"ABSTRAK
Penelitian ini mencoba memformulasikan kebijakan pengelolaan Daerah Aliran
Sungai (DAS) Citarum dalam kerangka pengendalian banjir di Kabupaten
Bandung. Model dinamis digunakan untuk menggambarkan sistem dan
mengetahui faktor pengungkit (leverage factor) serta kebijakan yang diambil
untuk mengoptimalkan pengelolaan DAS Citarum dalam pengendalian banjir.
Salah satu temuan penting dalam dalam penelitian ini adalah Pengaruh Subsistem
Gangguan Lingkungan terhadap subsistem lain sangat kuat. Sebelum anggaran
semakin dominan, Gangguan Lingkungan mampu menurunkan Area Terbuka
Hijau ke level sangat rendah. Selain itu, Gangguan Lingkungan juga mendorong
penurunan Kapasitas Citarum sekalipun Anggaran terus membesar. Peran
Pendidikan saat ini belum mampu mereduksi tingkat gangguan lingkungan.

ABSTRACT
This study is to formulate a Riverbasin ( DAS ) Management Policy in the
framework of Citarum flood control in Bandung Regency. A System Dynamics
model is used to describe the system and to identify the leverage factors as well
as alternative policies for optimizing the management of the Citarum Riverbasin
Flood Control. The most important finding in this study is the very strong impact
of Environmental Disturbance Subsystem to other subsystems. The
Environmental Disturbance reduces Green Open Areas to a very low level before
Budget dominates it in the system. In addition, the Environmental Disturbance
also push down the Citarum Capacity despite the Budget rises continously. The
role of the existing education among the society has not been able to reduce the
level of the Environmental Disturbance."

"ABSTRAK
Pembangunan sektor pariwisata merupakan bagian dari upaya pembangunan nasional yang sedang dilaksanakan di Indonesia. Perkembangan sektor pariwisata berkembang sangat pesat, terlihat dari banyaknya wisatawan domestik dan mancanegara yang datang ke Indonesia, seperti ke Purbalingga, Jawa Tengah. Hotel merupakan salah satu sarana akomodasi yang memiliki peranan penting dalam perkembangan industri pariwisata. Seiring dengan pergeseran model pemasaran yang saat ini mengarah pada customer, hotel membutuhkan sebuah model Customer Knowledge Management (CKM) untuk meningkatkan kualitas hotel dan mendukung pariwisata, khususnya di Purbalingga.
Berdasarkan studi literatur yang telah dilakukan, hotel merupakan contoh pasar ideal dimana keuntungan didapatkan dari pengimplementasian Customer Relationship Management (CRM). Agar penerapan CRM dapat dilakukan secara maksimal maka diperlukan adanya Knowledge Management (KM) khususnya mengenai customer knowledge pada perhotelan. Oleh karena itu, penelitian ini dilakukan dengan membuat gambaran model Customer Knowledge Management untuk mengatasi permasalahan yang ada pada perhotelan di Purbalingga untuk mendukung pariwisata, sehingga dapat ikut berkontribusi pada perkembangan pariwisata di Indonesia.
Penelitian ini merupakan research action dengan metode Soft System Methodology (SSM) untuk menemukan cara terbaik dalam menghadapi situasi yang harus dihadapi dalam kehidupan sehari-hari, khususnya dalam menghadapi permasalahan pada perhotelan di Purbalingga. Validasi yang dilakukan untuk penelitian ini antara lain menggunakan pendekatan secara teoritis, expert judgement dan user pada objek penelitian. Dari penelitian yang dilakukan, dihasilkan sebuah model Customer Knowledge Management pada perhotelan di Purbalingga dan rekomendasi yang disesuaikan dengan permasalahan dan kebutuhan pada perhotelan di Purbalingga.

ABSTRACT
Development of the tourism sector is part of the national development efforts that are being implemented in Indonesia. The development of the tourism sector is growing very rapidly, seen from the number of domestic and foreign tourists coming to Indonesia, such as to Purbalingga, Central Java. Hotel is one means of accommodation which has an important role in the development of the tourism industry. Along with the shift in the current marketing model that leads to the customer, the hotel requires a model of Customer Knowledge Management (CKM) to improve the quality of the hotel and tourism support, especially in Purbalingga.
Based on literature studies that have been done, the hotel is an ideal example of a market where profits gained from the implementation of Customer Relationship Management (CRM). In order for CRM implementation can be done optimally it is necessary to Knowledge Management (KM) especially customer knowledge in hospitality. Therefore, this research is done by creating a picture of Customer Knowledge Management models to address the existing problems in hospitality in the hospitality Purbalingga as supporting tourism Purbalingga, thus contribute to the development of tourism in Indonesia.
This research was action research with methods of Soft Systems Methodology (SSM) to find the best way to handle a situation that must be faced in everyday life, especially in dealing with problems in hospitality in Purbalingga. Validation is performed for this study include theoretical approach, expert judgment and user on the object of research. From the research conducted, has produced a model of customer knowledge management and recommendation in the hospitality tailored to the problems and needs of the hospitality in Purbalingga.
