"Penelitian ini membahas tentang analisis penggunaan Society For Worldwide Interbank Financial Telecommunication (SWIFT) sebagai financial statecraft Amerika Serikat terhadap Iran pada periode tahun 2012-2015 untuk menekan pengembangan teknologi nuklir Iran. Kajian-kajian terdahulu perihal sanksi yang diberikan terhadap suatu negara belum banyak yang membahas mengenai penggunaan SWIFT sebagai salah satu instrumen penekan suatu negara. Penelitian ini menggunakan teori sanction busting trade dari Bryan R. Early dan financial statecraft dari Benn Steil dan Robert E. Litan sebagai kerangka analisis dan metode penelitian process tracing, untuk menjawab pertanyaan penelitian “Mengapa Amerika Serikat menggunakan SWIFT sebagai instrumen untuk menekan pengembangan nuklir Iran pada tahun 2012-2015?”. Hasil penelitian ini menunjukkan bahwa sanksi-sanksi sebelumnya yang telah diberikan oleh Amerika Serikat ternyata kurang efektif untuk menekan Iran. Hal tersebut disebabkan karena adanya variabel-variabel sanction busting trade dari negara-negara mitra dagang utama Iran seperti Tiongkok, Italia, India, Jepang dan Korea Selatan. Analisis dalam tulisan ini juga menunjukkan adanya peran penting dari penggunaan financial statecraft dalam hal ini SWIFT sebagai alat dalam menekan Iran agar bersedia melakukan negosiasi dengan AS terkait dengan pengembangan teknologi nuklir.
This study discusses the analysis of the use of Society For Worldwide Interbank Financial Telecommunication (SWIFT) as a financial statecraft of the United States against Iran in 2012-2015 to suppress the development of Iran's nuclear technology. Previous studies regarding sanctions regarding sanction imposed on a country have not discussed the use of SWIFT as an instrument to pressure a country. This study uses the sanction busting trade theory from Bryan R. Early and financial statecraft from Benn Steil and Robert E. Litan as an analytical framework and process tracing research method, to answer the research question “why does the United State use SWIFT as an instrument to suppress Iran’s nuclear development in 2012-2015?”. The results of this study indicate that the previous sanctions that have been imposed by the United States have been less effective in suppressing Iran. This is due to the existence of sanctions busting trade variables from Iran's main trading partner countries such as China, Italy, India, Japan and South Korea. The analysis in this paper also shows the important role of the use of financial statecraft in this case, SWIFT as a tool in pressuring Iran to be willing to negotiate with the US related to the development of nuclear technology."
