"Summary:
On January 2009, President Obama signed the Memorandum on Transparency and Open Government. The memorandum declares the new Administration's commitment to creating an unprecedented level of openness in Government and establishing a system linking three principles: transparency, public participation and collaboration. Since then, federal agencies in the United States and public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. On September 20th, 2011, eight governments gathered in New York City to launch the Open Government Partnership, a new multilateral initiative to promote open government. The benefits attributed to open government are many and by no means universally shared. They include the claims that open government leads to more effective decision making and services, safeguards against corruption, enables public scrutiny, and promotes citizens' trust in government. However, the speed of events and pressure to implement has given rise to confusion and ambiguity. Although many of the initiatives have been based on opening data and on promoting open action, governments have followed different directions and interpretations when it has come to implement them and development of open government has become unequal and heterogeneous. This book provides a comprehensive study of recent major developments of open government around the world, and analyzes the importance of open government efforts for public governance, making it of interest to academics and practitioners worldwide."

"Penelitian ini membahas proses eksternalisasi informasi layanan pada Tel-U Open Library Kampus Jakarta dan mengidentifikasi produk yang dihasilkan dalam eksternalisasi informasi layanan dalam mendukung promosi perpustakaan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Proses eksternalisasi informasi layanan telah diaplikasikan pada Tel-U Open Library Kampus Jakarta dengan menggunakan metode diskusi antar pustakawan. Informasi tacit tersebut dituangkan dalam format content planning sehingga kebutuhan informasi layanan dapat teridentifikasi dan terkonsep secara jelas, terstruktur dan terkodifikasi dalam fase akuisisi. Proses ekternalisasi dibedakan menjadi tiga bentuk yaitu infografis, video dan artikel. Hasil dari proses eksternalisasi dituangkan pustakawan menjadi berbagai produk seperti buletin yang didalamnya dapat berupa tulisan dan desain grafis, konten media sosial dengan format video atau infografis dan artikel pada website dalam bentuk tulisan. Ketiga produk tersebut memiliki indikator promosi seperti pesan, media, waktu dan frekuensi sehingga dapat mendukung promosi di perpustakaan. Hambatan pada eksternalisasi dapat dibedakan menjadi people, processes, dan technologies. People meliputi kurangnya keterampilan pustakawan dalam menggunakan aplikasi desain konten. Pada segi process kesulitan dalam mencocokan fitur pendukung dengan isi informasi. Sedangkan untuk technologies, spesifikasi perangkat komputer yang tidak mendukung.
This study discusses the process of externalizing service information at Tel-U Open Library Jakarta Campus and identifying the products produced in externalizing service information in support of library promotion. This research uses a qualitative approach with a case study method. The process of externalizing service information has been applied to the Tel-U Open Library Jakarta Campus using the discussion method between librarians. The tacit information is set forth in a content planning format so that service information needs can be identified and conceptualized in a clear, structured and codified manner during the acquisition phase. The externalization process is divided into three forms, namely infographics, videos and articles. The results of the externalization process are poured by librarians into various products such as bulletins which can be in the form of writing and graphic design, social media content in video or infographic formats and articles on the website in written form. The three products have promotion indicators such as message, media, time and frequency so that they can support promotion in the library. Barriers to externalization can be divided into people, processes, and technologies. People include the librarian's lack of skills in using content design applications. On the process side, it is difficult to match the supporting features with the information content. As for technologies, computer device specifications that do not support."
