"Ketatnya peraturan dan persyaratan yang berlaku pada perbankan membuat masyarakat golongan ekonomi lemah sulit memiliki akses ke perbankan sehingga muncul lembaga keuangan nonbank yang berfungsi seperti bank, dengan persyaratan yang lebih mudah dan tidak terikat pada peraturan perbankan, yaitu shadow banking. Namun kurangnya peraturan bagi shadow banking menyebabkan pertumbuhan lembaga ini harus diantisipasi agar tidak menimbulkan efek buruk pada perekonomian apabila terjadi masalah. Hal ini berlaku juga pada shadow banking di keuangan syariah. Tumbuhnya lembaga keuangan syariah nonbank seperti pegadaian syariah, dana pensiun syariah, perusahaan pembiayaan syariah, walau belum sebanyak konvensional, memerlukan adanya dukungan berupa regulasi dan supervisi. Tesis ini bermaksud untuk mengamati perkembangan shadow banking syariah di Indonesia, mengetahui persepsi pelaku terhadap prospek perkembangannya, mengetahui masalah yang ada di shadow banking syariah di Indonesia, serta merekomendasikan sejumlah kebijakan untuk mengatasinya. Hasil survei menunjukkan perkembangan shadow banking syariah di Indonesia belum menunjukkan tren peningkatan yang pesat dan belum mampu meningkatkan pangsa pasar industri jasa keuangan syariah, yang hingga kini belum mencapai 5%. Kurangnya regulasi yang mendukung dan memfasilitasi perkembangan shadow banking syariah dibandingkan dengan konvensional menjadi salah satu kendala selain kurangnya inovasi produk syariah, kurangnya sumber daya manusia yang memahami syariah, serta kurangnya sosialisasi kepada masyarakat. Namun demikian, persepsi pelaku terhadap prospek perkembangan shadow banking syariah menunjukkan hasil yang cukup optimis. Indeks yang dicapai sebesar 83,89 menunjukkan tingkat optimisme pelaku untuk tumbuh dan berkembang bersama perbankan syariah meningkatkan penetrasi pasar industri jasa keuangan syariah secara nasional. Untuk mendukung pertumbuhan shadow banking syariah, diharapkan adanya regulasi yang bersifat memudahkan dan memfasilitasi, bukan malah memberatkan atau menyulitkan pelaku industri shadow banking syariah. Koordinasi dan sinergi dari para stakeholder juga diharapkan mampu meningkatkan penetrasi pasar shadow banking syariah.

The tight regulations and requirements in the banking sector make it difficult for low income people to have an access to financial institutions. The condition raise the growth of nonbank financial institutions having similar function with the bank, especially with easier regulations and requirements, called shadow banking. Nonetheless, there are only few regulations maintaining the growth of shadow banking to anticipate risks in order to stabilize the economic situation. The shadow banking is also applicable in islamic finance industry. The growth of sharia shadow banking institution, for example sharia pawn, sharia pension fund and sharia financing, require supportive regulations and supervisions, although the growth is less than the conventional shadow banking. The purpose of the thesis is to assess the sharia shadow banking in Indonesia, particularly it assess its regulation, product innovation, performance, human capital, and people's understanding. The survey shows that the growth of sharia shadow banking in Indonesia does not significantly affect the sharia market share, which currently less than 5%. It is related to the limitation of the regulations, product innovations, human capitals and people's understanding of sharia system. Nevertheless, the 83,89 perception index shows that people in the industry is fairly optimistic that, with support of the stakeholders, the sharia market share will immediately increase. Such support can be shown by developing and implementing regulations that facilitate the industry and coordinating institutions.

"Penelitian ini bertujuan untuk menganalisis pengaruh modal manusia terhadap pertumbuhan ekonomi regional di Indonesia. Modal manusia diduga berpengaruh terhadap pertumbuhan ekonomi secara langsung dalam proses produksi, serta secara tidak langsung melalui Total Factor Productivity (TFP). Penelitian ini menggunakan metode analisis data panel provinsi-provinsi di Indonesia dalam rentang 2004-2012. Hasil empiris menunjukkan bahwa modal manusia, yang diwakili oleh tenaga kerja berpendidikan minimal SMA, berpengaruh positif terhadap pertumbuhan ekonomi regional di Indonesia. Sementara modal manusia, yang diwakili oleh penduduk berpendidikan minimal SMA, berpengaruh positif terhadap pertumbuhan TFP regional di Indonesia dalam periode 2006-2012, baik secara langsung melalui inovasi domestik dan secara tidak langsung melalui efek spillover. Hasil lain dari penelitian ini menunjukkan bahwa modal fisik berpengaruh positif terhadap pertumbuhan ekonomi regional di Indonesia. Selain itu perbedaan pertumbuhan rasio modal fisik per tenaga kerja regional berpengaruh positif terhadap perbedaan pertumbuhan output per tenaga kerja regional.

This research aims to analyze the influence of human capital on regional economic growth in Indonesia. Human capital expected takes effect on economics on production process and indirectly through Total Factor Productivity (TFP) growth. This research was using panel data analysis method of provinces in Indonesia in period 2004-2012. Empirical result shows that human capital, represented by labor with minimum high school educated, has positive effect on regional economic growth in Indonesian. Meanwhile, the effect of human capital that represented by population with minimum high school educated has positive effect on regional TFP growth in Indonesia period 2006-2012, directly through domestic innovation and indirectly through spillover effect. This research also shows that physical capital has positive effect on regional economic growth in Indonesia. Furthermore, the difference of physical capital ratio growth per regional labor has positive effect on the difference of regional economic growth per regional labor."

"This research aims to examine the impact of intellectual capital management (indicated by human capital, structural capital, and relational capital) to company’s financial performance (measured by depreciation expenses to sales ratio, operating profit margin, and employee expenses ratio). Value Added Intellectual Coefficient (VAIC) introduced by Pulic (2000) is used to measure intellectual capital management. Based on 94 samples of listed oil and gas companies in ASEAN and Australia, it shows that intellectual capital has significant correlation over company financial performance."

"Riset yang berfokus pada kompetensi MSDM (human resource competency) ini,mempunyai dua tujuan, yaitu: problem solving interest dan research interest. Subjek penelitian, Bank BTN dianalisis dari sisi regulasi, struktur, tata kelola, serta dinamika internal human capital management menghadapi situasi kompleks problematis era ASEAN Economic Community 2015 dan ASEAN financial integration 2020.
Metode penelitian yang digunakan adalah serba sistem lunak berbasis riset tindakan. Hasilnya, Bank BTN tidak melakukan tindakan sistemik dalam sistem kepemimpinan dan sistem kerja kinerja unggul. Kompetensi MSDM sebagai leverage dapat tercapai melalui efikasi individu dan efikasi organisasi.
Sebagai riset akademik, refleksi teoritis memberikan kebaruan berupa disain ulang kompetensi MSDM. Disain alternatif tersebut dihasilkan melalui integrasi sistem pemosisi strategis dengan sistem kerja kinerja unggul melalui sistem proaktivis kredibel empat tingkat.
Rekomendasi: organisasi bank perlu mengadopsi desain alternatif, Sistem Kompetensi Modal Manusia, sehingga menjadi center of excellence dalam bidangnya melalui dialog serta tindakan nyata sistemik yang inklusif, holistik dan strategis.

The Research, that focuses on human resource competency, has two objectives, namely: problem solving interest and research interest. Bank BTN, subject of the research, were analyzed in terms of regulation, structure, governance, and the internal dynamics of human capital management in facing a problematic situation in ASEAN Economic Community 2015 and ASEAN financial integration 2020.
Soft systems methodology based action research was used as the approach. As a result, Bank BTN has not performed systemic action in their leadership system and superior performance work systems yet. Human resource competencies, as leverage, can be achieved through personal efficacy and organizational efficacy.
As an academic research, theoretical reflections provide novelty in the form of human resource competency redesign. The alternative design was produced by an integration of strategic positioner system with high performance work systems through proactivists credible four-level systems.
Recommendation: a bank organization needs to adopt the concept of human capital competency systems to be a center of excellence in its field through systemically inclusive, holistic, and strategic dialogue and real action.

"Pertumbuhan jumlah perusahaan asuransi di Indonesia selama kurun waktu 5 tahun terakhir mengalami peningkatan terus menerus. Hal ini menunjukkan bahwa secara tidak langsung kompetisi di dalam industri ini semakin meningkat. Selain itu, sumber daya pekerja dianggap semakin penting dari tahun ke tahun bagi perusahaan dan merupakan aset. Selama ini, perusahaan sudah melakukan investasi bagi para pekerjanya. Namun, masih terdapat black box gap mengenai apakah investasi terhadap pekerja yang dilakukan perusahaan sudah memberikan nilai timbal balik. Penelitian ini berfokus pada perhitungan tingkat pengembalian dari investasi pekerja sales dan perancangan Human Resources Metrics sebagai pengukuran kinerja human capital.
Penelitian ini dilakukan dengan perhitungan Human Capital Return on Investment bagi pekerja penjualan asuransi menggunakan faktor pemasukan dari pekerja, serta biaya (investasi) yang dilakukan oleh perusahaan bagi pekerja. Metode selanjutnya adalah perancangan Human Resources Metrics yang memiliki faktor-faktor sesuai bagi perusahaan.
Hasil penelitian menunjukkan Human Capital Return on Investment pekerja penjualan yang positif. Hal ini berarti investasi pada pekerja sudah menghasilkan pengembalian (profit) bagi perusahaan serta didapatkan Human Resources Metrics yang memiliki 16 faktor yang sesuai bagi perusahaan.

Growth of Indonesia insurance company in the last 5 years has increasing continuously. This shows the increasing of competition in this industry. In addition, workers have been considered as an asset and important for the company from time to time. Company has invested on its worker. However, there?s still a black box gap which means whether an investment of workers has already given the return of value to the company. This research focuses on the calculation of the human capital return on investment of sales and the design of Human Resources Metrics as the human capital performace valuation.
This research will be conducted with calculation of Human Capital Return on Investment (HC ROI) of sales using the revenue that is generated by the workers and the cost (investment) from the company to the workers. The next method is designing the Human Resources Metrics that the factors are suitable for the company.
The results showed the Human Capital Return on Investment of sales are positive which means that the investment of workers has already given the return value (profit) to the company and Human Resources Metrics that have 16 factors which is suitable for the company."

"ABSTRAK
Penelitian ini bertujuan untuk menguji pengaruh pengungkapan intellectual capital dan ketiga komponennya: human capital, structural capital, dan relational capital terhadap cost of equity capital. Pengungkapan intellectual capital digunakan sebagai variabel independen dan cost of equity capital digunakan sebagai variabel dependen. Penelitian ini juga menggunakan beta saham, ukuran perusahaan, leverage, dan market to book value sebagai variabel kontrol. Pengungkapan intellectual capital diukur menggunakan klasifikasi yang disusun oleh Lee dan cost of equity capital diukur menggunakan model Ohlson. Sampel yang digunakan adalah perusahaan non-perbankan dan non-keuangan yang terdaftar di indeks LQ45 Bursa Efek Indonesia periode 2008-2014, dengan jumlah sampel 209 perusahaan yang dipilih dengan menggunakan teknik purposive sampling. Uji model dilakukan dengan menggunakan model regresi berganda. Penelitian ini membuktikan bahwa pengungkapan intellectual capital, human capital, relational capital, dan structural capital berpengaruh negatif signifikan terhadap cost of equity capital. Hasil penelitian menunjukkan bahwa semakin luas pengungkapan yang dilakukan, maka semakin rendah cost of equity capital perusahaan.

ABSTRACT
The main purpose of the research is to analyze the impact of intellectual capital disclosure and its three aspects human capital, structural capital, and relational capital on cost of equity capital. This research uses intellectual capital disclosure as independent variable and cost of equity capital as dependent variable. This research also uses beta, size, leverage, and market to book value as control variables. Intellectual capital disclosure is measured using Lee model and cost of equity capital is measured using Ohlson Model. The empirical research is based on non banking and non financial companies listed in the LQ45 Indonesia Stock Exchange period 2008 to 2014. The samples are taken using purposive sampling method, consisted of 209 companies. The models are tested using multiple linear regression models. The finding indicates that intellectual capital, human capital, relational and structural capital disclosures have negative significant impacts on cost of equity capital. The more a company discloses its information, the lower the cost of equity capital."

"Indonesia is a diverse country with uneven resource endowment across its provinces. This study examines the effects of human capital investment policies on the promotion of more equitable income growth across provinces. First, the rate of return to education is estimated for each province using the 1976 and 1989 Indonesian National Labor Force Surveys (SAKERNAS). Then, regional economic indicators are used to explain differences in the rates of return to education among provinces and to develop and test hypotheses regarding the contribution of investment in education to personal income growth in different regions in Indonesia.
The study finds large differences in the rates of return to education among provinces with the highest rates of return in the poorest provinces. A model of segmented regional labor markets is advanced to explain why wage differences across provinces may exist. The estimates suggest that labor market segmentation was more pronounced for un- or low-educated workers because inter-provincial differences in wages were greater among this group than among more educated workers. Education may reduce regional labor market segmentation. More educated workers may be better able to compete for jobs in other provinces, and therefore more mobile, because they possess the needed language and market skills.
Thus, it appears that education not only enhances personal (and national) income, but also promotes greater equity across provinces. Equitable investment in education across provinces is compatible with both equity and efficiency goals in regional economic development."

"Tesis ini membahas tentang rancangan sistem evaluasi kinerja dengan perangkat balanced scorecard di UKM Trijaya Ban 83 yang bergerak di bidang jasa bengkel. Dari pemetaan kondisi UKM, jelas terlihat bahwa terdapat gap antara kondisi aktual dengan kondisi ideal. Salah satu gap yang ada di bengkel Trijaya Ban 83 adalah tidak adanya sistem evaluasi kinerja sebagai tolok ukur kinerja karyawan bengkel. Oleh sebab itu, business coaching ini bertujuan untuk membantu UKM mengembangkan sebuah sistem evaluasi kinerja karyawan dengan balanced scorecard sebagai alat ukurnya.
Dalam penelitian ini, penulis menggunakan metode kualitatif untuk mengumpulkan data. Kesimpulan dari penelitian ini adalah perumusan balanced scorecard telah dirancang untuk beberapa jabatan. Balanced scorecard mempunyai fungsi lain di samping sebagai alat ukur kinerja, yaitu membantu mendeskripsikan visi dan misi yang dicapai Trijaya Ban 83 secara jelas. Namun, keterbatasan waktu penelitian menyebabkan implementasi sistem evaluasi kinerja dengan balanced scorecard yang telah dirumuskan tertunda. Sebagai percontohan, sistem ini dicoba untuk diterapkan pada satu divisi sales dan dua jabatan saja. Secara keseluruhan, kepala divisi dan kepala mekanik menunjukkan kinerja baik.

This thesis is aimed to design performance evaluation system with the tool, Balanced Scorecard, in small medium enterprise, Trijaya Ban 83, which categorized of service station. From the condition mapping, there are several gaps between actual condition and ideal condition. One of them is Trijaya Ban 83 does not have any performance evaluation system as workers performance measurement. Therefore, the business coaching is aimed to develop performance evaluation system for workers with Balanced Scorecard as a tool.
In this research, the writer uses qualitative approaches for gathering data. This thesis concludes the designing of performance evaluation system with balanced scorecard has been done. Beside as performance measurement, balanced scorecard helps Trijaya Ban 83 to define their vision and missions clearly. However, the result of evaluation process using formulated balanced scorecard could not be done because the limitation of the coaching time. As the pilot project, it was tried to be assessed for two positions in a sales division only. Overall, the head sales supervisor and the mechanics chief performed well.

"Tesis ini membahas mengenai isu pendidikan di Eropa yang saat ini sedang memfokuskan pada peningkatan kualitas dan inovasinya agar mampu bersaing secara kompetitif di seluruh dunia. Pada dasarnya kebijakan pendidikan dibentuk dengan tujuan untuk melaksanakan kewajiban pasar internal yang sangat bergantung pada kondisi ekonomi saat itu, sehingga akhirnya Uni Eropa menciptakan kerangka kebijakan pendidikan yang berpusat pada dimensi ekonomi, politik, sosial dan budaya agar dapat memperkuat standar hidup warga Eropa yang cerdas, berkelanjutan dan inklusif sesuai dengan target “Strategi Eropa 2020” untuk menjadikan Eropa negara ekonomi berbasis pengetahuan. Metode yang digunakan dalam penelitian ini ialah metode kualitatif dengan pendekatan hubungan internasional, ekonomi dan budaya. Adapun teori yang digunakan sebagai instrumen analisis yaitu teori neo-institusionalisme (yang dikemukakan oleh William R. Scott) dengan tiga pilar elemen analisisnya, yaitu pilar normatif, regulatif, dan kultural-kognitif, serta teori modal manusia (yang dikemukakan oleh Garry S. Becker). Teori ini berkaitan dengan pencapaian produktivitas ekonomi melalui investasi modal manusia dalam program pendidikan dan pelatihan, serta sumber daya manusia sebagai tenaga kerja.

This thesis discusses the issue of education in Europe which is currently focusing on improving its quality and innovation in order to be able to compete competitively around the world. Basically, education policy was formed with the aim of carrying out the obligations of the internal market which is very dependent on the current economic conditions at that time, in order the European Union created an educational policy framework centered on the economic, political, social and cultural dimensions in order to strengthen the standard of living of its citizens to be smart, sustainable and inclusive in accordance with the target of the "European 2020 Strategy " to make Europe as a knowledge-based economy. The methods used in this research are qualitative methods with an approach to international relations, economics and culture. The theory used as an instrument of analysis is neo-institutionalism theory (by William R. Scott) with three pillars of its analysis elements (normative, regulative, and cultural-cognitive pillars), and Human Capital Theory (by Garry S. Bcker). This theory deals with achieving economic productivity through investment in human capital in education and training programs, and human resources as labor."

"ABSTRAK
Dalam beberapa dekade terakhir, penelitian mengenai Resource-Based View RBV telah memperoleh perhatian banyak pihak. Konstruk yang menjelaskan bagaimana sumber daya internal perusahaan mempengaruhi performa perusahaan menjadi menarik untuk dipelajari lebih lanjut. Penelitian ini dilakukan untuk menganalisis pengaruh keunggulan posisional terhadap performa perusahaan, dengan orientasi pasar, orientasi kewirausahaan, dan kualitas sumber daya manusia sebagai indikator-indikator reflektif bagi konstruk keunggulan posisional. Responden dalam penelitian ini adalah pelaku UMKM yang beroperasi pada industri telekomunikasi di Indonesia, khususnya pada industri hulu, yang kebanyakan menjadi mitra bagi operator-operator besar telekomunikasi di Indonesia. Metode pengolahan data yang digunakan adalah Structural Equation Model SEM . Hasil penelitian ini menunjukkan bahwa orientasi pasar, orientasi kewirausahaan, dan kualitas sumber daya manusia adalah memang benar indikator reflektif yang positif bagi keunggulan posisional, dan keunggulan posisional pada gilirannya berpengaruh positif terhadap performa perusahaan.

ABSTRACT
In the last few decades, research on Resource Based View RBV has received the attention of many parties. The construct that explains how company rsquo s internal resources affect company rsquo s performance becomes an interesting subject to be studied further. This study was conducted to analyze the effect of company rsquo s positional advantage on company rsquo s performance, with market orientation, entrepreneurial orientation, and human capital as the indicators of positional advantage. Respondents in this study were the owner of SMEs engaged in telecommunication industry in Indonesia, especially in the upstream level, which mostly are the suppliers of major telecommunication operators in Indonesia. Structural Equation Model SEM is used as data processing method. The results of this study indicate that market orientation, entrepreneurial orientation, and human capital are indeed the positive indicators of positional advantage, and positional advantage has a positive effect on company performance."
