"Peningkatan kesejahteraan bagi komunitas lokal seperti komunitas peternak ayam ras petelur (ayam layer) menjadi sebuah hal penting bagi komunitas itu sendiri. Salah satu pendekatan yang dapat dilakukan untuk meningkatkan kesejahteraan komunitas adalah dengan melakukan pengembangan ekonomi masyarakat di tingkat lokal (Pengembangan Ekonomi Lokal/PEL). PEL merupakan implementasi dari hubungan kemitraan antara Pemerintah Daerah, aktor swasta dan masyarakat lokal dalam melakukan pembangunan berbasis sumber daya lokal. Berdasarkan latar belakang tersebut, pertanyaan penelitian ini adalah bagaimana proses pengembangan ekonomi lokal oleh komunitas peternak melalui jejaring organisasi global dalam pembinaan usaha peternakan ayam ras petelur dan dampak pengembangan ekonomi lokal tersebut bagi kesejahteraan sosial komunitas peternak dan masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Pengumpulan data primer melalui observasi dan wawancara mendalam. Informan dipilih secara purposif dan snowball serta menggunakan coding untuk analisis data. Pembahasan terkait proses PEL menggunakan kerangka The Hexagonal of Local Economic Development. Hasil penelitian menunjukkan bahwa komunitas peternak memiliki kemandirian dan inisiatif untuk memperjuangkan nasib komunitas mereka dan peran konektivitas global terlihat dari kerjasama jaringan organisasi global antara Paguyuban Peternak Rakyat Nasional (PPRN) dengan PT. Cargill Indonesia dan USAID APIK dalam proyek “Kandang Percontohan Tanggap Iklim” dan beberapa program pelatihan dari FAO. Implikasi dari PEL oleh komunitas peternak layer dan peran konektivitas global dalam pembinaan usaha peternakan ayam layer telah mampu meningkatkan wawasan para peternak dalam pengembangan usaha peternakan dan bermanfaat untuk pembangunan wilayah maupun ekonomi Kabupaten Blitar serta berdampak positif secara sosial ekonomi bagi komunitas peternak maupun masyarakat sekitar.

Improving welfare for local communities such as laying hens (layer chicken) breeders is an important thing for the community itself. One approach that can be taken to improve community welfare is to conduct community economic development at the local level (Local Economic Development/LED). LED is the implementation of a partnership between local governments, private actors and local communities in carrying out local resource-based development. Based on this background, the research question is how is the process of LED by the breeders community through a global network of organizations in fostering laying chicken business and the impact of LED on the social welfare of the breeders community and society. This study uses a qualitative approach with a descriptive type of research. Primary data collection through observation and in-depth interviews. Informants were selected purposively and snowballed and used coding for data analysis. The discussion related to the LED process uses the Hexagonal of Local Economic Development framework. The results of the study indicate that the breeders community has the independence and initiative to fight for the fate of their community and the role of global connectivity can be seen from the collaboration of the global network of organizations between the National People's Breeders Association (PPRN) with PT. Cargill Indonesia and USAID APIK in the “Climate Response Pilot Cage” project and several training programs from FAO. The implications of LED by the layer breeder community and the role of global connectivity in fostering layer chicken farming have been able to increase the insight of farmers in developing livestock business and are beneficial for regional and economic development of Blitar Regency as well as having a positive socio-economic impact for the breeder community and the surrounding community.
