"Limited sources of water in the world imposed many countries to give 'real' tariffs on water, or in other words, water privatization. Long time ago, water is a public good which people could access, freely and cheaply. In the future, there are tendencies that water can no longer be used as goods, but become private goods, where only certain people who could pay the 'real' tariff of wait could have access to which. Water privatization has undergone in many countries, as well as fit developed, developing, and less developed countries. Besides the limited sources of water, th inability of the government (especially in third world countries) to provide water service for ih citizens is getting worse. Governments can no longer give subsidy to its citizens by giving che water's tariff meanwhile the costs to provide clean water is quite high. Governments have limit choice, so privatization becomes the ultimate solution for this problem. Moreover, the World Bo and Asian Development Bank are very keen on these water privatization. The consequence o water privatization is the significant increase of water tariff. It means that only rich people will ha access to clean water while the poor can not pay for the high water tariff. This becomes the cent problem of water privatization happened in many countries, for example in South Africa, where 2i people die because inaccessibility of clean expensive-water. Meanwhile, water privatization in Indonesia that has been legalized through UU No. 7, 2004 is underway. Would water privatization become detrimental to Indonesia's poor people?"

"In Indonesia, the privatization of some state owned firms have met strong external and internal stakeholders'resistance causing delay or even failure in spite-of-th-fact that privatization has swept the world. Starting in the UK in the early 1980s, privatization has spread to other developed and developing countries. This essay attempts to investigate the process if privatization in Indonesia when compared with the expereicne of other countries vis a vis country specific characteristics and strategies related to the privatization transactions as well as the acquiring parties' strategy. With regard to these variables, differences are noted between the practices in the former eastern block countries, developed and developing countries inclusive of in Indonesia."

"Penelitian ini terfokus pada pelaksanaan privatisasi/restrukturisasi PT PLN (Persero), pengaruh atau dampaknya terhadap percepatan pembangunan di daerah, khususnya kota Cilegon. Dalam penelitian ini dibahas mengenai program kebijakan privatisasi/ restrukturisasi PT.PLN (Persero) yang berpengaruh pada iklim investasi di daerah khususnya di bidang kelistrikan.Pembahasan mengenai program privatisasi/restrukturisasi PT. PLN tersebut diulas pula latar belakang munculnya kebijakan tersebut dimana Pemerintah, akibat pemenuhan kebutuhan sektor lainnya yang semakin mendesak, tidak mampu lagi memberi subsidi kepada sektor ketenagalistrikan.Sesuai dengan Kebijakan program restrukturisasi yang dirumuskan oleh Departemen Pertambangan Republik Indonesia, privatisasi PT. PLN memiliki empat tujuan pokok yakni:a. Kelayakan keuangan,b. Peningkatan daya saing,c. Partisipasi aktif pihak swasta, dand. Transparansi.Untuk dapat melakukan perbandingan, dalam tesis ini juga dikemukakan beberapa studi kasus privatisasi pada utilitas publik termasuk sektor ketenagalistrikan di negara Inggris, Amerika, dan negara-negara lainnya. Kecenderungan pelaksanaan program privatisasi berdasarkan data yang ada adalah terjadinya gejolak internal yang mengakibatkan menurunnya kinerja layanan.Penelitian dalam tesis ini dilakukan secara normatif dan empirik dengan analisis secara kualitatif dengan menggunakan anafisis SWOT berdasarkan kolektif data lapangan baik secara langsung maupun kepustakaan. Sebagai nara sumber dalam penelitian ini antara lain para pejabat di Iingkungan PT. PLN (Persero), PT. Krakatau Daya Listrik, dan Pemda kota Cilegon karena dipandang sebagai pihak yang secara langsung terlibat dalam pelayanan bidang kelistrikan di kota Cilegon.Hasil penelitian menunjukkan bahwa privatisasi listrik di kota Cilegon ternyata menciptakan iklim investasi yang kondusif. Namun, keberhasilan realisasi investasi tersebut juga bergantung pada bagaimana pihak Pemda mengantisipasi secara proaktif melalui berbagai kebijakannya untuk menarik investor."
