"The Remaking of Archival Values posits that archival theory and practice are fields in flux, and that recent critical archival discourse that addresses neoliberalism, racism, and the legacies of colonialism and patriarchy represents a disruption not only to established principles but also to the values that underpin them.
Using critical discourse analysis and comparing theory and practice from the UK and the Anglophone world, Hoyle explores the challenges faced by scholars, institutions, organisations, and practitioners in embedding new values. She demonstrates how persistent underlying discursive structures about archives have manifested from the late nineteenth century to the present day. Qualitative and participatory research in the UK shows how conceptions of archival value arise, are expressed, and become authorised in practice at international, national, and local levels. Considering what might be learnt from similar debates in public history and cultural heritage studies, the book asks if and how dominant epistemologies of the archive can be dismantled amidst systems of power that resist change.

"Penelitian ini membahas mengenai digitisasi arsip yang dilakukan oleh Kantor Arsip Universitas Indonesia sebagai salah satu strategi untuk melakukan preservasi arsip. Seiring dengan perkembangan teknologi, metode digital lebih disukai pengguna termasuk arsiparis. Pengguna dapat menggunakan bentuk digital tanpa perlu menggunakan arsip konvensional yang riskan akan kerusakan sehingga nilai guna atau isi informasi yang terdapat di dalam arsip dapat terjaga dengan lebih baik. Kantor Arsip UI melakukan digitisasi pada arsip statis yang dimiliki berupa arsip statis kertas, arsip foto, dan arsip audio visual. Digitisasi arsip statis yang dilakukan di Kantor Arsip UI bertujuan untuk memudahkan akses, menyebarluaskan informasi, serta sebagai salah satu strategi atau upaya preservasi arsip untuk menyelamatkan nilai arsip. Tujuan dari penelitian ini adalah untuk mengidentifikasi proses digitisasi arsip sebagai strategi preservasi arsip di Kantor Arsip Universitas Indonesia. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus melalui observasi, wawancara, dan studi dokumen. Dari penelitian ini, dapat diketahui bahwa Kantor Arsip UI sendiri telah merancang dan melaksanakan program digitisasi arsip statis dengan cukup baik. Proses digitisasi Kantor Arsip UI telah berjalan dengan lancar dan sesuai dengan pedoman The International Federation of Library Associations and Institutions (IFLA): Guidelines for Planning the Digitization of Rare Book and Manuscript Collections Tahun 2014.

This study discusses the digitization of archives implemented by Kantor Arsip Universitas Indonesia as a strategy for preserving archives. In line with technological developments, digital methods are preferred by users, including archivists. In the process of digitization, the value of archives can be maintained better because users can use digital forms without the conventional archives to reduce any damage. Kantor Arsip Universitas Indonesia digitizes paper archives, photo archives, and audio-visual archives. The digitization of archives aims to facilitate access, disseminate information, as well as one of the strategies or efforts to preserve archives to save archive values. The purpose of this study is to identify the process of digitizing archives as an archive preservation strategy at Kantor Arsip Universitas Indonesia. This study uses a qualitative research method with a case study approach through observation, interviews, and document studies. From this research, it can be seen that Kantor Arsip Universitas Indonesia has designed and implemented an archive digitization program quite well. The process of digitizing has running smoothly and compatible with the guidelines of The International Federation of Library Associations and Institutions (IFLA): Guidelines for Planning the Digitization of Rare Book and Manuscript Collections (2014)."

"Koordinasi merupakan proses penting dalam pembinaan kearsipan yang dilakukan oleh lembaga pemerintah untuk menyelaraskan kebijakan dan kegiatan guna mencapai tujuan bersama. Penelitian ini menganalisa proses koordinasi terkait aspek, tipe dan strategi dalam pembinaan kearsipan yang dilakukan oleh Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Analisa penelitian ini menggunakan teori koordinasi yang mensyaratkan adanya dua atau lebih aktor, adanya tugas yang dikerjakan serta dilakukan untuk mencapai suatu tujuan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Hasil penelitian ini menunjukkan koordinasi dalam pembinaan kearsipan di Jawa Timur dipengaruhi oleh desain organisasi, perencanaan dan penjadwalan serta perkembangan teknologi. Tipe koordinasi yang paling dominan ditemui ialah tipe vertikal eksternal dan horisontal internal. Strategi koordinasi yang digunakan bersifat subordinate. Temuan ini memungkinkan bidang pembinaan dan pengawasan melakukan kegiatan dengan jumlah yang besar untuk menjangkau seluruh sasaran pembinaan. Penelitian ini menyarankan adanya intervensi kebijakan dan pendanaan secara merata yang dilakukan dari pusat hingga daerah dalam pembinaan kearsipan. Selain itu optimalisasi koordinasi internal secara informal perlu dibangun untuk meningkatkan efektivitas komunikasi formal yang telah dilakukan. Diharapkan melalui optimalisasi sistem koordinasi dapat mendorong gerakan tertib pengelolaan arsip di semua lembaga pemerintahan di Jawa Timur.

Coordination is a significant process in archival coaching to harmonize policies and activities to achieve common goals. This research analyzed the coordination process (aspects, types, and strategies) in archival coaching by the Library and Archives Regional Agencies of East Java Province. This research used the theory of coordination which requires the existence of two or more actors, the existence of tasks and to achieve a goal. This research used qualitative method and a case study approach. The results of this study indicate that coordination in archival coaching in East Java is influenced by organizational design, planning, and scheduling as well as technological developments. The most dominant types of coordination encountered are external vertical and internal horizontal types. The coordination strategy used is subordinate. This is indicated by low interaction between teams that are formal and intensive, low levels of inter-team dependency, and clear division of tasks and authorities. The implementation of this strategy supports the field of coaching to carry out activities in large numbers to reach all targets. This study suggests that there should be an equitable distribution of policy and funding interventions from the center to the regions in archival coaching."

"ABSTRAK
Penilitian ini membahas tentang analisis kebutuhan fungsional dalam penilaian arsip ditinjau dari pengaruh budaya institusi perusahaan MRO Maintenance, Repair Overhaul pesawat terbang di PT GMF AeroAsia. Aspek yang akan dikaji adalah proses dan komponen analisis fungsional dalam metode penilaian makro arsip serta budaya pengelola informasi dalam mempengaruhi berjalannya penilaian rekod. Penelitian yang diadakan pada bulan April hingga Juni 2018 ini merupakan penelitian kualitatif dalam bentuk studi kasus. Data penelitian diperoleh dengan melakukan observasi lapangan, wawancara dengan metode purposive sampling dan analisis dokumen perusahaan yang berkaitan dengan pengelolaan dan penilaian rekod di GMF AeroAsia. Hasil penelitian menunjukan bahwa GMF AeroAsia telah melakukan analaisis dalam proses penilaian makro rekod perusahaan. Hal ini dapat diindikasikan dari terekamnya komponen fungsi utama perusahaan dan rekodrekod unit kerja yang memenuhi cakupan fungsi tersebut pada JRD Jadwal Retensi Dokumen perusahaan . Walaupun pelaksanaan analisis fungsional masih bersifat parsial, penilaian makro rekod di GMF AeroAsia masih dapat menciptakan JRD yang adaptif dan memenuhi kebutuhan operasional dan akuntabilitas perusahaan. Pencapaian ini didukung oleh beberapa budaya pengelola informasi yang terbentuk diantaranya: Kepatuhan terhadap regulasi otoritas penerbangan menjadi suatu motivasi dominan dalam pelaksanaan penilaian rekod; Penilaian makro rekod dianggap sebagai wujud pertanggung jawaban pengelola informasi tehadap keselamatan dan keamanan masyarakat; serta Penilaian makro rekod dipecaya dapat meningkatkan efektfivitas dan efisiensi operasional. Penilaian makro di GMF AeroAsia memiliki beberapa kendala diantaranya; Pengelolaan rekod yang masih dapat ditunda dengan prioritas kerja lainnya, minimnya dokumentasi dan knowledge sharing dari proses penilaian makro yang dilakukan serta perlunya tambahan tenaga kerja untuk membantu para pengelola informasi.

ABSTRACT
This research discusses about the functional analysis in archival appraisal, reviewed by the perspective of information manager culture at Maintenance, Repairment and Overhaul MRO company, GMF AeroAsia. The aspects that were analyzed are about functional analysis process and its component on macro appraisal method. This research also identifying information managers understanding and believe when performing their duties on record appraisal and its further handling. The research which was conducted from February until April 2018 applied qualitative method in the form of case study. Collecting data were conducted by field observation, interview with purposive sampling and analyzing the document which related with archival management and appraisal process. The results of the study show that GMF AeroAsia has been carrying out a functional analysis in the record macro appraisal of the company. While still patrial, functional analysis in record macro appraisal has succeeded in creating an adaptive Document Retention Schedule that meets the operational needs and corporate accontability. This achievement is supported by several information manager cultures including compliance with the regulation of aviation authority becomes a dominant motivation in the execution of the record appraisal record macro appraisal is consideed to be the responsibility of the information manager to the safety of the community and record macro appraisal can improve operational effectiveness and efficiency. Record macro appraisal at GMF AeroAsia has several constrains such us being delayed in its processing for the sake of other works which are deemed more important, the lack of documentation and knowledge sharing in macro appraisal process, and the need to increase the amount of employees to assist the information managers."

"Penelitian ini membahas skema klasifikasi yang ada di Kementerian Keuangan Republik Indonesia, yang bertujuan untuk menganalisis proses penyusunan skema klasifikasi dan mendeskripsikan penerapan skema klasifikasi di Subbagian Arsip dan Dokumentasi. Skema klasifikasi merupakan elemen penting yang mendasari interpretasi rekod di dalam organisasi dan diperlukan untuk memudahkan capture, temu kembali, pemeliharaan dan penyusutan rekod. Skema klasifikasi juga harus dapat mengikuti perubahan yang ada di dalam organisasi. Masalah yang diangkat pada penelitian kali ini adalah bagaimana penyusunan skema klasifikasi dan pengaruh perubahan struktur organisasi terhadap skema klasifikasi yang ada. Metode yang digunakan pada penelitian ini ialah metode kualitatif. Teknik pengumpulan data yang digunakan peneliti ialah observasi dan wawancara. Hasil penelitian ini menunjukkan bahwa adanya perubahan struktur organisasi memberikan dampak pada skema klasifikasi, jika ada penambahan fungsi baru dalam organisasi. Hingga saat ini, lingkungan Kementerian Keuangan masih menggunakan skema klasifikasi yang sama padahal sudah ada beberapa fungsi baru yang tidak terakomodir di dalam skema tersebut.

Classification schemes are important elements underlying the interpretation of records within the organization. Classification schemes are needed to facilitate capture, retrieval, maintenance and disposal of records. Classification schemes must also be able to follow changes in the organization structure. The problem in this research is how the process of classification scheme and the implementation in in the Archive and Documentation Subdivision. The purpose of this study is to analyze the process of classification scheme and describing the practice or implementation of classification schemes in the Archive and Documentation Subdivision. The method used in this study is a qualitative method. Data collection techniques used by the researcher are observation and interviews. The result of this study indicates that the change in organizational structure does not have an impact on the classification scheme, but new functions have on the classification scheme. Until now, The Archive and Documentation Subdivision Office of  the Ministry of Finance environment still uses the same classification scheme even though there are already several new functions that are not accommodated in the scheme. The existing classification scheme must be updated so it can cover all function and activity in Ministry of Finance Republic of Indonesia.

"[Cyber notary telah diakomodasi ke dalam Penjelasan Pasal 15 ayat 3 Undang-Undang Nomor 2 Tahun 2014, namun ketentuan tersebut belum jelas. Padahal sejumlah notaris tampak kebingungan menerapkan aturan protokol notaris sebagai arsip negara arsip negara yang harus disimpan dan dipelihara dari gigitan tikus dan banjir, yang juga memerlukan tempat yang luas, sehingga alternatifnya menyimpan protokol notaris secara elektronik. Permasalahan penelitian ini adalah
bagaimana implikasi keberadaan Penjelasan Pasal 15 ayat 3 UU Nomor 2 Tahun 2014 terkait ketentuan cyber notary dan bagaimana penyelenggaraannya, serta bagaimana aspek kemungkinan penyimpanan protokol notaris secara elektronik,
khususnya dalam menjaga keautentikan akta sesuai dengan kaidah perspektif kearsipan. Penelitian ini menggunakan metode kepustakaan dengan mengumpulkan data sekunder dan hasil wawancara guna menunjang penulisan. Penulis menyimpulkan bahwa perlu didelegasikan Peraturan Menteri tentang cyber notary, karena berdasarkan kaidah perspektif kearsipan dimungkinkan penyimpanan protokol notaris secara elektronik, tentunya dengan tetap mengikuti
pedoman kearsipan. Hasil penelitian menyarankan seyogianya segera dibuat Peraturan Menteri tersebut berikut prosedur teknis pelaksanaannya secara detail, dan hendaknya KUMHAM membuatkan bentuk protokol elektronik yang digunakan oleh notaris pada umunya (electronic seal, electronic journal, dsb); melalui kerja sama dengan pihak terkait, dalam hal ini KOMINFO, KEMDAGRI dan Lembaga Sandi Negara sehingga penyelenggaraan penyimpanan protokol notaris secara elektronik dapat terwujud dan dapat disimpan di Public Repository Document.;Cyber notary has been accommodated into the elucidation of Article 15 paragraph 3 of Statute Number 2 of 2014, but the provision is not clear. The authors conclude that it is necessary delegated regulation concerning cyber notary, because according to the rules of perspective made possible archival storage of electronic notary protocol, of course, to keep archival guidelines. Results of the study suggest should be made immediately following the Ministerial Decree technical implementation procedures in detail, and the Law and Human

"Arsip Nasional Republik Indonesia menyelenggarakan e-government melalui penguatan sistem kearsipan berbasis TIK dengan tujuan untuk dapat mendukung proses bisnis pemerintahan yang efisien, transparan dan terintegrasi. Namun pada kenyataannya tujuan penyelenggaraan tersebut belum tercapai karena sistem yang dikembangkan belum dapat mendukung proses bisnis yang berjalan. Salah satu penyebabnya adalah kegagalan implementasi sistem informasi kearsipan yang dikembangkan yang disebabkan oleh beberapa faktor diantaranya resistensi pengguna, aturan, maupun teknologi. Dengan demikian penelitian ini dilakukan untuk mengantisipasi kegagalan penerapan sistem informasi kearsipan berbasis TIK yang sedang dikembangkan di ANRI yang diberi nama e-arsip melalui pengukuran kesiapan penerapan e-arsip dalam pengelolaan arsip statis. E-records readiness assessment tools merupakan sebuah kerangka kerja untuk mengukur kesiapan penerapan e-arsip yang dikeluarkan oleh The International Records Management Trust IRMT . Dari 6 variabel pada kerangka kerja IRMT yang diusulkan, digunakan 5 variabel yang merupakan hasil validasi 7 pakar kearsipan di Indonesia. Lima variabel tersebut adalah kebijakan dan tanggung jawab, tools dan prosedur, teknologi, sumber daya dan pelatihan, serta kepedulian internal. Pengukuran dilakukan secara kualitatif melalui wawancara, penelusuran dokumen dan observasi, sedangkan pengolahan data dilakukan melalui analisis tematik. Hasil pengukuran menunjukan bahwa ANRI masih belum siap untuk menerapkan e-arsip dengan hasil empat variabel berada pada level 2, dan satu variabel berada pada level 1. Untuk meningkatkan level kesiapan penerapan e-arsip tersebut, disusun prioritas rekomendasi berdasarkan hasil pengukuran yang dikombinasikan dengan pembobotan tingkat kepentingan variabel dari pakar melalui metode AHP. Adapun prioritas rekomendasi secara berurutan sebagai berikut: Teknologi, Kebijakan dan tanggung jawab, tools dan prosedur, SDM dan pelatihan serta kepedulian internal.

National Archives of Republic Indonesia held e government program through strengthening of ICT based archival system in order to be able support efficiently, transparently and integrated government through business processes. However, purpose of implementation has not been achieved because developed system can rsquo t support the running business process. One causes of the archival information system implementation developed failure that caused by several factors such as user resistance, rules, and technology. Thus, this research is conducted to anticipate the failure of ICT based archival system application development in ANRI which is named e archives through the measurement of e archives readiness implementation. E records readiness assessment tools is a framework for measuring the readiness of e archive implementation issued by The International Records Management Trust IRMT . Of the six variables in the proposed IRMT framework, five variables were used as validation result of 7 archival experts in Indonesia. The five variables are policies and responsibilities, tools and procedures, technology, resources and training, and internal awareness. Measurements are conducted qualitatively through interviews, document tracing and observation, while data processing is done through thematic analysis. The measurement results show that ANRI is still not ready to apply the e archives with the results of four variables at level two, and one variable is at level one. To improve the level of e archives readiness implementation, priority recommendations are prepared based on measurement results combined with weighting the level of variables importance from experts through the AHP method. The priority of consecutive recommendations as follows Technology, Policies and responsibilities, tools and procedures, human resources and training and internal awareness."
