"Di dalam kondisi globalisasi saat ini, dimana dunia seakan tidak ada batasan lagi antara satu negara dengan negara lainnya. Sumber daya manusia memegang peranan penting dalam setiap kegiatan pemerintahan dan merupakan aset yang bernilai bagi pemerintahan, oleh karena itu perlu adanya dukungan sumber daya yang kompeten untuk kelangsungan jalannya pemerintahan yang bersih dan berwibawa. Keinginan pemerintah untuk mengembangkan sumber daya manusia sangat penting mengingat lingkungan yang sudah berubah, dan masyarakat semakin kritis serta menuntut pelayanan prima pemerintahan karena mutu pelayanan masyarakat yang merupakan tujuan utama pemerintah.
Kementerian Keuangan khususnya Inspektorat jenderal harus menjadi motor penggerak dan suri tauladan bagi unit eselon 1 lainnya dalam mengelola sumber daya manusia. Inspektorat Jenderal harus berupaya terus menerus untuk meningkatkan kinerja pegawainya. Agar dapat memberikan pelayanan optimal kepada masyarakat dan merubah paradigma masyarakat selama ini.
Penelitian ini bertujuan menganalisis pengaruh functional kompetensi, kompetensi managerial, dan disiplin terhadap kinerja pegawai Inspektorat Jenderal Kementerian Keuangan. Analisis penelitian ini mengunakan regresi linier berganda, dimana variabel independen yang digunakan adalah functional kompetensi, kompetensi managerial dan disiplin serta variabel dependennya adalah kinerja.
Hasil penelitian ini menunjukkan bahwa : Pengaruh seluruh variabel independen terhadap kinerja pegawai adalah sebesar 64,5%, dengan model regresi yang didapat dalam penelitian ini adalah: Y = 1,305 + 0,306 X1 + 0,197 X2 + 0,227 X3, tingkat signifikansi sebesar 5%.
Saran dari hasil penelitian ini adalah mempertimbangkan functional kompetensi, kompetensi managerial dan disiplin dalam melakukan penilaian kinerja pegawai sesuai dengan proporsi masing-masing variabel.

In the current conditions of globalization, where the world seems no longer boundaries between one country to another. Human resources play an important role in every activity of government and is a valuable asset for the government, therefore we need the support of competent resources for a sustainable way a clean and authoritative government.
Government's desire to develop human resources is very important considering that the environment has changed, and increasingly critical public and governmental demands for excellent service quality of public service which is the main purpose of government. Particularly the Inspectorate General of Ministry of Finance should become the motor and the models for other first echelon units in managing human resources. Inspectorate-General should seek continuously to improve employee performance. In order to provide optimal service to the community and changing the paradigm for this community.
This study aims to analyze the influences of functional competency, managerial competency, and discipline on the performance of the Inspectorate General of Ministry of Finance officials. Analysis of this study using multiple linear regression, where the independent variables used are functional competency, managerial competency and discipline and performance as dependent variables.
The results of this study indicate that the effect of all independent variables on the performance of employees amounted to 64.5%, with regression models obtained in this study are: Y = 1.305 + 0.306 X1 + 0.197 X2 + 0.227 X3, 5% significance level.
Suggestions from the results of this study is to consider the functional competency, managerial competency and discipline in conducting employee performance appraisals in accordance with the proportion of each variable."

"Work engagement merupakan tren baru dalam positive psychology yang mulai muncul di kalangan akademisi karena psikologi dikritik lebih banyak membahas mental illness daripada mental wellness. Melihat berbagai dampak positif work engagement terutama agar perusahaan mendapatkan usaha lebih dari Generasi Y dan kebutuhan Generasi Y untuk mendapatkan feedback dan dukungan lainnya dari coach agar engaged ke pekerjaan, maka peneliti ingin meneliti hubungan antara managerial coaching dan work engagement pada karyawan Generasi Y. Sebagai penelitian kuantitatif, penelitian ini menggunakan kuesioner untuk mengumpulkan data dari 156 responden Generasi Y dari berbagai sektor industri di Jakarta dan sekitarnya.
Hasil korelasi Pearson menunjukkan bahwa persepsi terhadap managerial coaching memiliki hubungan yang positif dan signifikan dengan work engagement, yaitu r (162) = 0.430, p< 0.01. Berdasarkan analisis dengan dimensi-dimensi work engagement, ditemukan bahwa terdapat hubungan positif yang signifikan antara managerial coaching dengan dimensi semangat, dedikasi, dan absorpsi.

Work engagement is a new construct in positive psychology and became concern in academic researchers because psychology was criticized for mostly discussing mental illness than mental wellness. Work engagement has positive impacts, especially to help company get the most from Generation Y, and because Generation Y needs feedback, supports from coaches to make them engaged, this research examine the relationship between managerial coaching and work engagement in Generation Y employees. As a quantitative study, the methodology used in this study is questionnaire to get data from 156 Generation Y from several industries in Jakarta and cities around Jakarta.
The result of Pearson correlation shows that managerial coaching has positive significant relationship with work engagement in Generation Y, r (162) = 0.430, p < 0.01. The analysis also showed that there is a positive significant relationship between managerial coaching and the dimensions of work engagement, which are vigor, dedication, and absorption.

"Penelitian ini bertujuan untuk menganalisis pengaruh dari tipe kepemilikan dan kepemilikan manajerial terhadap pengungkapan CSR pada bank yang terdaftar di Bursa Efek Indonesia. Indeks yang digunakan untuk mengukur CSR adalah dengan menggunakan indeks Global Reporting Initiative (GRI) G3.1 guidelines dengan enam aspek yaitu economic, environment, human rights, labor practice and decent
work, society dan product responsibility. Penelitian ini menggunakan sampel bank yang terdaftar di Bursa Efek Indonesia selama periode 2009-2013. Hasil dari penelitian ini membuktikan bahwa tipe kepemilikan bank memiliki pengaruh terhadap pengungkapan corporate social responsibility. Penelitian ini juga membuktikan bahwa kepemilikan manajerial tidak memberikan pengaruh terhadap pengungkapan CSR.

This study aimed to analyze the influence of the type of ownership and managerial ownership on the disclosure of CSR in the bank listed on the Indonesia Stock Exchange. Index used to measure CSR is an index Global Reporting Initiative (GRI) G3.1 guidelines with six aspects: economic, environment, human rights, labor practices and decent work, society and product responsibility. This study used a sample of banks listed on the Indonesia Stock Exchange during the period 2009-
2013. Results from this study demonstrate that the type of ownership of the bank have an impact on the disclosure of corporate social responsibility. This study also proved that managerial ownership does not give effect to the disclosure of CSR.

"Tujuan: Penelitian ini bertujuan untuk meneliti/menyelidiki faktor yang berkaitan dengan Perceived Managerial Discretion (PMD) dalam hubungannya dengan Risk Taking Behavior (RTB) dan kinerja organisasi pemerintah. Desain/metodologi/pendekatan: Penelitian ini menggunakan kombinasi metode kualitatif dan kuantitatif. Metode kualitatif dilakukan dengan menggunakan diskusi kelompok terfokus (FGD) untuk memilih variabel kunci yang mempengaruhi PMD dan memvalidasi temuan penelitian. Metode kuantitatif dilakukan menggunakan Structural Equation Modeling (SEM) untuk menguji delapan hipotesis yang dikembangkan melalui FGD dan studi literatur. Dari 340 kuesioner yang disebarkan, sebanyak 260 yang dikembalikan dan dianggap valid untuk analisis SEM, yang mencerminkan suatu tingkat respon yang memuaskan dari 76%.
Temuan: Enam faktor PMD yang teridentifikasi adalah quasi legal constraint (QLC), Powerful Outside Forces (POF), Inertial Forces (IF), Powerful Inside Forces (PIF), Power Base (PB), dan Political Acumen (PA). Analisis SEM menyatakan QLC, PIF, PB, dan PA meningkatkan PMD sementara IF cenderung menghambat PMD. Dengan sistem insentif yang ada saat ini dan PMD yang biasa saja, responden cenderung menampilkan perilaku risk averse, sementara sebagaimana diperlihatkan dalam studi ini, RTB yang lebih tinggi dibutuhkan untuk meningkatkan kinerja organisasi. Beberapa temuan penelitian ini mendukung penelitian sebelumnya tetapi beberapa lainnya tidak.
Penelitian Implikasi/Keterbatasan: Keterbatasan utama dari penelitian ini adalah validitas eksternal, yaitu temuan hanya berlaku untuk organisasi yang memiliki karakteristik serupa dengan organisasi pemerintah yang digunakan sebagai studi kasus. Oleh karena itu, temuan ini harus digunakan dengan hati-hati untuk jenis organisasi publik yang berbeda.
Implikasi praktis: Berdasarkan hasil penelitian, maka perlu dilakukan: (1) mengenalkan sistem reward-punishment yang lebih baik dengan target yang lebih tegas bagi pengambil keputusan untuk bekerja yang yang terbaik, (2) mengkaji dan menghapus peraturan yang kurang tegas yang membatasi PMD, (3) merampingkan birokrasi, (4) menetapkan peraturan yang memungkinkan lebih banyak ruang untuk inovasi dan kebijakan, (5) menjelaskan tugas dan tanggung jawab para pengambil keputusan, dan (6) mengurangi perubahan-perubahan kebijakan sesaat dengan mendorong pengawasan dan pemberitahuan yang tepat.

Purpose: This study investigates pertinent factors in perceived managerial discretion (PMD) in association with risk-taking behavior (RTB) and organizational performance within government organizations.
Design/methodology/approach: This study used a mix of qualitative methods?using focus group discussions (FGDs) to select key variables affecting PMD and to validate the research findings?and quantitative methods?using structural equation modeling (SEM) to test eight hypotheses developed from FGDs and from a literature review. Out of 340 questionnaires sent out to potential participants, 260 were returned and deemed valid for SEM analysis, reflecting an impressive response rate of 76%.
Findings: A total of six factors affecting PMD were identified: quasi-legal constraint (QLC), powerful outside forces (POFs), inertial forces (IFs), powerful inside forces (PIFs), power base (PB), and political acumen (PA). The SEM analysis indicated that QLC, PIF, PB, and PA enhance PMD, while IFs tend to inhibit PMD. Given the existing incentive system and a mediocre PMD level, respondents tend to exhibit risk averse behavior while, as demonstrated by this study, a greater RTB would be necessary to improve organizational performance. All the presented findings are partially consistent with prior findings, with some notable contradictions.
Research implications/limitations: The primary limitation of this study was its limited external validity, as these findings can only be extended to organizations with similar characteristics of those of the government institution used as the case study. These findings must be used with care for different types of public organizations.
Practical implications: These findings support taking the following steps:
(1) introduce improved reward-punishment systems with more assertive targets for decision makers to work toward excellence, (2) review and remove equivocal regulations that could restrain PMD, (3) streamline bureaucracy, (4) establish regulations that allow more space for innovation and discretion, (5) delineate the tasks and responsibilities of decision makers, and (6) discourage abrupt policy changes, promoting proper scrutiny and notice."

"ABSTRAK
Penelitian ini bertujuan untuk menganalisis pengaruh dari struktur kepemilikan kepemilikan manajerial dan kepemilikan asing dan corporate governance board size, board independence dan board intensity terhadap pembayaran dividen. Penelitian ini menggunakan analisis data panel dengan sampel penelitian yang berjumlah 84 perusahaan non keuangan yang terdaftar di Bursa Efek Indonesia selama periode 2008-2015 dan model regresi berganda. Hasil dari penelitian ini menunjukan bahwa variabel kepemilikan asing dan variabel board intensity memiliki pengaruh negatif yang signifikan. Sedangkan, variabel lainnya tidak memiliki pengaruh yang signifikan.

ABSTRACT
This study has a main objective to analyze the effect of ownership structure managerial ownership and foreign ownership and corporate governance board size, board independence, board intensity on dividend payout. This study used panel data analysis of 84 non financial firms, listed on Indonesian Stock Exchange for period 2008 2015 and multiple regression model. This study reports that foreign ownership and board intensity have a significant negative effect on dividend payout. Whereas, the other variables have no significant effect on dividend payout.
