"This article is a short report drawn from a research on the issue of the Afghan refugees in Australia (1999-2002). Using the infamous "boat people" case as illustration, the research was intended provide careful observation on the concept "human security/' a term increasingly linked to forced migration issues. Although human security is often portrayed as a benign concept with strong moral stance, its vastness and loose definition limit its adequacy as a useful tool of analysis. The concept is also prone to misuse because it loosely adapts to various ideological interests. Following framework elaborated from the thoughts of Caballero-Anthony and Freitas, the article shows that it: is possible to implement the human security approach in two conflicting dimensions, positive (the ideal) or negative. Both serve to protect the individuals, but each secures a different entity. "

"Fenomena konflik internal yang muncul pada masa Perang Dingin, membuka kesempatan PBB untuk berperan lebih besar dalam upaya memelihara perdamaian dan keamanan internasional. Operasi perdamaian PBB yang berkembang dengan pesat pasca Perang Dingin merupakan salah satu bentuk respon dari tantangan-tantangan yang muncul pada saat ini. Operasi perdamaian PBB yang dilakukan pasca Perang Dingin merupakan operasi multidimensi yang meliputi aktivitas peacekeeping dan peacebuilding.Kompleksitas konflik internal yang terjadi di Sierra Leone, yang diakibatkan oleh faktor pemerintahan yang buruk dan faktor eksploitasi berlian secara illegal, menimbulkan jatuhnya korban sipil dalam jumlah yang sangat besar, dan juga menimbulkan berbagai masalah lainnya, seperti meningkatnya kemiskinan dan pengangguran serta meningkatnya jumlah pengungsi. Melihat ketidakberdayaan pemerintah Sierra Leone dalam mengatasi konflik tersebut, maka menarik PBB, dalam kaitannya sebagai organisasi internasional, untuk ikut campur tangan dalam memulihkan dan mencapai perdamaian di negara tersebut.Dalam tesis ini, penulis mencoba menganalisa tentang peran yang dilakukan Pasukan Perdamaian Perserikatan Bangsa-Bangsa (PBB) dalam proses penyelesaian konflik internal Sierra Leone pada periode tahun 1994-2005, melalui usaha-usahanya sebagai mediator bagi pihak-pihak yang bertikai dan juga mengirimkan pasukan operasi perdamaian di negara tersebut.

The internal conflict phenomenon that emerged in Cold War time, opened the United Nations opportunity to play a bigger role in an effort to maintain international peace and security. The United Nations peace operation that developed fast post-Cold War, was one of the forms as the response from challenges that emerged at the moment. The United Nations peace operation that was carried out post-Cold War was the multidimensional operation that covered the peacekeeping and peacebuilding activity.Because of the bad governance and illegally diamond exploitation?s factor, the internal conflict complexity in Sierra Leone caused the fall of civil casualties in the very big number, and also caused various other problems, like the increase in poverty and the unemployment as well as the increase of the number of refugees. Saw the powerlessness of the Sierra Leonean government in overcoming this conflict, then attracted the United Nations, as an international organization, to take part in the interference in restoring and achieving peace in this country.In this thesis, I'm trying to analyzed about the role that was carried out by the United Nations Peacekeeping Operation Forces in the process of the internal Sierra Leonean conflict resolution in the period 1994-2005 , through their efforts as the mediator among dispute parties and also sent troops of the peace operation in this country."
