"Urbanisasi yang pesat terus meningkatkan jumlah permukiman kumuh, memperburuk kemiskinan dan menyebabkan kurangnya akses terhadap air, sanitasi, dan infrastruktur dasar lainnya. Proyek Slum Upgrading Nasional di Indonesia atau Kota Tanpa Kumuh (KOTAKU) bertujuan untuk meningkatkan infrastruktur dasar di kawasan kumuh, namun dampaknya terhadap kemiskinan belum pernah dievaluasi. Penelitian ini menilai apakah KOTAKU 2017-2020 mempengaruhi angka kemiskinan di daerah sasaran dengan menggunakan metode kuasi-experiment. Hasil estimasi Regression Discontinuity in Time (RDiT) tidak sesuai untuk interpretasi, namun Difference-in-Differences (DiD) memperkirakan penurunan angka kemiskinan sebesar 11,3% setelah KOTAKU diterapkan.

Rapid urbanization continues to increase the number of slums, exacerbating poverty and leading to inadequate access to water, sanitation, and other basic infrastructure. Indonesia’s National Slum Upgrading Project or City Without Slums (KOTAKU) is a program aimed to improve basic infrastructure in slum areas, however, its impact on poverty is yet to be evaluated. This study assessed whether KOTAKU 2017-2020 affected the poverty rate in targeted regions using quasi-experimental methods. The Regression Discontinuity in Time (RDiT) estimation was unsuitable for interpretation, however, Difference-in-Differences (DiD) estimated an 11.3% reduction in the poverty rate after KOTAKU was implemented."

"Nasional Slum Upgrading Project (NSUP) atau Proyek Kota Tanpa Kumuh (KOTAKU) memiliki fokus pengentasan daerah kumuh melalui pembangunan infrastruktur. menggunakan platform kolaborasi antar stakeholder dalam keberhasilan proyek dari sudut pandang stakeholder terkait, yang diukur dari indikator ketepatan biaya, waktu dan kualitas sesuai kesepakatan stakeholder. Stakeholder sering tidak maksimal dalam mendukung keberhasilan proyek atau menghambat tujuan proyek, Pelibatan stakeholder (stakeholder engagement) menjadi sangat penting karena dapat memfasilitasi pemahaman tentang kebutuhan, dan harapan stakeholder. Tujuan penelitian ini adalah: Identifikasi stakeholder Proyek KOTAKU sesuai peran dan tugasnya di setiap tahap pelaksanaan, menentukan stakeholder dominan yang mempunyai peran dan kontribusi pada keberhasilan Proyek KOTAKU. Motode penelitian dengan Struktural Equation Modeling-Partial Least Square menghasilkan Pola hubungan peran stakehodelder dalam Tahap Pra Kontruksi, Konstruksi dan Pasca Konstruksi. Tahap Konstruksi 6 stakeholder, Tahap Pasca Konstruksi 9 stakeholder. Model pola hubungan stakeholder di setiap tahap kegiatan berbeda-beda karena kontribusi stakeholder di tiap tahapan: (i) Tahap pra-konstruksi: PMU, KMP, BKM, Pemda (-). Tahap konstruksi: BPPW, PIU, KMP; dan Tahap pasca konstruksi: BKM, PIU, KMP, KMW, Korkot, BPPW(-).

The National Slum Upgrading Project (NSUP) or City Without Slums Project (KOTAKU) has a focus on alleviating slums through infrastructure development. using a collaboration platform between stakeholders in the success of the project from the point of view of the relevant stakeholders, as measured by indicators of cost, time and quality according to stakeholder agreement. Stakeholders are often not maximal in supporting project success or hindering project goals. Stakeholder engagement is very important because it can facilitate an understanding of stakeholder needs and expectations. The objectives of this research are: Identification of the KOTAKU Project stakeholders according to their roles and duties at each stage of implementation, determining the dominant stakeholders who have roles and contributions to the success of the KOTAKU Project. The research method with Structural Equation Modeling-Partial Least Square produces a pattern of stakeholder role relationships in the Pre-Construction, Construction and Post-Construction Stages. Construction Phase 6 stakeholders, Post-Construction Phase 9 stakeholders. The model of the pattern of stakeholder relations at each stage of activity is different due to the contribution of stakeholders at each stage: (i) Pre-construction stage: PMU, KMP, BKM, Pemda (-). Construction phase: BPPW, PIU, KMP; and Post-construction stage: BKM, PIU, KMP, KMW, Korkot, BPPW(-)."

ABSTRACT
Urbanisms impact creates land scarcity as a result of an imbalance in urban land between supply and demand. As a developing country, Indonesia is still striving to overcome the slum area and provide decent housing for low-income groups. In fact, the city is owned by everyone, so slum people and other low-income groups have the right to the city to enjoy the results of development and its facilities and infrastructure, including decent urban living spaces. These areas are government challenges and opportunities to provide the best housing services for poor or marginal communities. Over the past decades, slum upgrading has become a global solution to overcome slum problems. It relies on the concept of self-help in which community participation is used as a means of improving and sustaining the quality of life of slum dwellers. The number of researches was carried out to analyze the level of community participation in slum upgrading, but not many analyze the level of governance in slum upgrading. The purpose of this research is to analyze the performance of Indonesia governance in achieving successful slum upgrading by using a single case study of one of Indonesias slum upgrading projects, namely the Neighborhood Upgrading and Shelter Sector Project (NUSSP). The transition from centralized to decentralized governance has become the biggest challenge in implementing slum upgrading in Indonesia, especially on issues of political engagement, coordination, and cooperation, financial sustainability, tenure security, continuity, and institutionalization. This research has led to the conclusion that transitional Indonesia requires a unified strategy that combines some forms of centralized governance with some forms of decentralized governance. Finally, the concepts of self-help, less governance, and development from below proposed as the original concepts of slum upgrading could not work independently. Strong intervention, adequate governance and development from above are really needed to achieve successful slum upgrades."

"ABSTRAK
Kajian ini mencoba melihat dampak dari peningkatan kualitas permukiman kumuh terhadap penurunan kejadian banjir dan bencana tanah di tingkat desa di Indonesia. Dengan menggunakan pendekatan perbedaan-dalam-perbedaan (DID) pada model regresi logit, penelitian ini menganalisis pengaruh kebijakan dana desa di 24.343 desa di Indonesia selama periode 2006-2018. Hasil penelitian menunjukkan bahwa setelah diterapkannya kebijakan dana desa, peluang terjadinya bencana pada kelompok perlakuan yaitu desa yang memiliki tingkat permukiman kumuh yang relatif tinggi adalah 0,761 kali lebih rendah dibandingkan dengan kelompok kontrol yaitu desa yang memiliki tingkat permukiman yang relatif rendah. tingkat permukiman kumuh dengan tingkat signifikansi 1%. Hal ini menunjukkan bahwa pembangunan dan atau peningkatan kualitas infrastruktur di perdesaan kumuh berpengaruh signifikan terhadap penurunan kejadian bencana.
ABSTRACT
This study tries to see the impact of improving the quality of slum settlements on reducing the incidence of floods and land disasters at the village level in Indonesia. Using the difference-in-difference (DID) approach in the logit regression model, this study analyzes the effect of village fund policies in 24,343 villages in Indonesia during the 2006-2018 period. The results showed that after the implementation of the village fund policy, the chances of a disaster occurring in the treatment group, namely villages that had relatively high slum settlement rates, were 0.761 times lower than the control group, namely villages that had relatively low settlement rates. slum settlement level with a significance level of 1%. This shows that the development and or improvement of infrastructure quality in slum villages has a significant effect on reducing the incidence of disasters.

"Tingkat kemiskinan yang tinggi terjadi tidak hanya di daerah pedesaan tetapi juga di daerah perkotaan di Indonesia. Kementerian Pekerjaan Umum dan Perumahan Rakyat melakukan “Program Peningkatan Penghidupan Berbasis Masyarakat” (Program PPMK) yang merupakan komponen program Kota Tanpa Kumuh (KOTAKU) sebagai program untuk mengurangi kemiskinan. Pemberdayaan masyarakat perkotaan diharapkan dapat memberdayakan masyarakat berpenghasilan rendah di perkotaan dan meningkatkan kesejahteraan mereka dengan berpartisipasi dalam kegiatan bisnis yang produktif. Dalam program PPMK KOTAKU, proses pemberdayaan lebih ditujukan untuk meningkatkan keahlian dan keterampilan anggota kelompok swadaya masyarakat melalui pengembangan usaha ekonomi yang produktif dan kreatif. Oleh karena itu, mereka dapat menjadi kelompok bisnis yang mandiri. Penelitian ini dilakukan melalui pendekatan kualitatif. Pengumpulan data dikumpulkan melalui wawancara mendalam, observasi dan sumber-sumber sekunder. Temuan penelitian ini menunjukkan bahwa terdapat faktor pendorong dan faktor penghambat yang bersumber dari modal/kapital pada kondisi internal dan eksternal KSM. Studi ini menyimpulkan bahwa memahami faktor yang menjadi dorongan dan hambatan keterlibatan kelompok swadaya masyarakat sangat penting dalam proses pemberdayaan masyarakat di perkotaan kumuh. Setiap sumber daya diperlukan untuk memungkinkan anggota masyarakat untuk berpartisipasi dalam program secara menyeluruh.

The high poverty rate occurs not only in rural areas but also in urban areas in Indonesia. The Ministry of Public Works and Public Housing introduced the “Community-based Livelihood Improvement Program” (Program PPMK) which is a component of the City without Slums (KOTAKU) as a program to alleviate poverty. This program focus on building the city without slums area. The development of urban communities is expected to empower low-income people in urban areas and improving their welfare through participating in productive business activities. In the PPMK program, the process of continuous development is more aimed at increasing the expertise and skills of self-help group members through the development of productive and creative economic businesses. Therefore, they can become an independent business group. This study carried out through qualitative approach. The data collection gathered through indepth-interviewing, observation and secondary sources.The findings of this study indicate that there are driving factors and inhibiting factors that originate from capital in the internal and external conditions of the self-help group. This study concludes that understanding the factors that drive and inhibit the involvement of self-help group members is very important in the process of community development in slums area. Every resource is needed to enable community members to participate in the program thoroughly."

"Tesis ini menjelaskan mengenai pembagian kewenangan dalam pelaksanaan peningkatan kualitas kawasan permukiman kumuh di daerah sesuai dengan UU No. 1 Tahun 2011 tentang Pengembangan Kawasan Permukiman dan dibandingkan dengan UU No. 23 Tahun 2014 tentang Pemerintah Daerah. Penelitian ini menggunakan metode yuridis empiris. Hasil penelitian menunjukkan bahwa Kewenangan Pemerintah Pusat diwujudkan dalam program penanganan kumuh yaitu Kota Tanpa Kumuh, sedangkan kewenangan Pemerintah Daerah adalah menyiapkan dokumen pendukung kegiatan yang dilaksanakan oleh Pemerintah Pusat. Namun dalam hal pengaturan kedepannya, pembagian kewenangan antara pemerintah Pusat, Pemerintah daerah Provinsi, dan Pemerintah Daerah Kabupaten/Kota kedepannya tidak berdasarkan pada luasan kumuh, tetapi disesuaikan kepada kebutuhan dari daerah itu sendiri.

This thesis describes about the division of authority in the implementation of improving the quality of a residential slums in the region in accordance with law no. 1 in 2011 about the development of a residential and compared with law no. 23 years 2014 on regional government. This research using methods juridical empirical. The result showed that central government authority embodied in the program of slum such city without slum, while governance regions supporting prepare their activities implemented by the central government. But in terms of the future, the division of authority of the central government, provincial government, and local governments city district future not based on the slum space, but adjusted to the needs of the itself."

"Pembangunan kota dan penataan kumuh kota berjalan paralel. Penataan kawasan kumuh kota memang tidak dapat dihindari dalam upaya pembangunan, namun bukan berarti keharusan upaya pembangunan mereduksi bahkan mendiskriminasi kepentingan pihak terdampak. Penataan kawasan kumuh kota tanpa perspektif pihak terdampak akan mengakibatkan ketidakadilan. Penelitian ini membahas mengenai perempuan pekerja di kawasan kumuh kota di Kelurahan Bukit Duri, Kota Jakarta Selatan, dalam dialektika penataan kawasan kumuh kota, sebagai pihak terdampak yang memiliki kepentingan mempertahankan hak asasinya untuk bekerja. Pemerintah pelaksana kebijakan tidak akomodatif dan inklusif terhadap kepentingan perempuan pekerja terdampak. Selain itu, kepentingan perempuan pekerja terdampak tidak tampak ke permukaan karena nilai-nilai patriarki masih kental hadir di tengah masyarakat terdampak. Penulis menggali pengalaman para perempuan pekerja berhadapan dengan penataan kawasan kumuh kota melalui wawancara mendalam dengan mereka, kemudian menganalisisnya menggunakan perspektif keadilan gender, dengan didukung teori-teori urban feminisme, kosmopolitan feminisme, dan hak atas kota.

Development and slums upgrading in cities are running in parallel. Urban slums upgrading is indeed unavoidable as part of development, but the its necessity nature could not be the basis to reduce or even discriminate the interests of affected parties. Without the perspective of the affected parties, urban slums upgrading will result in injustice. This study discusses women workers in in Bukit Duri Subdistrict urban slum, South Jakarta City, in the dialectics of urban slum upgrading conflicts, as the affected parties with interest in safeguarding their human rights to work. Governments implementation of the slum upgrading policy was not accommodative and inclusive to the interests of affected women workers. In addition, the interests of affected women workers do not emerge due to the presence of patriarchal values in the affected community. The author explores the experience of women workers facing urban slums upgrading through in-depth interviews with them, then analyzes through gender justice perspective, with emphasize on urban feminism theories, cosmopolitan feminism, and rights to the city."
