"Kebakaran hutan dan lahan di Indonesia tahun 2015 seluas 2,61 juta hektar merupakan kebakaran terparah yang terjadi sejak tahun 1997 sehingga pemerintah membentuk Perpres No.1 Tahun 2016 tentang Badan Restorasi Gambut. Penelitian ini menganalisis kasus pelaksanaan supervisi di kawasan Hutan Tanaman Industri (HTI) pada tujuh kawasan prioritas BRG tahun 2019 dengan menggunakan teori implementasi kebijakan Merilee S. Grindle (1980). Penelitian ini menggunakan metode kualitatif dengan design studi kasus. Temuan penelitian ini menunjukan faktor banyaknya kepentingan, ketidakjelasan wewenang aktor pelaksana, dan karateristik kelembagaan merupakan faktor penghambat keberhasilan suatu kebijakan. Disisi lain, transparansi sebuah implementasi kebijakan merupakan faktor penting dalam keberhasilan kebijakan. Kurangnya transparansi dalam sebuah implementasi kebijakan akan menimbulkan konflik karena semakin banyak konflik, akan mempersulit implementasi suatu kebijakan.

Forest and land fires in Indonesia in 2015 covering an area of 2.61 million hectares were the worst fires that occurred since 1997 so that the government formed Presidential Decree No.1 of 2016 concerning the Peat Restoration Agency. This study analyzes the implementation of supervision in Industrial Plantation Forest Areas (HTI) in the Seven Priority Areas of BRG in 2019 using the theory of implementation of the Merilee S. Grindle policy (1980). This study used a qualitative method with a case study design. This research shows that many factors of interest, unclear authority of implementing actors, and institutional characteristics are factors inhibiting the success of a policy. On the other hand, the transparency of a policy implementation is an important factor in the success of the policy. Lack of transparency in a policy implementation will create conflict because more conflicts will make it difficult to implement a policy."
