"Setiap tahunnya perekonomian Indonesia terus meningkat dan diiringi dengan bertambahnya konsumsi energi listrik. Dengan bertambahnya konsumsi energi listrik harus diimbangi dengan bertambahnya pembangkit listrik. Saat ini sebagian besar sumber energi listrik di Indonesia berasal dari pembangkit listrik berbahan bakar fosil. Indonesia merupakan negara dengan potensi energi terbarukan yang sangat besar. Hampir semua jenis energi terbarukan ada di Indonesia, mulai dari air, angin, surya, biomassa, biogas, dan juga panas bumi. Akan tetapi Indonesia belum dapat memaksimalkan penggunaanya untuk pembangkit listrik energi terbarukan.Dengan rasio elektrifikasi yang belum mencapai 100% maka membuka kemungkinan untuk pihak swasta dalam menjalankan bisnis di bidang usaha penyediaan tenaga listrik. Untuk mendorong hal tersebut pemerintah dalam hal ini Kementerian Energi dan Sumber Daya Mineral telah menerbitkan peraturan-peraturan yang dapat meningkatkan minat swasta agar berinvestasi. Peraturan tersebut mencakup kemudahan dalam mengurus izin investasi dan juga harga jual energi listrik yang didasarkan pada jenis dan lokasi pembangkit listrik.Setiap wilayah memiliki potensi energi dan harga jual listrik yang berbeda-beda. Untuk itu perlu dilakukan perhitungan untuk menentukan jenis pembangkit yang cocok di bangun di suatu wilyah berdasarkan potensi dan juga harga jual listriknya. Dari hasil perhitungan diperoleh hasil, Nusa Tenggara Timur (NTT) merupakan provinsi yang payback period tercepat dibandingkan dengan provinsi lain yaitu selama 3,3 yang berasal dari PLTP. Hal tersebut disebabkan karena harga jual listrik yang mencapai Rp 2.677/kWh. Dan PLTBm merupakan jenis pembangkit listrik yang payback period paling lama, hingga 15,6 tahun apabila menggunakan harga jual listrik sebesar Rp 1.025/kWh sesuai dengan BPP pembangkitan nasional.

Each year Indonesian economy continues to increase and is accompanied by increasing consumption of electrical energy. With the increase in electricital consumption, it must be balanced with the increase in electricity generation. Today most of the electrical energy sources in Indonesia comes from fossil-fueled power plants. Indonesia is a country with enormous renewable energy potentialAlmost all types of renewable energy exist in Indonesia starting from water, wind, solar, biomass, biogas, and geothermal. However, Indonesia has not been able to maximize its use for renewable energy power plants.With an electrification ratio that has not reached 100%, it opens the possibility for the private sector to conduct business in the electricity supply business. For this reason, the government represented by the Ministry of Energy and Mineral Resources has issued regulations that could increase private company intrest to invest. These regulations start from the ease of obtaining investment permits and also electricity selling price which is based on the type and location of the power plant.Each region has different energy potential and selling prices. For this reason, a calculation is needed to determine the type of power plant that is suitable to be built in a region based on the potential and selling price of electricity. From the calculations, the results show that Nusa Tenggara Timur (NTT) is the province with the fastest payback period compared to other provinces,whisch is 3.3 years which comes from PLTP. This is due to the selling price of electricity which reached Rp. 2,677/kWh. And PLTBm is the type of power plant with the longest payback period, up to 15.6 years when using an electricity selling price of Rp. 1,025/kWh in accordance with the national generation BPP."
