh bukan merupakan program yang responsif terhadap kebutuhan masyarakat dan belum dapat dikatakan produk kebijakan yang efektif dan efisien. Selain itu hasil penelitian ini menemukan bahwa faktor yang berpengaruh terhadap pelaksanaan penataan kawasan kumuh ialah faktor lingkungan.

This study discusses good urban governance in the slum management in Jakarta Province by focusing on the implementation of the Community Action Plan and the factors that influence the implementation of the slum management. This study aims to analyze the implementation of the slum management in this province through the Community Action Plan program from the perspective of good urban governance and to discover the factors that influence the implementation of the slum management. This study operationalises good urban governance theory by Van den Dool, et al and slum theory by Nassar and Elsayed. This research is conducted by using post-positivism through in-depth interviews and literature studies. The results of the study show that there is no vivid form of good urban governance in implementing the Community Action Plan, because the implementation has not yet worked fairly and in proper procedures on fulfilling the values of good urban governance. The implementation of the Community Action Plan program in the slum management, thus, is not a responsive program toward people's need and not able to be said as an effective and efficient policy "product". Moreover, This study finds that the factors that influence the implementation of the slum management is environmental factors."
