"Penelitian ini dilakukan untuk mengetahui sejauh mana pengaruh dimensi struktur organisasi (kompleksitas, formalisasi dan sentralisasi) baik masing-masing maupun simultan terhadap efektivitas organisasi Direktorat Jenderal Administrasi Hukum Umum. Penelitian dilaksanakan di Direktorat Jenderal Administrasi Hukum Umum pada bulan Mei-Juni 2013. Metode yang digunakan dalam penelitian ini adalah kuantitatif eksplanasi. Hasil dari penelitian ini menunjukkan bahwa formalisasi dan sentralisasi memiliki berpengaruh signifikan terhadap efektivitas organisasi. Sedangkan kompleksitas tidak berpengaruh signifikan terhadap efektivitas organisasi. Penelitian juga menunjukkan bahwa formalisasi memiliki hubungan yang paling kuat dengan efektivitas organisasi. Untuk meningkatkan efektivitas organisasi, maka perlu ditingkatkan hal-hal yang berkaitan dengan formalisasi.

This study was conducted to determine the extent of the influence of the dimensions of organizational structure (complexity, formalization and centralization) either individually or simultaneously to organizational effectiveness Directorate General of Law Administration Affair Ministry of Law and Human Rights. Research conducted at the Directorate General of Law Administration Affair in May-June 2013. The method used in this study is a quantitative explanation.

The results of this study indicate that formalization and centralization has a significant effect on organizational effectiveness. Whereas no significant effect on the complexity of organizational effectiveness. Research also shows that formalization has the strongest relationship with organizational effectiveness. To improve the effectiveness of the organization, it needs to be improved matters relating to formalization."

"Kompetensi pengendara sangat penting untuk mengurangi risiko kecelakaan. SIM adalah bukti kelayakan mengemudi yang harus diperpanjang setiap lima tahun sesuai PP No. 44/1993, untuk memastikan kompetensi pengendara tetap terjaga. Aplikasi Digital Korlantas diluncurkan oleh Korlantas POLRI untuk membantu masyarakat memperpanjang SIM secara online. Aplikasi ini bertujuan untuk mempermudah perpanjangan SIM, mengurangi interaksi langsung, dan mengurangi pungutan liar. Agar semakin banyak masyarakat yang dapat terbantu, penulis akan mempelajari faktor-faktor yang memengaruhi niat adopsi teknologi aplikasi Digital Korlantas ke depannya. Analisis uji hipotesis dilakukan secara kuantitatif menggunakan PLS-SEM kepada 355 responden dan secara kualitatif melalui wawancara eksplanatori kepada 10 partisipan. Hasil analisis menunjukkan perceived ease of use dan perceived usefulness memengaruhi attitude towards Digital Korlantas, yang kemudian memengaruhi citizen’s intention to use Digital Korlantas secara positif. User interface juga memiliki hubungan positif yang signifikan dengan satisfaction, yang kemudian juga memengaruhi citizen’s intention to use Digital Korlantas secara positif. Sementara itu perceived cost, performance expectancy, serta voluntariness of use tidak berpengaruh terhadap citizen’s intention to use Digital Korlantas. Selain itu, penulis juga menemukan adanya permasalahan dalam penggunaan aplikasi, meliputi tampilan antarmuka, alur aplikasi yang panjang dan sulit dipahami, dan kurangnya kualitas pelayanan yang diberikan. Sebagai tindak lanjut, penulis melakukan evaluasi usability terhadap aplikasi Digital Korlantas untuk mengidentifikasi hal yang dapat diperbaiki. Evaluasi usability dilakukan dengan mengikuti metode user centered design. Pengumpulan data secara kuantitatif dilakukan dengan menyebarkan kuesioner SUS dan metode kualitatif dilakukan melalui wawancara dan usability testing. Peningkatan skor ini menunjukkan bahwa desain yang baru telah berhasil meningkatkan nilai usability dari aplikasi Digital Korlantas. Penelitian ini diharapkan dapat memberikan kontribusi pada literatur teoretis serta wawasan praktis bagi pengembang terkait adopsi teknologi dan evaluasi usability pada aplikasi e-government yang berfokus pada driving license application.

Driver competence is crucial for reducing the risk of accidents.A driver's license (SIM) serves as proof of driving eligibility and must be renewed every five years according to Government Regulation No. 44/1993 to ensure that drivers maintain their competence. The Digital Korlantas application was launched by Korlantas POLRI to help the public renew their driving licenses online. This application aims to simplify the license renewal process, reduce direct interactions, and minimize illegal fees. In order for this application to reach more people, the author will study the factors influencing the intention to adopt the Digital Korlantas technology in the future. Hypothesis testing analysis was conducted quantitatively using PLS-SEM with 355 respondents and qualitatively through explanatory interviews with 10 participants. The analysis results show that perceived ease of use and perceived usefulness affect the attitude towards Digital Korlantas, which in turn positively influences the citizen’s intention to use Digital Korlantas. The user interface also has a significant positive relationship with satisfaction, which then also positively affects the citizen’s intention to use Digital Korlantas. Meanwhile, perceived cost, performance expectancy, and voluntariness of use do not affect the citizen’s intention to use Digital Korlantas. Additionally, the author identified issues in the application usage, including interface design, a lengthy and complicated application flow, and the lack of quality service provided. To address these issues, the author conducted a usability evaluation of the Digital Korlantas application to identify areas for improvement. The usability evaluation was carried out following a user-centered design method. Quantitative data was collected by distributing a SUS questionnaire, and qualitative data was gathered through interviews and usability testing. Based on the SUS questionnaire distributed to 42 respondents, the Digital Korlantas application scored 62.44 with an ‘OK’ rating. This score is still below average. After redesigning the application with low and high fidelity designs, a second evaluation was conducted, resulting in a SUS score of 81.5 with a ‘Good’ rating. This score improvement indicates that the new design successfully enhanced the usability of the Digital Korlantas application. Hopefully, this research can contribute to theoretical literature as well as practical insights for developers regarding technology adoption and usability evaluation in e-government applications that focus on driving license applications."
