"Skripsi akan membahas fenomena terbentuknya kelompok intra partai politik dan bagaimana peran dalam politik dalam negeri. Secara spesifik akan mengkaji bagaimana kelompok Euro-Skeptis dalam Partai Konservatif Inggris. Penelian ini dipandu dengan pertanyaan penelitian bagaimana kelompok EuroSkeptis pada Partai Konservatif turut serta memberi pengaruh pada proses Referendum Inggris 2016. Teori yang digunakan untuk menjelaskan kasus yang diangkat adalah konvergensi partai dan diferensiasi kebijakan oleh Budge dkk. untuk menjelaskan penyebab antar partai politik terdapat persamaan dan perbedaan kebijakan yang diambil, teori dimensi organisasi dan motivasi faksionalisme oleh Kim Eric Bettcher untuk menjelaskan faktor dorongan terbentuknya kelompok intra partai, dan teori hubungan partai politik dengan faksionalisme oleh Frank Belloni dan Dennis Beller untuk menjelaskan pola hubungan faksi dengan partai politik tempatnya berada. Penelitian ini akan menggunakan metode penelitian kualitatif, pengumpulan data melalui studi literatur berdasarkan keterkaitan dengan teori yang pilih dan menarik kesimpulan dari data yang telah didapat berdasarkan pada panduan pertanyaan penelitian. Temuan dari penelitian ini adalah kelompok intra partai mempunyai kemampuan untuk mengubah keadaan politik baik dalam maupun luar partainya. Kemampuan kelompok intra ini untuk mengakses sumber daya materil maupun materil dapat menarik semakin banyak pendukung ke kelompok tersebut sebagai modal untuk mempengaruhi proses pembuatan kebijakan partainya. Pada kondisi di mana pimpinan partai tidak mampu mengendali kelompok intra ini, maka posisi pimpinan partai dapat diambil alih oleh kelompok intra tersebut sebagai awal untuk melakukan perubahan yang lebih besar.

Thesis will discuss the phenomenon of the formation of intra groups political parties and how it role in domestic politics. Specifically it will examine how the Euro Skeptics group in the British Conservative Party. This study is guided by research questions on how the Euro Skepticism of the Conservative Party contributes to the process of the British Referendum 2016. The theories used to explain the case are party convergence and policy differentiation by Budge et al.

To explain the causes of inter political parties there are similarities and differences in policy taken, the theory of organizational and motivation dimensions of factionalism by Kim Eric Bettcher to explain the factors of encouragement of intra party groups, and the political party and factionalism by Frank Belloni and Dennis Beller to explain the pattern of relationships Factions with the political parties in which they are formed.

This research will use qualitative research methods, data collection through literature study based on the relevance of selected theories and drawing conclusions from the data that have been obtained based on the research question guides.

The findings of this study are that intra party groups have the ability to change the political situation both within and outside their party. The ability of these intra groups to access material and non material resources can attract more supporters to the group as part of power to influence their party 39 s policy making process. In conditions where party leaders are unable to control this intra group, party leadership positions can be taken over by the intra group as a beginning to make larger changes."

"Skripsi ini menganalisis tentang pembentukan kebijakan British Exit oleh Partai Konservatif di Inggris pada tahun 201 melalui pembentukan Manifesto Partai Konservatif tahun 2015 dengan mengangkat isu-isu yang berkembang di Inggris mulai 2013 hingga 2015. Pertanyaan penelitian dalam skripsi ini adalah ‘Mengapa mekanisme bottom up dalam pembentukan kebijakan British Exit (2016) sebagai kebijakan proteksionis digunakan oleh Pemerintahan Konservatif Inggris?’ Teori riding the wave yang dikemukakan oleh Ansolabehere dan Iyengar (1994) digunakan untuk menjawab pertanyaan penelitian tersebut. Penelitian ini menggunakan metode kualitatif dengan data sekunder. Dari tiga temuan dalam penelitian ini memperlihatkan bahwa pengangkatan isu-isu proteksionis yang dilakukan oleh Partai Konservatif mendorong pembentukan kebijakan keluarnya Inggris dari Uni Eropa atau British Exit. Pengangkatan isu-isu proteksionis yang dilakukan oleh Partai Konservatif memperlihatkan langkah pragmatis Partai Konservatif dalam mendapatkan dukungan masyarakat.

This undergraduate thesis analyses the formation of British Exit policy by the Conservative Party in the United Kingdom in 2016 through the formation of the 2015 Manifesto of the Conservative Party, which used the issues from 2013 to 2015. The research question of this thesis is 'Why did the British Conservative Government employ the bottom-up mechanism in the formation of the British Exit (2016) policy as its protectionist policy?’ Ansolabehere and Iyengar’s (1994) riding the wave theory is used in this study in finding the answers of this research question. This study employed the qualitative method using the secondary data. The three findings of this study show that the adoption of these protectionist issues by the Conservative Party supported the formation of British-Exit policy from the European Union. This can be understood as the pragmatic step of the Conservative Party in gaining public support."
