"Penelitian ini bertujuan untuk meneliti kriteria-kriteria utama yang menjadi prioritas dalam implementasi Human Capital Management (HCM) dan menilai sejauh mana kesiapan perusahaan dalam rangka mengimplementasikan HCM berdasarkan Newbury Index Rating (NIR). Metode Analytic Hierarchy Process (AHP) digunakan dalam penentuan prioritas dan pembuatan model rating. Sedangkan skala NIR digunakan untuk menilai kesiapan implementasi HCM. Pengumpulan data dilakukan dengan wawancara mendalam, observasi serta menggunakan data sekunder. Diperoleh hasil kriteria dan sub-kriteria yang menjadi prioritas dalam implementasi HCM adalah strategi human capital dan pemenuhan fungsi HR di perusahaan. Sedangkan persentase kesiapan perusahaan secara keseluruhan sebesar 40.37% atau berada pada rating B. Skor perusahaan dalam rangka implementasi HCM adalah 12.11 (dari skor maksimal 30) dimana rating criteria kedewasaan human capital adalah C+, rating strategi human capital adalah B+, dan rating kriteria pengukuran kinerja adalah B-.

The objectives of this research are determining criterion for implementing Human Capital Management (HCM) based on their importance, and assessing the readiness of a tower provider company in implementing HCM based on Newbury Index Rating (NIR) method. Analytic Hierarchy Process (AHP) was used in determining the priority of criteria, and developing rating model to measure the company readiness in implementing HCM. Moreover, NIR scale was used in detrermining the readiness for implementing HCM. The data was colected by deep interview, observation, and verification on secondary data. It turns out that human capital strategy was considered as the most important criteria, and the fulfillment of Human Resource Department function was considered as the most important sub-criteria. The overall percentage of company's readiness in implementing HCM was 40.37% or at level B. Company overall score was 12.11 (on the scale of 30), which was elaborated into the three perspectives of NIR giving the result of C+ for human capital maturity, B+ for human capital strategy, and B- for people measure."

"Artikel ini akan membawa topik tentang retrospeksi dan restrukturisasi imigrasi untuk dibawa ke dalam relasi yang berhubungan dengan etika terapan, kosmopolitanisme, dan aspek ekonomi-sosial-politik-budaya, dalam kerangka filosofis dan perspektif etika terapan. Selanjutnya, artikel ini akan mengeksplorasi bagaimana kebijakan imigrasi berkorelasi dengan isu etika terapan dan kosmopolitan. Isu mengenai imigrasi, etika terapan, dan kosmopolitan saling berkaitan, kendati demikian, sampai dengan titik ini, eksplorasi teoritis yang dilakukansecara sinkronis cenderung menghadirkan model analisis non-filosofis dalam menyusuri isu imigrasi serta implikasinya, termasuk isu kebijakan yang dilakukan oleh negara terhadap para imigran. Eksplorasi yang saya lakukan terhadap isu imigrasi pada artikel ini akan bergerak lebih jauh dan tidak akan berkutat pada dinamika sosial-politik- ekonomi, akan tetapi mencoba untuk menganalisis isu imigrasi secara filosofis melalui perspektif etika terapan dan kosmopolitanisme. Pada akhirnya, artikel berikut akan mengeksplanasikan analisis filosofis dari kebijakan imigrasi serta korelasinya dengan aspek politis.

This article will bring the topic of retrospection and immigration restructuring to be brought into relations related to applied ethics, cosmopolitanism, and economic-socio-political-cultural aspects, within a philosophical framework and an applied ethical perspective. Furthermore, this article will explore how moral policy correlates with applied and cosmopolitan ethical issues. Issues concerning morality, applied ethics, and cosmopolitan are interrelated, however, up to this point, theoretical explorations carried out synchronously tend to present a non- philosophical analysis model in managing festive issues and impressively, including the issue of policies carried out by the state against immigrants. My exploration of immigration issues in this article will move further and will not dwell on socio-political-economic dynamics, but will try to analyze immigration issues philosophically through the perspective of applied ethics and cosmopolitanism. Finally, the following article will explain the philosophical analysis of festive policies and their correlation with political aspects.

"The traffic accident rate in Indonesia is still considerably high,
as reported by the national police with around 60 accident casualties daily
of these casualties, 24 of them are dead. This figure is relatively high at the
ASEAN level where there are about 112 people died everyday because of
traffic accidents. The objective of the study is to provide an initial
estimation of the traffic accident loss and to use that estimation to assess
the economic impacts of that event. Since the data used in the estimation
are nationwide, then the final output of the study will be in the form of the
accident loss in term of GDP proportion. Using the some calculation
method, _,forecast of the total national accident cost for the next five years
was made. The method to calculate the road accident cost covers four
components: property damage, administrative cost, medical cost, and lost
output. There are two important data needed in this method: aggregate
accident data, and unit cost data for each component. Using these two
types of data, the aggregate cost can be estimated, and at the same time, the
total of certain types of cost. Using the 2002 Indonesia nominal GDP of
1.42 trillion rupiahs, the total accident costs in Indonesia was estimated
around 0.47% of GDP for Police Department reported data and l .46% for
the Health Department data. These figure is relatively high compared with,
for example, Singapore that has figure of 0,46% of its GDP.. For the next
five years, the total amount accident cost which is saved by the action plan
approximately about Rp 10 trillion. This estimation still has under reporting
problems for number of casualities and property damage, and under valued
problem for the estimation of accidents unit cost.
