"Pencatatan nama pada dokumen kependudukan merupakan hal yang penting bagi setiap penduduk sebagai subjek hukum. Oleh karena itu, maka terbitlah Peraturan Menteri Dalam Negeri Nomor 73 Tahun 2022 tentang Pencatatan Nama Pada Dokumen Kependudukan (PERMENDAGRI Nomor 73 Tahun 2022). Skripsi ini berpendapat bahwa PERMENDAGRI Nomor 73 Tahun 2022 perlu diteliti lagi dari segi keberlakuannya sebagai payung hukum bagi pencatatan nama yang baik dan tertib, serta bagaimana pencatatan nama yang baik dan benar itu seharusnya berjalan. Sehingga, terdapat setidaknya terdapat 3 (tiga) pokok permasalahan yang perlu dijawab mengenai pencatatan nama pada dokumen kependudukan dan PERMENDAGRI Nomor 73 Tahun 2022, yaitu: (1) bagaimana pengaturan mengenai pencatatan nama dalam dokumen kependudukan pada Pasal 5 PERMENDAGRI Nomor 73 Tahun 2022 dalam pencatatan berbagai dokumen kependudukan di Indonesia?; (2) bagaimana hukum mengatur dalam hal perbedaan pencatatan nama dalam dokumen kependudukan?; dan (3) bagaimana pertimbangan hakim dalam hal adanya kasus mengenai pencatatan nama pada dokumen kependudukan? Untuk menjawab ketiga pertanyaan tersebut, skripsi ini melakukan penelitian terhadap beberapa peraturan perundangan yang mengatur mengenai pencatatan nama serta pandangan hakim mengenai pencatatan nama. Setelah itu, skripsi ini memberikan analisis terkait keberlakuan Pasal 5 PERMENDAGRI Nomor 73 Tahun 2022 dalam pengaturan mengenai pencatatan nama.

Recording of names on population documents is important for every resident as a legal subject. On that account, the Minister of Home Affairs Regulation Number 73 of 2022 concerning Registration of Names on Population Documents (PERMENDAGRI Number 73 of 2022) was issued. This thesis argues that PERMENDAGRI Number 73 of 2022 needs to be examined again in terms of its effectiveness as a legal umbrella for good and proper name registration, and how it should work. Therefore, there are at least 3 (three) main issues that need to be answered in relation to the registration of names in population documents and PERMENDAGRI Number 73 of 2022, which are: (1) how are the arrangements regarding the recording of names in population documents in Article 5 PERMENDAGRI Number 73 of 2022 in the records of various population documents in Indonesia?; (2) how does the law regulate in terms of differences in the recording of names in population documents?; and (3) what is the judge's consideration in a case concerning the inclusion of names in the census record? To answer these three questions, this thesis conducts research on several laws and regulations that regulate the recording of names and the judges’ point of view towards it. The thesis then examines the application of Article 5 of PERMENDAGRI Number 73 of 2022 in the regulation regarding name registration."

"Singing is the most important element of the traditional music culture on Siberut, the largest of the Mentawai Islands (West Sumatra, Indonesia). There are various types of songs on the island. Some of them are related to the world of spirits and ancestors. These are mainly sung by shamans during healing ceremonies and rituals. Other songs are made up by men and women during their daily activities, when they are fishing out at sea or when they take a rest from collecting forest products. Various animals (birds, primates, reptiles) or natural forces (wind, thunder) provide inspiration for lyrics and melodies, as do special events, like the arrival of a logging company on the island). In this article, we discuss the process of recording the songs and other types of music of the island and the production of two CDs and the reactions of the singers and the community to the presentation of the CDs. In a context of decades of suppression of various aspects of the traditional culture (religion, tattoo, loincloth) documentation of a form of intangible culture and its positive appreciation can generate a sense of pride among a local community. In addition, we have added an extensive appendix to this article containing the lyrics of a number of songs in both the local language as well as in translation. It allows readers to get an idea of the poetic nature of the song literature of the Mentawaians."

"ABSTRAKDengan masalah kependudukan yang kerapkali dihadapi DKI Jakarta maka PemProv DKI Jakarta berinisiatif mengeluarkan kebijakan terkait pengawasan dan pengendalian kependudukan, yaitu Perda No. 4 Tahun 2004 pasal 50 dan Peraturan Gubernur No 16 Tahun 2005 pasal 152. Pelaksanaan dari kebijakan ini diantaranya difokuskan di wilayah Kelurahan Duren Sawit, Jakarta Timur dikarenakan wilayah ini banyak terjadi pelanggaran administrasi kependudukan. Pokok bahasan skripsi ini adalah bagaimana implementasi kebijakan terkait pengawasan dan pengendalian kependudukan di Kelurahan Duren Sawit dan hambatan apa saja yang ditemukan selama pelaksanaan kebijakan. Jenis penelitian yang dilaksanakan di Kelurahan Duren Sawit, merupakan penelitian deskriptif dengan pendekatan kualitatif yang mencoba mendeskripsikan terkait implementasi dari kebijakan mengenai pengawasan dan pengendalian kependudukan di wilayah ini. Dalam menganalisis pokok bahasan skripsi, penulis menggunakan teknik pengumpulan data yang terbagi menjadi dua jenis sumber data, yakni data primer diantaranya dengan melakukan studi lapangan melalui wawancara mendalam dengan nara sumber. Sedangkan, data sekunder dengan membaca literatur, seperti buku-buku, majalah, surat kabar, brosur, website di internet, artikel-artikel, dan hasil penelitian lainnya berupa skripsi, tesis, makalah dan lain-lain yang ada hubungannya dengan penelitian ini. Hasil yang diperoleh terkait implementasi kebijakan pengawasan dan pengendalian kependudukan yang dilakukan dalam bentuk operasi di lapangan, yaitu Operasi Yustisi Kependudukan (OYK) dan Bina Kependudukan (Biduk), diantaranya adanya warga pendatang yang kembali ke daerah asalnya, kesadaran warga untuk memiliki identitas diri, dan adanya pelayanan KTP keliling. Untuk mendukung kelancaran pelaksanaan kebijakan ini sebaiknya ada kepedulian dan kerjasama baik dari pemerintah maupun masyarakat guna mengatasi segala hambatan yang mempengaruhi jalannya kebijakan.

ABSTRACTWith a population problem that often faces the DKI Jakarta DKI Jakarta Provincial Government issued a policy initiative related to supervision and control of population, namely Regulation No.4 in 2004 section 50 and Rule Government No.16 of 2005 section 152. Implementation of this policy is focused on areas including Kelurahan Duren Sawit, East Jakarta this area because a lot of administrative violations of residence. The subject of this thesis is how the implementation of related policies on population surveillance and control in Kelurahan Duren Sawit and any obstacles encountered during implementation of the policy. Type of research conducted in Kelurahan Duren Sawit, is a descriptive study with qualitative approaches that try to describe the implementation of policies related to the supervision and control of population in this region. In analyzing the subject of the thesis, the author uses data collection techniques are divided into two types of data sources, which include primary data by conducting field studies through in-depth interviews with resource persons. Meanwhile, the secondary data by reading the literature, such as books, magazines, newspapers, brochures, websites on the internet, articles, and other research results in the form of thesis, thesis, papers and others that have nothing to do with this research.

The results related to the supervision and implementation of policies on population control is in the form of field operations, namely Operation Yustisi Population (OYK) and Population Development (Big Dipper), including a citizen immigrants who returned home, awareness of citizens to have identity, and the mobile ID card service. To support the smooth implementation of this policy there should be caring and cooperation from both the government and the community in order to overcome all obstacles that affect the course of policy."
