"Japan and China have a long history of environmental cooperation. In recent years, economic
potential of environmental industry has been well recognized, besides the requirement of environmental protection. Both Japan and China have incorporated green growth into their dominant national strategies and set up high priority for promoting environment and energy related
industries, which serves as the background for further mutually beneficial cooperation. In this
article, we reviewed the history and found that Japan-China environmental cooperation has
developed from government-oriented stage to business-oriented stage. It is more stable against
the complex and volatile international political situation; but stable intergovernmental rela-
tionship is one of the key factors for initiating environmental cooperation projects. Later, we
discussed the opportunities and challenges for Japan-China environmental cooperation con-
sidering the roles of state actor and business power. A systematic scheme was concluded to
analyze the critical factors and dynamic relations for environmental cooperation and business.
Business power has been exerting more and more influence on international and domestic environmental politics. Due to the political limitation of state actors, business power is expected
to be more active in promoting stable and sustainable cooperation. Moreover, environmental
cooperation could also be a key to mitigating the political tensions between Japan and China."

"China dan Jepang adalah dua negara yang memiliki sejarah panjang hubungan rivalitas yang tinggi. Meskipun Jepang adalah rival China, China tetap menerima Official Development Assistance (ODA) dari Jepang. Jumlah ODA Jepang yang disalurkan ke China tidak lah sedikit. Jepang bahkan selalu menjadi salah satu donor utama di China. Hampir 60% ODA yang diterima China adalah dari Jepang. Dengan menggunakan metodologi kualitatif, penelitian ini mengidentifikasi bahwa China memiliki kepentingan ekonomi dan politik yang mempengaruhi keputusannya untuk tetap menerima ODA dari Jepang di tengah-tengah peningkatan hubungan rivalitas China dan Jepang di periode 2001-2007. Adapun kepentingan ekonomi China adalah mempertahankan nilai perdagangan dan investasi China dengan Jepang. Sementara itu, kepentingan politik China sendiri terbagi menjadi dua: politik domestik yang berkaitan dengan legitimasi Partai Komunis China dan politik internasional yang berhubungan dengan kepentingan China dalam mempertahankan citra dirinya sebagai negara berkembang.

China and Japan are two countries which posses long standing historical rivalry relations among each other. Despite the high tension between them, until 2007 China still accepts Japan`s Official Development Assistance (ODA). The amount of Japanese ODA disbursement to China is significantly large. Nearly 60% of cumulative total of ODA that China has received are from Japan. Through the use of qualitative method, this research identified that China has economic and political interests which influence China`s decision in accepting Japanese ODA. China`s economic interests towards Japan`s ODA lie in increasing trade with Japan and also securing Japanese investment in China. Moreover, China has domestic and international political interests as well. In domestic political dimension, China`s interest towards Japan`s ODA is to stabilize and strengthen China`s Communist Party`s legitimation as the one only party that rules China. Then, in international politics dimension, China wants to be seen as a peaceful developing country by accepting Japan`s ODA while China-Japan relations itself is full of hostility."
