"ABSTRAK
Penelitian tesis ini bertujuan untuk: (1) Menganalisis bagaimana evaluasi implementasi Kebijakan Kriteria Penilaian Kinerja Unggul (KPKU) BUMN dalam rangka memberi saran kepada BUMN, dan (2) menganalisis faktor–faktor apa saja yang mempengaruhi keberhasilan implementasi KPKU. Metode yang digunakan adalah penelitian kualitatif dengan menggunakan teori dari William N.Dunn serta Weimer dan Vining. Evaluasi implementasi kebijakan menurut William Dunn dibagi menjadi 6 (enam) variabel yaitu: (1) efektifitas, (2) efisiensi, (3) kecukupan, (4) perataan, (5) responsivitas, dan (6) ketepatan. Sedangkan faktor–faktor yang mempengaruhi keberhasilan implementasi kebijakan adalah: (1) logika kebijakan, (2) adanya kerja sama dan koordinasi yang baik dalam mendukung implementasi kebijakan, (3) adanya pelaku atau pelaksana yang mampu dan komit dalam pelaksanaan kebijakan.
Hasil penelitian ini merekomendasikan hal-hal sebagai berikut : 1. Kementerian BUMN untuk membuat produk hukum yang bersifat mandatory dan mengikat BUMN untuk penilaian kebijakan KPKU lebih tinggi dari Surat Edaran Menteri BUMN yaitu Keputusan Menteri BUMN atau Peraturan Menteri BUMN. 2. Perlunya komitmen dan konsistensi dari Kementerian BUMN untuk tetap melaksanakan kebijakan KPKU secara berkesinambungan. 3. Peningkatan intensitas sosialisasi ke BUMN untuk menyamakan persepsi dan pemahaman tentan penting dan manfaat KPKU.

ABSTRACT
This thesis has purposes to: (1) analyze evaluation of implementation of Criteria Performance for Excellence Assesment (KPKU) in order to give advise to Ministry of State Own Enterprise, and (2) to analizye the factors that influence the susccessful of this implementation. The methode is kualitatife research and using William N.Dunn and Weimer and Vining theories. Evaluation of policy implementation according to William N.Dunn is devide into 6 (six) variables are: (1) effectiveness, (2) efficiency, (3) adequacy, (4) equity, (5) responsiveness, and (6) accuracy. The factors that influence the successful of policy implementation of Weimer and Vining’s theory are : (1) the logic of policy, (2) cooperation and coordination, and (3) the actors who are able and commit in implementation of KPKU.
The result of this research recommed are: 1. Ministry of State Own Enterprise should make a legal product to implement KPKU is higher that Circular of Minister, it is named Decree of Minister State Own Enterprise or Regulation of the minister. 2. Need the commitment and consistency of Ministry of State Own Enterprise to continue this policy. 3. To increase intensity of socialization to the stakeholder for learning the understanding and importance of KPKU."

"Tesis ini membahas tentang Evaluasi Penyelenggaraan Pendidikan dan Pelatihan Kepemimpinan Pola Baru Tk III Angkatan VIII Tahun 2014 pada Lembaga Administrasi Negara Berdasarkan Level Reaksi Peserta . Tujuan penelitian ini adalah untuk mengetahui efektivitas penyelenggaraan pendidikan dan pelatihan kepemimpinan pola baru dengan menggunakan teori evaluasi diklat pada level reaksi oleh kirkpatrick dengan aspek yang diteliti widyaiswara, penyelenggara, kurikulum dan fasilitas diklat. Penelitian ini menggunakan metode positivis dengan jenis penelitian deskriptif.
Hasil Penelitian menunjukkan Evaluasi Penyelenggaraan Pendidikan dan Pelatihan Kepemimpinan Pola Baru Tk III Angkatan VIII Tahun 2014 berjalan dengan cukup baik. Namun demikian, apabila dicermati lebih dalam lagi ternyata masih ada beberapa kelemahan antara lain : kurangnya kompetensi widyaiswara dalam suatu materi diklat baik teoritis, praktek, dan pengalaman, koordinasi antara penyelenggara dengan peserta dalam proses pembelajaran belum sepenuhnya dilaksanakan, adanya mentor yang tidak memfasilitasi dengan baik kebutuhan peserta untuk menciptakan proyek perubahan dalam unit organisasi, serta penyediaan konsumsi yang kurang variasi.

The thesis discussed about evaluation of education and leadership training new patterns Level III Session VIII on 2014 in Institute of Public Administration Based on Participants Reaction. The purpose of this research is to find effectiveness the realization of education and leadership training new patterns by using the theory evaluation training reaction level by Kirkpatrick with the dimensions trainers, organizer, curriculum, and facilities training. This Research is adopted positivist method and descriptive design.
The results of the study showed the training has worked fairly well. However when examining depper there are still some several weaknesses among others lack of competence trainer in a matter training, both theory, practice and experience, coordination between organizer and participants in learning have not been fully determined, the mentor who not facilitate needs paticipants to create project change in organization, and providing consumption of foods are less in variety.

"Disertasi ini mengkaji evaluasi kebijakan pemberdayaan pemuda di Kementerian Pemuda dan Olahraga periode tahun 2010-2014. Untuk memandu penelitian ini, peneliti mengangkat tiga permasalahan utama yaitu: (i) Bagaimana konten kebijakan pemberdayaan pemuda, (ii) Bagaimana implementasi kebijakan pemberdayaan pemuda, dan (iii) Bagaimana dampak kebijakan pemberdayaan pemuda dalam merespons masalah kepemudaan. Guna menjawab pertanyaan tersebut, teori Fischer et al., Grindle, dan Royse digunakan oleh peneliti. Metode penelitian yang digunakan adalah pendekatan post-positivism di mana data primer dikutip melalui kaidah indepth interview dengan para narasumber otoritatif serta melalui focus group discussions (FGD); data sekunder diperoleh melalui buku, jurnal, dan hasil penelitian sebelumnya. Penelitian ini mendapati beberapa temuan penting. Pertama, konten kebijakan pemberdayaan pemuda tidak sepenuhnya mengarah kepada sasaran pembangunan kepemudaan, miskin kreasi, inovasi dan improvisasi disebabkan lemahnya kontrol pimpinan dalam perumusan program, kebiasaan menjiplak program tahun sebelumnya serta tidak dikomunikasikan dengan stakeholders kepemudaan. Kedua, dalam implementasi kebijakan terdapat kelemahan koordinasi, tingkat kepatuhan dan daya tanggap yang rendah, sistem rekrutmen tidak memadai, kompetensi sdm yang kurang tepat, meskipun realisasi pelaksanaan tiap program cukup tinggi namun tidak berbanding lurus dengan derajat perubahan yang hendak dicapai. Ketiga, dampak yang dirasakan hanya pada tingkat individu, sedikit pada tingkat kelompok dan kecil sekali pada tingkat masyarakat, mengakibatkan lemahnya tingkat perubahan dan penerimaan sehingga belum mampu menjawab permasalahan kepemudaan secara lebih luas. Ironisnya proses evaluasi tidak pernah di lakukan sebagai umpan balik bagi penyempurnaan konten kebijakan pemberdayaan pemuda. Rekomendasi yang diajukan peneliti, Kemenpora harus merubah orientasi dalam memformulasi dan melaksanakan kebijakan agar berdampak luas pada pembangunan kepemudaan di Indonesia.

This dissertation examines an evaluation of a policy on youth empowerment at The Youth and Sports Ministry of The Republik Indonesia from year 2010 to 2014. To guide this study, this research raises 3 (three) main questions, namely (i) What the content of youth empowerment policy is, (ii) How does the implementation youth empowerment policy, and (iii) How does the impact of youth empowerment policy respond the youth issues. In order to answer such questions, theories of Fischer et al, Grindle, and Royse are used. The Research method adopted is post-positivism approach where primary data is collected through an in-depth interview system with several authoritative resource persons and through focus group discussion (FGD); secondary data is obtained through books, journals and prior research results. This research discovers some important findings. First, the content of youth empowerment is not totally directed towards youth development target, it lacks creativity, innovation and improvisation due to poor leaders control over program formulation, a practice of plagiarizing the program of previous years and it is not communicated with youth stakeholders. Second, in carrying out a policy there are weakness in coordination, lower levels of obedience and responsiveness, inadequate recruitment system, in-appropriate human resources competences, although the realization of each program is high, but it doesn?t reach the change to be intended. Third, the impact being felt is only at the level of individual, little at a group level and very little at a community one, causing the weaknesses of change and acceptance levels, so that it is unable to resolve youth problems comprehensively. Ironically, an evaluation process is never made as feedback for improvement to the content of youth empowerment policies. A recommendation put forward in this research is that Youth and Sports Ministry has to change orientation in formulating and implementing a policy so as to have a wide impact on youth development in Indonesia.

"ABSTRACT
BPK has a mandate to conduct performance audit for examining whether government agencies have implemented their critical programs in the possible aspects of efficiency, effectiveness or economy. Nevertheless, the current audit methods for those government programs designed at the
planning stages by the audit teams has not been fully emphasized on one or a combination of four main types of evaluation, such as process and/or implementation evaluation; outcome evaluation; impact evaluation; and cost-benefit and cost effectiveness analyses. They can be identified by using measures of program performance, along with other information, to study the benefits of a program or how to improve it. The program chosen is the NHS program, evaluated by using GAOs experience which were empirically implemented and observed by the author during the fellowship program in the Agency. This study discusses the evaluation of FOD evaluation and general guide to address researchable questions derived from NHS program stage evaluation, analysis of researchable question types, and to consider some challenges at designing evaluations. Further, BPK could improve methods and design of its performance audit plan as regards program evaluation by considering such variables that have been applied in their best practices."
