"One important aspect of district public health service is the management and budgeting of drugs. Up to this time no indicators can be used yet as guidelines for evaluating drug management and budgeting effectiveness in a district in Indonesia. The objective of this study is to determine the effect of training managing drug
staff on the evaluation capability increase and their knowledge.
Training has been conducted twice in 2 provinces, 4 districts ex HP IV each, covering Dinas Kesehatan, GFK, 5 PHCs per district and 300 outpatients. There are 7 groups of indicator which include a total of 29 indicators. Training involved computation of indicators of drug management and budgeting in a district.Tests were carried out before training and after the first and second training. Data were analyzed using paired t-test for the effect of training on the increase of
knowledge and capability of managing drug staff in indicator computation for the evaluation of drug management and budgeting as well as linear regression for the relation between education and working experience of the staff and unpaired t-test for the difference in the increase in knowledge of pharmacy assistant and non pharmacy assistant. Results from the study on 54 managing drug staff in 8 district shows that knowledge increase significantly after the first and second training, whilst the latter increase is greater than the former one and that the increase in knowledge of pharmacy
assistant exceeds that of non pharmacy assistant."

Currently, drug crimes have become a form of transnational crime against humanity. Drug abuse in Indonesia has now become a crime trend that continues to increase from time to time. Not only has an impact on public health, but also on the economy and the destruction of future generations of the nation. One type of drug that is currently on the market is Certain Medicines (OOT). OOT is a drug that works in the central nervous system, where its use above the dose that should be able to cause dependence and changes in mental activity such as symptoms of narcotics and psychotropic use. The Food and Drug Supervisory Agency as the agency that manages supervision in the field of medicine and food strengthens its supervision by issuing BPOM Regulation No. 10 of 2019 concerning Guidelines for the Management of Certain Often Misused Medicines. This study aims to evaluate the application of these regulations in pharmaceutical service facilities by referring to the theory of policy evaluation indicators (Input, Process, Output, Outcome) by Bridgman Davis (2000). This study used a post-positivist research approach with data collection methods, namely in-depth interviews and literature study. The results of this study indicate that the application of BPOM Regulation No. 10 of 2019 concerning Guidelines for the Management of Certain Drugs that are Often Misused, has not been widely complied with by pharmaceutical service facilities. The implementation of this regulation also has not had a too significant impact in reducing the circulation of OOT in illegal facilities. This is evidenced by the results indicator, which shows data on the increase in the number of sites carried out takedowns in 2020 and facilities that do not comply with the provisions have increased in 2019. Meanwhile, in the impact indicator, the impact on the community has not been felt because the repeated OOT crimes were caused. sanctions that have not provided a deterrent effect."
