"Tesis ini membahas tentang konsep whistleblowing system dalam birokrasi pemerintah di Indonesia. Hal ini menarik diperbincangkan dengan dua alasan, pertama, maraknya tindak pidana korupsi akhir-akhir ini yang notabene terjadi didalam birokrasi, menempatkan whistleblowing system menjadi sarana yang memberikan solusi bagi pelapor untuk menyampaikan laporan atas pelanggaran yang diketahuinya secara aman. Kedua, whistleblowing system sendiri masih terbilang baru di Indonesia dan meskipun beberapa lembaga negara serta lembaga pemerintah telah menerapkannya, kenyataannya whistleblowing system belum secara merata diterapkan pada semua lembaga negara dan lembaga pemerintah baik di lapangan kekuasan eksekutif, legislatif maupun judikatif. Whistleblowing system menjadi penting karena dapat dijadikan sebagai early warning system bagi penyelenggara negara terhadap potensi-potensi dampak masif dari suatu pelanggaran yang terjadi dalam birokrasi. Whistleblowing system dalam kasus-kasus tindak pidana korupsi berpotensi untuk mengungkap tindak pidana korupsi yang terjadi dilingkungan birokrasi sehingga pelaku dapat diproses sesuai dengan ketentuan hukum serta kerugian negara akibat pelanggaran yang terjadi dapat dikembalikan kepada negara. Whistleblowing system juga penting untuk mewujudkan good governance yang dicita-citakan dalam reformasi birokrasi Indonesia. Dalam menyusun tesis ini, Penulis menggunakan metode penelitian yuridis-normatif yaitu melakukan studi hukum yang dalam implementasinya selalu dibingkai oleh dotrin-doktrin hukum. Kesimpulan yang diperoleh dari penelitian ini yaitu tidak ada konsep whistleblowing system yang secara tegas diatur dalam peraturan perundang-undangan di Indonesia saat ini, namun sebenarnya telah ada lembaga negara dan lembaga pemerintah yang dapat berperan dalam mewujudkan whistleblowing system yang ideal dan mampu berperan dalam mewujudkan Tata Kepemerintahan Yang Baik (Good Governance).

This thesis discusses the concept of whistle blowing systems in the government bureaucracy in Indonesia. Whistle blowing system is becoming important, because it can be an early warning system for state officials on the potential impact of massive violations within the bureaucracy. Whistle blowing system, in cases of corruption, has the potential to reveal its cases that occurred within the bureaucracy, so that the perpetrators can be processed in accordance with the provisions of law and the losses caused by its occurrence may be returned to the state. Whistle blowing system is also important for creating good governance which is be desired in the Indonesian bureaucratic reform. In preparing this thesis, the author uses juridical-normative research methods by conducting legal research in which in its implementation is always framed by the doctrines of law. The conclusions derived from this study is the absence of the concept of whistle blowing system that is strictly regulated in the legislation in Indonesia at this time, but in practice, there are some state institutions and government agencies that may have roles in creating the ideal whistle blowing system and able to participate in creating the Good Governance."

"Pasien yang menjalani hemodialisis akan mengalami beban gejala (syndrome burden) yang salah satunya adalah kesulitan tidur. Kondisi ini tentunya akan berpengaruh terhadap kualitas tidur pasien. Kejadian kualitas tidur yang buruk lebih tinggi ditemukan pada pasien yang menjalani hemodialisis dibandingkan dengan populasi umum. Penelitian ini bertujuan untuk mengetahui pengaruh relaksasi Benson terhadap peningkatan kualitas tidur pasien hemodialisis. Penelitian ini merupakan quasi eksperimen pre dan post test desain with control group, yang melibatkan 44 orang responden. Selama 4 minggu kelompok intervensi mendapatkan intervensi relaksasi Benson dan pada kelompok kontrol mendapatkan intervensi standar. Kualitas tidur dinilai sebelum dan setelah pemberian intervensi menggunakan instrumen Pittsburgh Sleep Quality Indeks. Hasil pengukuran diperoleh nilai median skor kualitas tidur pada kelompok intervensi setelah pemberian relaksasi Benson adalah 4, sedangkan pada kelompok kontrol setelah pemberian intervensi standar adalah 10. Hal ini berarti terdapat pengaruh pemberian relaksasi Benson terhadap skor global kualitas tidur pada kelompok intervensi dibandingkan dengan skor global kualitas tidur pada kelompok kontrol (p value 0,000, α= 0,05). Dengan demikian, relaksasi Benson secara klinis dan statistik memberikan pengaruh terhadap peningkatan kualitas tidur pasien. Relaksasi Benson diharapkan dapat menjadi salah satu pilihan terapi komplementer keperawatan dalam meningkatkan kualitas tidur pasien yang menjalani hemodialisis rutin.

Burden of symptoms will be experienced by patients undergoing hemodialysis, which one of them is difficulty of sleeping. This condition affect on the quality of the patient's sleep. The incidence of poor quality of sleep among hemodialysis patients are higher than general population. This study aims to determine the effect of Benson's relaxation on improving the quality of sleep of HD patients. This study was a quasi-experimental pre-test and post-test design with control group, which involved 44 respondents. The intervention was conducted for 4 weeks, where the intervention group received Benson's relaxation and the control group received standard intervention. Sleep quality assessed before and after providing the intervention using the Pittsburgh Sleep Quality Index instrument. The measurement results obtained that the median score of sleep quality in the intervention group after giving Benson relaxation was 4, while in the control group was 10. This means that there is an effect of giving Benson relaxation on the global score of sleep quality in the intervention group compared to the global score of sleep quality in the control group (p value of 0.000, α= 0,05). It can be concluded that Benson's relaxation has clinically and statistically effect on increasing the patient's sleep quality. Expectedly, Benson's relaxation can be used as a complementary nursing therapy to overcome problems related to sleep quality in patients undergoing hemodialysis."

"Penelitian ini bertujuan untuk menggambarkan peran dewan kota/kabupaten beserta kendala-kendala yang dihadapi dalam rangka mewujudkan kepemerintahan yang baik di Provinsi DKI Jakarta. Teori yang digunakan adalah peran dewan daerah, civic engagement dalam peran dewan daerah, konsep governance, konsep good governance, dan partisipasi masyarakat. Pendekatan penelitian ini adalah post positivist dengan teknik pengumpulan data studi kepustakaan dan wawancara mendalam. Hasil penelitian ini adalah sebagian besar dewan kota/kabupaten menjalani perannya masih secara individual dengan cara yang berbeda antara satu dengan yang lainnya sehingga kapasitas kelembagaan dewan kota/kabupaten sebagai mitra pemerintah kota/kabupaten untuk mewujudkan kepemerintahan yang baik belum seluruhnya dirasakan manfaatnya dan tidak diketahui oleh masyarakat. Dalam menjalankan perannya terutama dalam mewujudkan kepemerintahan yang baik, dewan kota/kabupaten memiliki beberapa kendala diantaranya dapat diklasifikasikan menjadi 4 (empat) bagian diantaranya: 1. terbatasnya perangkat hukum dan kewenangan; 2. hubungan dewan kota/kabupaten dengan masyarakat, 3. anggaran, dan 4. jumlah dan kualitas sumber daya manusia.

This research aims to describe the role of the city council / county as well as the obstacles in achieving good governance in Jakarta. The research use th theory of the role of the regional council, civic engagement in the role of the regional council, the concept of governance, the concept of good governance, and public participation. The approach is post-positivist the utilize in literature study and depth interviews. The result is most of city council / county still undergoing its role individually in different ways with each other, so that, the institutional capacity of the city council / county government as a partner of the city / county to create good governance has not entirely perceive the benefits and unknown by the public. In carrying out its role, especially in creating good governance , the city council / county has several problems which can be classified into 4 (four) sections include:1. limitation of law device and authority; 2. relations of the city council / county with the society, 3. the budget, and 4. quantity and quality of human resouces."
