"Kajian dalam disertasi ini didasarkan pada pemahaman bahwa melindungi kelestarian fungsi lingkungan seharusnya dilakukan sejak tahap perumusan kebijakan, rencana, dan program pembangunan. Sehubungan dengan itu, pengarusutamaan prinsip-prinsip pembangunan berkelanjutan ke dalam dokumen perencanaan pembangunan menjadi penting. Persoalannya, di berbagai daerah pengarusutamaan tersebut seringkali tidak dilakukan dan kalaupun dilakukan prinsip-prinsip tersebut tidak mengejawantah dalam pelaksanaan pembangunan.
Dari perspektif Undang-Undang Nomor 32 Tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup, lembaga pengelolaan lingkungan hidup daerah memiliki posisi penting dan menentukan dalam pengarusutamaan prinsip-prinsip pembangunan berkelanjutan. Analisis dalam disertasi ini ditujukan untuk mengetahui faktor-faktor yang menyebabkan lembaga pengelolaan hidup daerah tidak dapat mendorong pengarusutamaan prinsip-prinsip pembangunan berkelanjutan, pengembangan konsep kebijakan pengelolaan lingkungan hidup agar terwujud tata kelola lingkungan hidup yang baik, dan membangun model kelembagaan pengelolaan lingkungan hidup daerah agar mampu mengarrusutamakan prinsip-prinsip pembangunan berkelanjutan.
Disertasi ini menggunakan pendekatan kualitatif. Teori yang digunakan untuk menganalisis permasalahan adalah Teori Sistem dari Niklas Luhmann, Teori Kebijakan Publik, Teori Deep Ecology dari Arne Naess, dan beberapa teori serta konsep lain yang relevan. Penelitian dilakukan melalui observasi, wawancara mendalam dengan informan, dan diskusi kelompok terfokus. Data yang diperoleh kemudian dianalisis, melalui langkah-langkah reduksi data, penyajian data, dan penarikan kesimpulan dan verifikasi.
Disertasi ini menemukan berbagai faktor yang menyebabkan lembaga pengelolaan lingkungan hidup daerah tidak mampu mendorong pengarusutamaan prinsip-prinsip pembangunan berkelanjutan. Pertama, posisi lembaga pengelolaan lingkungan hidup yang mengakibatkan lembaga tersebut memiliki keterbatasan dalam pengarusutamaan prinsip-prinsip pembangunan berkelanjutan. Kedua, lemahnya kapasitas kelembagaan dalam menjalankan tugas pokok dan fungsinya, dan ketiga, terdistorsi makna otonomi dalam praktik penyelenggaraan pemerintahan daerah. Agar terwujud tata kelola lingkungan hidup yang baik, diperlukan konsep kebijakan pengelolaan lingkungan hidup daerah dengan karakteristik sebagai berikut: (a) input kebijakan diwarnai oleh paradigma deep ecology; (b) proses formulasi kebijakan bersifat demokratis; (c) substansi kebijakan mencerminkan prinsip-prinsip pembangunan berkelanjutan (sustainable development); dan (d) lingkungan kebijakan berada dalam ketepatan pemaknaan otonomi daerah. Di samping itu, agar dapat mengarusutamakan prinsip-prinsip pembangunan berkelanjutan, maka lembaga pengelolaan lingkungan hidup daerah harus dikembangkan untuk mencapai karakteristik sebagai berikut: (a) didasarkan pada pendekatan ecoregion; (b) visi lembaga adalah menjaga fungsi stock sumber daya alam; (c) struktur organisasi dan tata kerjanya disesuaikan dengan tipologi daerah; (d) bersifat inklusif; (e) menyelenggarakan fungsi koordinasi perencanaan pembangunan; (f) Konwledge-Based Organization; (g) sumber daya manusianya memiliki visi dan komitmen dalam perlindungan lingkungan; dan (h) pendanaan kelembagaan harus diperkuat.

This study is based on cognition that protecting the environmental sustainability should be carried out from the formulation of policy, plan, and program. Accordingly, mainstreaming of the principles of sustainable development into development planning documents becomes important. The problem is in many user mainstreaming is rarely done. If it is done, these principles do not manifest in the impelementation of development program.
Based on perspective of Law Number 32 Year 2009 concerning on the Protection and Management of the Environment, the local environmental management agency has an important and decisive position in mainstreaming sustainable development principles. Analysis of the dissertation is aimed to determine the factors caused the local environmental management agency can not encourage implement the mainstreaming of the principles of sustainable development; develop the concept of environmental management policy in order to realize good environmental governance. This is build the institutional model of local environmental management agency to be able mainstreaming the sustainable development principles.
This disertation used a qualitative approach. The theory used to analyze the problems is Niklas Luhman's Systems Theory, Public Policy Theory, Arne Naess Theory of Deep Ecology, and several theories as well as other relevant concepts. The study was conducted through observation, in-depth interviews with informants, and actor research. The obtained data analyzed through the steps of data reduction, data presentation, and deduced and verification.
This disertation found the various factors that cause local environmental management agency does not able to mainstream sustainable development principles. First, the position of local environmental management agencies that resulted limitedness of these institutions in mainstreaming sustainable development principles. Second, weak institutional capacity in carrying out duties and functions, and the third, distorted the meaning of autonomy in local governance practices. In order to realize good environmental governance, required the concept of environmental management policy with the following characteristics: (a) input policy paradigm characterized by deep ecology, (b) the policy formulation process is democratic, (c) the substance of the policy reflects the principles of sustainable development, and (d) the policy environment is in the accuracy of interpretation of regional autonomy. In addition, in order to mainstream the principles of sustainable development, the local environmental management agency should be developed to achieve the following characteristics: (a) based on the ecoregion approach, (b) the institution's vision is to maintain the function of the stock of natural resources, (c ) organizational structure adapted to the typology of area; (d) inclusive, (e) carry out the functions to coordinate the development planning; (f) konwledge-Based organization, (g) human resources have the vision and commitment to environmental protection, and (h) funding institutions should be strengthened.

"Pertimbangan lingkungan, sosial, dan tata kelola (ESG) menjadi semakin penting dalam dunia bisnis. Perusahaan diharapkan untuk beroperasi secara bertanggung jawab dan berkelanjutan, dan para pemangku kepentingan menuntut transparansi dan keberlanjutan yang lebih besar. Penelitian kami bertujuan untuk menguji pengaruh determinan terhadap ESG praktik di negara-negara ASEAN (Indonesia, Malaysia, Singapura, Filipina,
Thailand, dan Vietnam), yang diukur dengan kinerja ESG di Refinitiv Eikon. Meskipun sudah banyak penelitian yang membahas tentang ESG, namun hanya sedikit yang membahasnya hubungan ini dengan melibatkan orientasi strategis, pengambilan risiko dan siklus hidup perusahaan secara bersamaan. Kami menggunakan regresi panel berdasarkan sampel sebanyak 2373 observasi dari tahun 2004 hingga 2022. Hasil penelitian menunjukkan bahwa orientasi strategi prospektor mendorong peningkatan yang lebih besar dalam praktik ESG dibandingkan dengan orientasi strategi defender, artinya perusahaan dengan orientasi prospektor lebih bersedia melakukan praktik ESG karena mempunyai sumber daya yang strategis. Meningkatnya pengambilan risiko yang dilakukan oleh perusahaan akan mengurangi praktik-praktik ESG. Semakin tahap siklus hidup mature perusahaan ini akan meningkatkan praktik-praktik ESG. Hal ini membawa implikasi bahwa orientasi strategi yang dipilih perusahaan, pengambilan risiko, dan siklus hidup perusahaan menjadi penentu faktor bagi perusahaan yang menerapkan praktik ESG di negara-negara ASEAN. Penelitian ini berkontribusi pada literatur terkait keberlanjutan perusahaan dengan mempertimbangkan ESG sebagai salah satu tolok ukur keberlanjutan yang saat ini menjadi investasi utama
tren yang diamati di pasar keuangan, khususnya negara-negara ASEAN yang merupakan area terbaik untuk berinvestasi.

Environmental, social, and governance (ESG) considerations have become increasingly important in the business world. Companies are expected to operate responsibly and sustainably, and stakeholders are demanding greater transparency and accountability. Our research aims to examine the influence of determinants on ESG
practices in ASEAN countries (Indonesia, Malaysia, Singapore, the Philippines, Thailand, and Vietnam), as measured by ESG performance on the Refinitiv Eikon. Although there have been many studies discussing ESG, only a few have discussed this relationship by involving strategic orientation, risk taking and corporate life cycle
simultaneously. We use panel regression based on a sample of 2373 observations from 2004 to 2022. The results show that the prospector strategy orientation encourages a greater increase in ESG practices compared to the defender strategy orientation, which means that companies with a prospector orientation are more willing to practice ESG because they have strategic resources. The increasing risk-taking by companies will reduce ESG practices. The more mature the company's life cycle stage will improve ESG practices. This brings implications that the strategy orientation chosen by the company, risk-taking, and corporate life cycle are the determining
factors for companies implementing ESG practices in ASEAN countries. This research contributes to the literature related to corporate sustainability by considering ESG as one of the measurements of sustainability which is currently the main investment trend being observed in financial markets, especially ASEAN countries which are the best areas to invest.

"Skripsi ini membahas tentang pengelolaan Sungai Cileungsi yang ditinjau dari prinsip-prinsip good environmental governance. Good environmental governance didefinisikan sebagai serangkaian proses yang transparan, akuntabel, terbuka, seimbang, deliberatif, efisien, berbasis ilmu pengetahuan dan berbasis risiko untuk mengarahkan dan mengoordinasikan urusan aktor sosial yang saling tergantung dalam mengelola lingkungan. Terdapat kriteria dalam menerapkan good environmental governance yakni awareness, coordination, empowerment, dan enforcement. Dalam kaitan awareness dan coordination, Pemerintah kabupaten Bogor terkendala dalam keterbukaan informasi dan koordinasi dengan lembaga lain, yakni dengan Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (PMPTSP) Kabupaten Bogor terkait perizinan aktivitas industri, dan koordinasi dengan Dinas Lingkungan Hidup Kota Bekasi yang berwenang terhadap Sungai Cileungsi bagian hilir. Pengelolaan Sungai Cileungsi dalam kaitan empowerment juga terkendala dengan adanya keterbatasan wewenang yang telah dipetakan antara pemerintah pusat dan pemerintah kab/kota, sehingga hasil pemberdayaan dengan masyarakat tidak dapat dilaksanakan secara optimal. Adapun kriteria enforcement, sumber daya manusia yang ada masih minim pengetahuan dalam bergerak di bidang pengawasan lingkungan, sehingga tingkat kepatuhan pengelolaan Sungai Cileungsi masih belum optimal. Penelitian ini menggunakan pendekatan post-positivist dengan desain deskriptif terhadap prinsip-prinsip good environmental governance. Hasil penelitian menunjukkan bahwa pengelolaan Sungai Cileungsi telah sesuai dengan good environmental governance, meskipun terdapat berbagai kendala dalam pengelolaannya, yaitu keterbatasan sarana-prasarana pengawasan dan peraturan yang tumpang tindih.

The focus of this study is the management of the Cileungsi River in terms of the principles of good environmental governance. Good environmental governance is defined as a series of transparent, accountable, open, balanced, deliberative, efficient, science-based and risk-based processes to direct and coordinate the affairs of social actors who are interdependent in managing the environment. There are criteria for implementing Good Environmental Governance, namely awareness, coordination, empowerment, and enforcement. The Bogor regency government obstacles related to awareness and coordination are related to information disclosure and coordination with other institutions, which are One Stop Investment Service, Bogor Regency regarding licensing of industrial activities, and coordination with the Bekasi City Environmental Service which is in charge of the River. Downstream Cileungsi. In the management of the Cileungsi River, empowerment is constrained by the limited authority that has been mapped between the central government and district / city governments, so that the results of empowerment or forums with the community cannot be implemented optimally. The enforcement criteria in the management of the Cileungsi River, the existing human resources are still lacking knowledge in engaging in environmental monitoring, so the level of compliance is still not optimal. This study uses a post-positivist approach with a descriptive design of the principles of good environmental governance. The results showed that the management of the Cileungsi River is in accordance with good environmental governance, even though there were many mistakes in its management, limited monitoring infrastructure and overlapping regulations."

"ABSTRAK
Air merupakan sumber daya kunci yang dibutuhkan untuk kehidupan manusia. Penyediaan air
perkotaan belum memenuhi target pemenuhan hak atas air secara kuantitas, kualitas dan
keterjangkauan. Sistem pengelolaan air perkotaan masih tradisional menekankan pembangunan fisik
infrastruktur dan masih dikelola terpisah-pisah (fragmented). Riset ini bertujuan mengembangkan
model dynamic governance dalam tata kelola air perkotaan. Pendekatan riset menggunakan metoda
gabungan, antara lain: Structural Equation Modelling (SEM) untuk menemukenali faktor-faktor
yang mempengaruhi kondisi tata kelola air perkotaan saat ini, Social Network Analysis (SNA) untuk
menilai tingkat interaksi antara aktor dan domain kebijakan siklus air perkotaan dan Soft System
Methodology (SSM) untuk pengembangan model konseptual. Keluaran riset berupa model
konseptual dynamic governance dalam tata kelola air perkotaan pada proses hirarki kebijakan mulai
level kebijakan, organisasional dan operasional untuk mewujudkan tujuan pengelolaan air perkotaan
berkelanjutan. Model konseptual digambarkan melalui jalur-jalur aktivitas yang dihasilkan dari
interaksi elemen kapabilitas dinamis dengan kultur organisasi. Model dynamic governance
diadaptasi di Kawasan Perkotaan Cekungan Bandung sebagai strategi implementasi pada kawasan
perkotaan yang cepat tumbuh.

ABSTRACT
Water is a key resource needed for human life. Urban water supply has not met the target of fulfilling
water rights in quantity, quality and affordability. Urban water management systems still
traditionally emphasize the physical construction of infrastructure and are still managed
fragmented. This research aims to develop a dynamic governance model in urban water governance.
The research approach uses mixed methods, including: Structural Equation Modeling (SEM) to
identify the factors that influence the current state of urban water governance, Social Network
Analysis (SNA) to assess the level of interaction between actors and policy domains of urban water
cycles, and Soft System Methodology (SSM) for the development of conceptual model. The result of
research is a conceptual model of dynamic governance in urban water governance at policy
hierarchy process starting from policy, organizational and operational levels in order to achieve
the ultimate goals of sustainable urban water management. The conceptual model is described
through activity pathways resulting from the interaction of elements of dynamic capabilities and
organizational culture. The dynamic governance model is adapted in Kawasan Perkotaan Cekungan
Bandung as an implementation strategy in fast-growing urban areas.

PROPER adalah program unggulan Kementerian Lingkungan Hidup untuk mendorong penataan perusahaan dalam pengelolaan lingkungan hidup melalui instrumen informasi. Pengumuman hasil penilaian PROPER mendapatkan kritik dari masyarakat yaitu tidak transparan, akuntabel dan profesional, padahal PROPER sebagai satu-satunya program command and control pemerintah yang menganut prinsip good environment governance. Oleh karena itu, perlu dimaksimalkan kelembagaan dan penerapan prinsip good governance pada PROPER sebagai bagian dari usaha pemerintah dalam pengawasan industri. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif dengan metode pengumpulan data melalui wawancara mendalam. Penelitian ini menemukan bahwa pelaksanaan mekanisme proses penilaian PROPER saat ini berjalan dengan baik sesuai dengan peraturan yang berlaku. PROPER masih belum menerapkan good governance dengan baik. Prinsip yang belum dimaksimalkan adalah transparansi dan partisipasi.

Therefore, it should be maximized institutionally and implementable for good governance principles in the PROPER as part of government efforts in surveillance industry. The approach used in this study was a qualitative method of collecting data through in-depth interviews. This study found that implementation of the mechanism of PROPER assessment process is in progress well in accordance with the applicable regulations.
