"Tarif listrik di rumah susun umumnya ditetapkan sepihak oleh P3SRS/Pengelola melebihi tarif PLN. Menurut pemilik/penghuni tindakan tersebut merupakan kegiatan usaha penjualan listrik yang hanya dapat dilakukan oleh badan usaha pemegang izin. Sedangkan bagi P3SRS/Pengelola selisih tarif merupakan bagian dari biaya pengelolaan yang diperkenankan dan tidak termasuk kegiatan pengusahaan yang membutuhkan izin. Adanya perbedaan pandangan terkait tarif listrik dan kewajiban kepemilikan izin merupakan sumber sengketa penyediaan tenaga listrik antar pemilik/penghuni dengan P3SRS/Pengelola. Berdasarkan hal tersebut, dibutuhkan analisis perizinan usaha penyediaan tenaga listrik di rumah susun berdasarkan regulasi ketenagalistrikan dan penyelesaian sengketa penyediaan listrik di rumah susun antar pemilik/penghuni dengan P3SRS/Pengelola. Metode yang digunakan dalam penelitian ini ialah yuridis normatif dengan analisis preskriptif. Adapun hasil penelitian adalah regulasi ketenagalistrikan mewajibkan badan usaha yang melakukan penyediaan listrik di rumah susun untuk memenuhi ketentuan perizinan penyediaan listrik bagi kepentingan umum, yaitu memiliki penetapan wilayah usaha, IUPTL dan penetapan tarif listrik. Sedangkan untuk penyelesaian sengketa usaha penyediaan tenaga listrik di rumah susun dapat diselesaikan oleh para pihak dengan cara mematuhi hak dan kewajiban yang telah diatur oleh regulasi ketenagalistrikan dan regulasi rumah susun.

Electricity rates in flats are generally set unilaterally by P3SRS/manager, exceeding PLN rates. According to the owner/occupant, it is the electricity sales business activities that should only be done by a business entity license holder. Meanwhile, according to P3SRS/manager difference in rates is part of the management costs and does not include business activities that require licenses. The difference in views related to electricity rates and the obligation to own electricity supply licenses is a source of dispute between the owner/occupant and P3SRS/managers. Based on this, it required analysis on electricity supply business licenses in flats based on electricity regulation and dispute settlement of electricity in the flats between the owner/occupant and P3SRS/manager. The method used in this research is normative juridical with prescriptive analysis. The research results are the regulation of electricity obligates business entities that conduct electricity supply in flats to meet the licensing requirements of supplying electricity to the public, which has business area licenses, IUPTL and electricity tariffs. As for the dispute settlement in electricity supply business in flats can be resolved by the parties by comply the rights and obligations that have been set by electricity regulation and flats regulation."
