"[ABSTRAK
Penelitian ini menggunakan pendekatan manajemen stratejik untuk memetakan faktor
eksternal dan daya tarik industri jalan tol sebelum nantinya dapat mengidentifikasi
dan memitigasi risiko yang ada untuk kemudian hasilnya dikategorikan berdasarkan
kesamaan arti untuk nantinya memudahkan semua pihak dalam memprediksi risiko
dominan apa yang akan dihadapi. Tiga proyek jalan tol yang dibangun oleh PT Jasa
Marga, perusahaan operator jalan tol terbesar di Indonesia, menjadi sampel dalam
penelitian ini. Proyek jalan tol tersebut memiliki keunikan yaitu fase pembangunan
dan diperoleh dengan cara berbeda. Penelitian menunjukkan bahwa risiko dominan
yang dihadapi pada tahap inisiatif proyek, persiapan, pengadaan, konstruksi dan
operasi berturut - turut adalah risiko proyek, risiko performa, risiko proyek, risiko
proyek dan risiko politis. Sedangkan solusi yang ditawarkan dapat dikategorikan
menjadi dua yakni komunikasi yang baik terhadap stakeholders dan manajemen
pengawasan yang kontinu terhadap jalannya sebuah perencanaan.

ABSTRACT
This research use strategic management approach to map external factors and toll
road industry attractiveness before identify and mitigate all risks that will be
classified later based on meaning similarity to ease all parties in predict what
dominant risk that will be faced in the future. Three toll road projects will be built by
PT Jasa Marga, the biggest toll road operator company in Indonesia, be samples in
this research. These toll road projects have their uniqueness aspect such as their
development phase and the operation permit that get in different ways. This research
show that the dominant risk that faced in project initiative, preparation, tender,
construction and operation sequentially project, performance, project, project and
political risk. Then the solution that offered can be classified in two categories such
as good stakeholders communication and continuous supervisory management

"ABSTRAK
Penelitian ini berjudul Analisis Collaborative Governance dalam Pembangunan Mass Rapid Transit MRT di Provinsi DKI Jakarta. Tujuan dari penelitian ini adalah menganalisis collaborative governance yang terjadi dalam proses pembangunan MRT di Provinsi DKI Jakarta. Teori yang digunakan untuk collaborative governance yang terjadi dalam proses pembangunan MRT di Provinsi DKI Jakarta adalah teori governance, teori kolaborasi, dan teori collaborative governance. Penelitian dilakukan dengan pendekatan post positivist untuk mengidentifikasi dan menilai penyebab yang mempengaruhi collaborative governance dalam pembangunan MRT di Provinsi DKI Jakarta. Data yang diperoleh berupa data primer dari hasil wawancara mendalam dan data sekunder dari media dan dokumen lainnya. Hasil penelitian menunjukkan bahwa collaborative governance yang dilakukan dalam pembangunan MRT di Provinsi DKI Jakarta telah memenuhi 4 dimensi berdasarkan Teori Model Collaborative Governance sebagaimana diungkapkan oleh Ansell dan Gash, yaitu adanya kemacetan dan ketimpangan sumber daya serta kemampuan sebagai kondisi awal yang mempengaruhi hubungan collaborative governance, desain institusional seperti tertuang dalam Kepgub Nomor 1655 tahun 2014 yang memberikan legitimasi untuk hubungan collaborative governance; 3 Gaya kepemimpinan dari pemimpin formal maupun informal yang mempengaruhi hubungan collaborative governance; serta 4 Proses kolaboratif yang terjadi antara pemerintah pusat, pemerintah daerah, PT. MRT Jakarta, dan pemerintah Jepang melalui JICA sebagai bentuk hubungan collaborative governance.

ABSTRACT
This study aims to analyse collaborative governance in developing MRT in DKI Jakarta. The theories that are used in this study include governance, collaboration, and collaborative governance theories. This study uses post positivist approach to identify and assess which causes the application of collaborative governance in this MRT development in DKI Jakarta. Documented data were collected through in depth interviews and paperworks. The result of this study shows that collaborative governance in the development of MRT in DKI Jakarta has complied the all four dimentions based on Collaborative Governance Model theory as stated by Ansell and Gash, which are 1 there is congestion and inequality of resources and capabilities as the initial conditions that affect the relationship of collaborative governance, 2 institutional design as set Governor Decree No. 1655 of 2014 which provides legitimacy for collaborative governance relations, 3 leadership style that affects collaborative governance relations, and 4 collaborative process that occur between the central government, local government, PT. MRT Jakarta, and the Japanese government through JICA as a form of collaborative governance relations. "
