"Skripsi ini menyajikan kepengaturan yang dilakukan oleh pihak pemerintah Kabupaten Klaten sebagai Street level bureaucracy mengenai keberadaan terminal bayangan yang telah beroperasi sejak lama. Berbagai kepengaturan yang coba dilakukan oleh pihak pemerintah Kabupaten Klaten untuk menghilangkan aktivitas terminal bayangan seperti mengedarkan surat larangan kegiatan terminal bayangan, razia berupa penilangan bus AKAP yang menaikkan penumpang di terminal bayangan, dan pembangunan terminal tipe A Ir Soekarno sebagai terminal resmi untuk penjualan tiket dan menaikkan serta menurunkan calon penumpang. Namun, kepengaturan yang coba dilakukan untuk memusatkan titik pemberangkatan angkutan bus AKAP hanya pada satu tempat yaitu terminal Ir Soekarno malah menimbulkan konflik antara pihak Dishub dan Terminal Ir Soekarno dengan pihak agen penjual tiket. Konflik yang dipicu oleh surat edaran Dirjen dianggap menyengsarakan pihak agen yang berjualan pada terminal bayangan, sebagai birokrat jalanan, pihak Dishub berupaya untuk meredam konflik yang terjadi antara pihak Dishub, terminal Ir Soekarno dengan agen penjual tiket dengan cara negosiasi yang pada akhirnya menghasilkan pembiaran.

This paper present the case of governmentality done by Klaten Districts Government as Street Level Bureaucracy regarding the existence of terminal bayangan that have been operating for a long time. The government have taken various steps to prevent the activity of terminal bayangan but the governmentality applied to centralize the departure point of trans-city busses resulted in conflict. This conflict between the Department of Transportation a well as Ir.Soekarno Terminal with the ticketing agent started by the circular letter (surat edaran) that was said to torment the live of ticketing agents that operate in the terminal bayangan. A few people who are part of the department of transportation act as a street level bureaucrats, helping the negotiations between their institution, Ir.Soekarno Terminal, and the ticketing agent that
resulted in omission."

"Penelitian ini membahas tentang Implementasi Program Bantuan Operasional Sekolah (BOS) pada SDN di Kota Jakarta Selatan. Penelitian ini menggunakan teori George Edward III (1980) dengan metode kualitatif. Hasil Penelitian ini menyimpulkan bahwa implementasi program BOS pada SDN di kota Jakarta Selatan cukup efektif, meskipun tidak cukup sempurna. Hal ini terbukti dari kondisi yang diharapkan tidak sesuai dengan kondisi kenyataan, dalam pelaksanaannya program BOS mengalami hambatan dari aspek komunikasi dan sumber daya, untuk aspek sikap dan struktur birokrasi cukup efektif. Dalam meningkatkan efektivitas implementasi program BOS pada Sekolah Dasar, pemerintah seyogyanya melakukan sosialisasi sampai tingkat sekolah dan segera merealisasikan tenaga administrasi pengelola BOS di sekolah.

This research discusses on School Operational Fund program implementation in state elementary schools in South Jakarta. This research uses theory from George Edward III ( 1980 ) with qualitative method. This research concludes that the program implementation is effective enough, even tough it is not yet perfect. This can be seen that there are some unexpected conditions in implementing that program as the program is facing some obstacles, from communication and resources aspects, meanwhile it is effective from behavioral and bureaucracy structural aspect. To boost implementation effectiveness in elementary schools, the government must give relevant information and deploy program administrator at schools."

"The challenges that faced by Indonesia government bureaucracy nowdays, specially to execute, public services in line with good governance principles are part of civil service system reform. "This study aims to describe the implementation of Corporate Social Responsibility (CSR) in Indonesia and its implications to the study of public administration. This paper ia based on reviewing literature. This study shows implementations of CSR in Indonesia is mostly emphasized on charitable activities, which are not based on a long -term corporate strategy. Implementation of CSR has made the locus of public administration studies are no longer specific to the government bureaucracy, but all institutions - the state, business, or non - profit organizations - as a long as their activities are performed on behalf of and impact on the public interests. In order to support the effectiveness of CSR, public bureaucracy needs to to maximize their role as providers of "enabling environment" or as a motivator of CSR. Governments do not act as the implementing agency of CSR, but government should be neural. This state of affairs must be met to avoid collusion between business and state officials."

"Attempting political democratization, strengthening macroeconomic condition, and developing independent judiciary have been three sector paid more concerns in Indonesia. Beside, administrative reform in Indonesia is considered another sector that is so worth to perform since it plays significant role as prerequisite infrastructure in which other reform efforts are preceded as well as dealing with daily life public services. In doing so, taking administrative procedure law in other well-developed countries, such as the U.S, Germany, and the Netherland, Indonesia government are about to make draft of Government Administration Law. By using point of view as a practicioner of German public servant, this article emphasizes fundamental aspect of this effort in comparison to what has been preceded in Germany as well. That is distinguishing as well as separating administration from branch of political power, especially the executive, in order to maintain its independence and neutrality. It is what the respective legal draft is supposed to afford."

"ABSTRAK
Universitas Tōkyō yang didirikan pada 1877 telah menghasilkan banyak lulusan
unggul yang menduduki posisi-posisi penting di birokrasi pemerintahan. Lulusan
universitas ini dikenal dengan sebutan ?gakubatsu? (kelompok lulusan) Universitas
Tōkyō. Penelitian ini membahas cikal bakal gakubatsu Universitas Tōkyō dan
lingkaran gakubatsu yang berperan dalam keberhasilan para lulusan di birokrasi
pemerintahan. Penelitian ini disusun dengan metode studi pustaka dan pendekatan
sejarah. Dari analisis penelitian ini, diperoleh temuan bahwa keberhasilan para lulusan
yang menduduki posisi-posisi penting sangat terkait dengan peran gakubatsu
universitasnya. Gakubatsu, akhirnya menjadi bentuk sumbangsih tersendiri Universitas
Tōkyō terhadap Jepang.

ABSTRACT
University of Tōkyō, established in 1877, has many bright graduates who ruled in
government offices for years. All graduates from this university are known as
?gakubatsu? (school clique of) University of Tōkyō. This research described the
formation of ?gakubatsu? University of Tōkyō and also ?gakubatsu? network which
supported other University of Tōkyō graduates in the government offices. The research
is conducted through literature review and historical approaches. Based on the research,
the success of University of Tōkyō graduates in government offices were actually
caused by supports of senior graduates who already had important title in government
offices, and all related to the university ?gakubatsu?. In the end, ?gakubatsu? becomes
one of University of Tōkyō contribution form towards Japan.;"

"Analysis of Civil Servant compensation system attracts attention of many parties. There opinion going that low salary has contributed to bad performance and productivity. Moreover Civil Servant management causing social cost and high cost economy. It becomes an excuse for undisciplined behavior and triggers such ?deviation? deed resulted inefficiency and ineffectiveness of bureaucracy and ?threatens? to break down actualization of bureaucracy reform as a whole. Many attempts have been tried by Government such as ?remuneration? policy in Central Government Agencies and performance ?subsidy? in Local Government Agencies. However, instead of being solution, this acts cause another problems. The objectives of analysis in this paper are: giving description and remapping various problems connected to Compensation System and offering alternative design of it Compensation System in frame of civil service management. The results of the analysis end up in design scenario of Compensation System integrating the whole system inside. Solution to Performance Assistance in Bureaucracy Reform ?package? will also formulated through asserting that it will given based on performance. Besides, legal aspects will straightened up to provide powerful legitimacy and simplification of various regulations, clarify and affirm components of compensation, including Pension and Retirement Subsidy System.

Abstrak. Analisis penggajian PNS menarik perhatian berbagai pihak. Pendapat PNS bergaji rendah berkontribusi pada kinerja dan produktivitas yang buruk. Di samping dalam manajemen PNS yang telah menimbulkan social cost dan high cost economy. Bahkan, menjadi excuse bagi PNS untuk melakukan tindakan indisipliner dan men-trigger untuk melakukan ?penyimpangan? yang berdampak pada inefisiensi dan inefektivitas birokrasi serta ?mengancam? gagalnya perwujudan reformasi birokrasi secara menyeluruh. Berbagai upaya telah dilakukan oleh Pemerintah dengan menerapkan kebijakan ?remunerasi? pada Instansi Pemerintah Pusat dan pemberian tunjangan ?kinerja?pada Instansi Pemerintah Daerah. Namun tidak merupakan solusi malah menimbulkan persoalan baru. Analisis dalam makalah ini bertujuan: mendeskripsikan dan memetakan ulang berbagai permasalahan terkait Sistem Penggajian, menawarkan desain alternatif Sistem Penggajian PNS dalam kerangka manajemen kepegawaian. Hasil analisis bermuara pada skenario design Sistem Penggajian, yang mengintegrasikan seluruh sistem di dalamnya. Solusi persoalan Tunjangan Kinerja dengan ?kemasan? Reformasi Birokrasi juga diformulasikan, melalui penegasan agar pemberiannya berbasis pada kinerja. Selain itu, pembenahan dari aspek legal untuk memberikan legitimasi yang kuat dan penyederhanaan dari berbagai peraturan, memperjelas dan menegaskan komponen kompensasi PNS, termasuk Sistem Pensiun dan Tunjangan Hari Tua."

"ABSTRAK
Penelitian ini bertujuan untuk mengkaji bagaimana anggota organisasi birokrasi berinteraksi pada Whatsapp group chat berdasarkan konsep rhetorical sensitivity sensitivitas retorik, serta kaitannya dengan konteks birokrasi di Indonesia. Paradigma yang digunakan dalam penelitian ini adalah post-positivism dengan metode penelitian netnografi pada teks grup WhatsApp salah satu unit kerja di Kementerian Pariwisata. Hasil penelitian menunjukkan bahwa dalam berinteraksi pada grup WhatsApp, tiap-tiap individu akan menampilkan satu dari tiga gaya sensitivitas retorik rhetorical sensitive, noble self atau rhetorical reflector ketika mereka dihadapkan pada satu situasi komunikasi atau arah komunikasi organisasi tertentu Edie Paulson, 1986. Penelitian ini juga menunjukkan bahwa WhatsApp group chat berpotensi mempersingkat alur komunikasi birokrasi, namun enkulturasi budaya instansi pemerintah yang sudah mengakar tidak serta merta hilang dengan hadirnya komunikasi bermediasi teknologi dalam organisasi birokrasi.

ABSTRACT
This study aims to examine how members of bureaucracy organization interact in WhatsApp group chat based on the rhetorical sensitivity concept, and how it relates to the Indonesian bureaucracy context. It observed the WhatsApp group chat of one of the working units in the Ministry of Tourism under the post positivism paradigm with netnography as the research methodology. The result shows that each members of the WhatsApp group chat tend to performs one out of three rhetorical style ndash the rhetorical sensitive, noble self or rhetorical reflector ndash when faced with particular communication situation or certain organizational communication flow Eddie Paulson, 1986. Other finding also shows that WhatsApp group chat is potential to shorten the bureaucracy communication flow however the enculturation of bureaucratic culture which have been rooted over a very long period of time within the government office would not be easily shifted with the presence of the technology mediated communication in this bureaucratic organization."

Artikel ini fokus membahas mengenai struktur organisasi pada perusahaan rintisan sebagai sebuah wujud dari birokrasi inovatif.Perusahaan rintisan sebagai salah satu organisasi bisnis membutuhkan struktur yang ideal bagi perusahaan untuk menghadapi lingkungan yang lebih dinamis dan tidak terduga. Studi-studisebelumnya mengatakan bahwa organisasi inovatif tidak dapat berjalan dengan birokrasi karena dianggap akan menghambat inisiatifdan perkembangan organisasi. Namun, studi lainnya menemukan bahwa permasalahan birokrasi ini dapat diatasi dengan kepemimpinan yang tersebar dan keterlibatan yang tinggi dari anggota organisasi yang dikenal sebagai birokrasi inovatif. Berbeda dengan studi-studi sebelumnya,melalui kajian ini, peneliti mencoba menunjukkan bahwa birokrasi dapat menyesuaikan dengan keadaan suatu organisasi. Peneliti melihat fenomena ini dalamstruktur organisasi pada perusahaan rintisan menarik untuk dibahasmengedepankan pengetahuan dan kolaborasi yang mendorong organisasi untuk berinovasi. Penelitian ini menemukan bahwa struktur organisasi organik yang diterapkan oleh perusahaan rintisan merupakan wujud dari birokrasi inovatif. Pendekatan penelitian dalam studi ini adalah kualitatif dengan jenis studi kasus pada perusahaan rintisan PT. ABSTRACT
This article focuses on the organizational structure of startups as a form of innovative bureaucracy. Start-up companies as one of the business organizations need an ideal structure for companies to cope with a more dynamic and unpredictable environment. Previous studies found that business organizations can not run with traditional bureaucracy because it is considered to obstructorganizational initiatives and developments. However, other studies find that this bureaucratic problem can be overcome with scattered leadership and high involvement from members of the organization known as innovative bureaucracies. In contrast to previous studies, through this study, researchers tried to show that the bureaucracy can adjust to the circumstances of an organization. Researchers see this phenomenon in the organizational structure of startup firms to be discussed putting forward the knowledge and collaboration that drives organizations to innovate. This study found that the organic organizational structure in startups company is a manifestation of innovative bureaucracy. The research approach in this study is qualitative with case study of PT. AP.Keywords: organizational structure, innovative bureaucracy, start-ups company, organic structure"
