"Sebagai upaya untuk memberantas korupsi, pemerintah Indonesia menjadikan eprocurement sebagai salah satu program strategis dalam 7 flagship Dewan Teknologi Informasi Nasional (DeTikNas). Salah satu pengembang yang cukup berhasil dalam mengembangkan e-procurement adalah Lembaga Kebijakan Pengadaan barang/jasa Pemerintah (LKPP) yang telah digunakan oleh 731 instansi pemerintah dan 311.534 penyedia barang/jasa. Penelitian ini dilakukan untuk menganalisis faktor-faktor penentukesuksesan sistem e-procurement yang dikembangkan oleh LKPP, serta dampaknya terhadap persepsi transparansi menurut perspektif penyedia barang/jasa. Penelitian ini menjawab dua pertanyaan tersebut dengan pendekatan covariance-based structural equation modeling yang dilakukan untuk menganalisis data hasil survei terhadap 157 responden.Hasil penelitian menunjukkan bahwa hanya kualitas sistem, kualitas layanan, regulasi, kepercayaan terhadap sistem e-procurement, kepuasan pengguna dan manfaat yang dirasakan yang menjadi faktor penentu kesuksesan sistem e-procurement. Akan tetapi, hanya kepercayaan terhadap sistem e-procurement yang secara dominan mempengaruhi persepsi transparansi.

In effort to fight corruption, Indonesian government makes e-procurement as one of strategic programs in 7 flagship National Information Technology Council (DETIKNAS). One of developers that can be considered quite successful in developing e-procurement system is Lembaga Kebijakan Pengadaan barang/jasa Pemerintah (LKPP) that has been used by 731 government agencies and 311.534 supplier. This study was conducted to analyze the determinants ofe-procurement system successas well as its impact on perceived transparency from supplier?s perspective. This study answered both questions by applyingcovariance-based structural equation modeling approach to analyze the survey data of 157 respondents.

This study found that only system quality, service quality, regulation, trust, user satisfaction, and perceived benefitsdetermine e-procurement system success. However, only trust on e-procurement system dominantly affects perceived transparency."
