"Kegiatan dari suatu universitas adalah memberikan pengajaran, memberikan pencerahan, mencerdaskan masyarakat, dan memberikan manfaat langsung untuk kehidupan masyarakat. Salah satu kegiatan spesifik yang universitas lakukan adalah melakukan penelitian. Kegiatan penelitian yang dilakukan oleh universitas adalah untuk memberikan stimulan kepada para sivitas atau akademisi untuk menghasilkan penemunan-penemuan baru. Adanya kewajiban terhadap pelaksanaan kegiatan penelitian dan pencapaian terhadap target-target yang ditentukan menuntut setiap Perguruan Tinggi atau Univeristas untuk mengadakan suatu pengelolaan secara keseluruhan. Untuk menjaga proses pengelolaan berjalan dengan baik, suatu institusi dapat mengoperasikan pengendalian internal. Tujuan dari pengendalian internal itu sendiri merupakan cara atau langkah bagi suatu institusi untuk menjaga setiap proses operasional dan kepatuhannya supaya dapat mencapai target kinerja yang telah ditentukan. Penelitian ini bertujuan untuk menganalisis Pengendalian Internal pada pengelolaan penelitian yang berjalan di Universitas XYZ. Analisis dilakukan berdasarkan kerangka pengendalian internal COSO dengan lima elemen pengendalian internal dan standar yang berlaku terkait pengelolaan penelitian di perguruan tinggi. Hasil penelitian ini menyimpulkan bahwa pengendalian internal pada pengelolaan penelitian yang dilakukan oleh Universitas XYZ sudah berjalan dengan baik namun masih perlu adanya peningkatan di beberapa aspek antara lain lingkungan pengendalian terhadap pengelolaan sumberdaya manusia; identifikasi dan penilaian terhadap risiko penelitian; aktivitas pengendalian terhadap pendokumentasian pencatatan yang memadai dan pengecekan fisik terhadap pelaporan keuangan penelitian; informasi komunikasi untuk memperoleh, menghasilkan, dan menggunakan informasi yang berkualitas dan relevan; pengawas untuk melakukan evaluasi yang berkesinambungan dan terpisah secara periodic. Peningkatan pengelolaan terhadap penelitian dan inovasi juga perlu dilakukan untuk memaksimalkan langkah Universitas untuk mencapai tujuannya menjadi unggulan di Asia Tenggara dan menuju Universitas Kelas Dunia.

The activities of a university are to provide teaching, enlightenment, educate the community, and provide direct benefits for people's lives. One specific activity that universities do is to conduct research. Research activities carried out by universities are to provide stimulants to the civitas or academics to produce new discoveries. There is an obligation to carry out research activities and the achievement of specified targets requires each university or university to carry out an overall management. To keep the management process running well, an institution can operate internal controls. The purpose of internal control itself is a way or step for an institution to maintain each operational process and compliance in order to achieve predetermined performance targets. This study aims to analyze Internal Control in the management of research that runs at XYZ University. The analysis was carried out based on COSO's internal control framework with five elements of internal control and applicable standards related to research management in tertiary institutions. The results of this study conclude that internal control in the management of research conducted by XYZ University has been going well but there still needs to be an improvement in several aspects including the control environment on human resource management; identification and assessment of research risks; control activities for adequate documentation and physical checking of research financial reporting; communication information to obtain, produce and use quality and relevant information; supervisor to carry out continuous and periodic separate evaluations. Improved management of research and innovation also needs to be done to maximize the steps of the University to achieve its goal of becoming a leader in Southeast Asia and towards a World Class University."

"The objectives of the research is ti know the implementation of policy and implementation of the research program and the public service at Higher Education (HE). The research method is the mixed of quantitative and qualitative methods with a descriptive analysis. Sample of the research is 160 respondents taken purposively of head and members of the research and public service instutions at public and private of HE. The research was conducted for 7 months from April to October 2008 at six provinces : West Nusa Tenggara province , Bali province, Special Yogyakarta province, west Sumatera provine, and South Sumatera provine. Tools and the techniques of data collecting are using documentation study, questionnaries, interview and focus group discussion. Primary data is the information from the resource persons from HE while the secondary data is taken from the the documents about the rules as well as the laws and the related research done by other people. The findings of the research are : 1) the policy of research program and the public service at HE is based on the general policy of the HE Directorate, Ministry of National Education; 2) the implementation of policy in improving quality of HE still has constrains such as the instutions of research and public service are still sparate, the socialization of programs of public service is still low, and most lectures at HE are still lack of having research methodology; 3) the research findings of both public and private HE can be implemented to develop and improve science. However, there has a few of the research findings that can be used for improving teaching and learning materaials for higher education, very few of national as well international publications, and very few of having patent rights; and 4) the activities in public service are not based on the findings of the research yet.
